Valery Timofeev

Mr. Timofeev was elected by the ITU Plenipotentiary Conference in September 2002 to the post of Director of the Radiocommunication Bureau (BR) of the International Telecommunication Union.

During his years of employment with the State Radio Research Institute from 1974 to 1992, Mr Timofeev accumulated extensive professional experience in the fields of radio-wave propagation, frequency spectrum planning, development of national EMC standards and the design of satellite communication and television and radio broadcasting systems. For many years, he was responsible for the international coordination of satellite communication systems and headed national delegations at frequency assignment coordination meetings with other administrations.

Having become Deputy Minister for Communications and Informatization of the Russian Federation in 1999, Mr Timofeev is currently directly responsible for matters pertaining to effective radio-frequency spectrum management, the development of television and radio broadcasting and the deployment and operation of the national satellite communication and broadcasting system, as well as for the Russian Administration's participation in the work of various international bodies, including the International Telecommunication Union, the European Conference of Postal and Telecommunications Administrations (CEPT), INTERSPUTNIK, Intelsat and Eutelsat. On the initiative and with the direct involvement of Mr Timofeev, Acts and Government Decrees of the Russian Federation were drawn up and adopted for the purpose of establishing favourable legal conditions for the use of radio facilities within the territory of Russia and for the harmonization of national and international frequency allocations.

In recognition of his major contribution to the development of cooperation with international organizations and of his high level of professionalism, the Russian Government awarded Mr Timofeev the "Order of International Friendship" and "Distinguished Communications Worker of the Russian Federation" award.

International activities

Since 1968, Mr Timofeev has participated in the meetings of various ITU bodies, including plenipotentiary conferences (1982, 1989, 1992, 1994 and 1998), the Council, world (administrative) radiocommunication conferences (1974, 1977,1979, 1985, 1987, 1988, 1992, 1993, 1995, 1997 and 2000), world telecommunication development conferences (1994 and 1997), radiocommunication assemblies (1993, 1995, 1997 and 2000), the 1996 World Telecommunication Policy Forum, preparatory meetings for ITU-R conferences, and meetings of the ITU-R (CCIR) study groups. Mr Timofeev has served as the head or deputy head of national delegations at several ITU conferences and meetings.

In 1993, thanks to his extensive working experience within ITU, he successfully chaired the World Radiocommunication Conference and was Vice-Chairman of the Radiocommunication Assembly. At the 1994 and 1998 Plenipotentiary Conferences, he was elected to serve as a member of the ITU Radio Regulations Board, of which he was Vice-Chairman in 1997 and Chairman in 1998.

Mr Timofeev participates in the work of regional organizations such as the European Conference of Postal and Telecommunications Administrations (CEPT) and the Regional Commonwealth in the field of Communications (RCC). In particular, he has for a number of years been Chairman of the RCC commission responsible for radio-frequency spectrum management and EMC matters.

In recognition of his high level of professionalism, Mr Timofeev was awarded the ITU Silver Medal and the CCIR Honorary Diploma.

Scientific activities

Mr Timofeev is the author of more than 60 scientific publications on various aspects of radiocommunication and broadcasting, satellite communications, frequency planning, EMC and international cooperation in the field of communications.

He is a co-author of five monographs and the author or co-author of nine patents on different inventions in the field of radiocommunication.

He is a member of the International Communications Academy and a corresponding member of the K.E. Tsiolkovsky Academy of Cosmonautics.

Mr Timofeev has extensive experience in the field of radio-frequency spectrum management at both the national and international levels, is fully conversant with the acute problems facing the International Telecommunication Union as a whole and its Radiocommunication Bureau in particular, and has a high-level scientific background and wide-ranging practical leadership experience in the context of scientific teams working on complex scientific and technical problems, as well as in all areas of the radiocommunication sector, including major Russian enterprises and the State Radio-Frequency Service of the Russian Federation.
