Participation in the Focus Group is open to all Member States and Sector Members of the Union plus any others who can contribute to the process. Participation through electronic means requires registration for ITU TIES Services (See Who is eligible? and How to register for TIES? ). Participation through traditional mail is also possible, as specified below.

The Focus Group should, to the extent possible, work by electronic means and through the organization of plenary meetings allowing optimum participation. To comply with this requirement, the TSB has created an informal FTP area and associated Email mailing list related to the Focus Group. Those who wish to participate in the work of the Focus Group using Email system are requested to send an Email message to the following address: tsbedh@itu.int.

The message should contain the following information :

- your request to subscribe to the Email mailing list for the Focus Group,

- full name,

- name and address of Administration/ROA/ SIO, …

- personal Email address,

- TIES username (if you are not member of TIES, please consult the TIES website).

For those who do not have at their disposition an electronic mailing system, we would welcome paper contributions to be sent to the Director of TSB. For those who have no Email system but wish to participate in the meeting of the Focus Group, can complete a registration form and mail it to the address specified in the form.
