In
Colombia there are no specific anti-spam regulations; instead, Colombia uses the
constitutional right of Habeas data, which protects privacy and data.
Habeas
data was codified in the Colombian constitution in 1997, giving users the
right to control data about themselves. In 2003, a court ruled that Colombians
have a constitutional right to opt out of spamming lists and to have their
data protected.
In
2004, the national legislator introduced a new bill in Congress, which
