Membership
In line with these developments, ITU Membership has been calling for a
greater role to be played by ITU in matters relating to cybersecurity through
various Resolutions and Decisions:
Resolution
71 of the ITU Plenipotentiary Conference (Antalya, 2006)
This Resolution outlines the Strategic Plan for the Union for 2008-2011,
including its mission and nature, strategic orientations and goals and detailed
objectives for the Sectors. Under Goal 4, ITU should specifically engage in
“developing tools, based on contributions from the membership, to promote
end-user confidence, and to safeguard the efficiency, security, integrity and
interoperability of networks”, with information and communication network
efficiency and security defined as including, inter alia, spam, cybercrime,
viruses, worms and Denial-of-Service attacks.
Resolution
130 of the ITU Plenipotentiary Conference (Revised, Antalya, 2006)
This Resolution, on strengthening the role of ITU in building confidence and
security in the use of ICTs, instructs the Secretary-General and Directors of
the Bureaux to, inter alia: “facilitate access to tools required for enhancing
confidence and security in the use of ICTs for all Member States, consistent
with WSIS provisions on universal and non-discriminatory access to ICTs for all
nations”.

ITU Resolutions and Decisions on Cybersecurity
Other Resolutions and Decisions of the ITU that are relevant to cybersecurity
concerns include Resolution 102 on ITU’s role with regard to international
public policy issues pertaining to the Internet and the management of Internet
resources, including domain names and addresses (Revised, Antalya 2006);
Programme 3 of the Doha Action Plan adopted at the World Telecommunication
Development Conference (WTDC) 2006; and Resolutions 50, 51 and 52 of the World
Telecommunication Standardization Assembly (WTSA). |
