The Regulatory Survey 2000 conducted by
the ITU's Telecommunication Development Bureau (BDT)
provides insights into current broadband regulation
practices as well as those of traditional
telecommunications in Member States. The survey covers
issues of interconnection, licensing arrangements, level
of competition, universal access, and other regulatory
issues for telephony (fixed, mobile, and VoIP), fax, the
Internet, email, GMPCS, and cable TV (including
satellite).
One
of the survey's questions, for example, asks for the decrees, legal instruments,
or regulation governing the telecommunications sector,
including the information, communication and
broadcasting sectors.
The
survey also investigates whether cable TV companies can
provide telephony, and whether telecommunications
companies can provide cable TV services.
