A Unique Vision, A Unique Forum

The Secretary-General of the ITU has identified cybersecurity as a top priority. The Secretary-General’s vision is a global information society in which trust and security in the use of ICTs is the norm, and in which each and every participant can reap the benefits and opportunities afforded by ICTs.
 

WSIS Implementation

At the second phase of the World Summit on the Information Society (WSIS) in Tunis in 2005, ITU was entrusted to take the lead as the sole facilitator for Action Line C5, “Building confidence and security in the use of information and communication technologies (ICTs)”.

Calls From Membership

In line with these developments, ITU Membership has been calling for a greater role to be played by ITU in matters relating to cybersecurity through various Resolutions and Decisions:

Resolution 71 of the ITU Plenipotentiary Conference (Antalya, 2006)

This Resolution outlines the Strategic Plan for the Union for 2008-2011, including its mission and nature, strategic orientations and goals and detailed objectives for the Sectors. Under Goal 4, ITU should specifically engage in “developing tools, based on contributions from the membership, to promote end-user confidence, and to safeguard the efficiency, security, integrity and interoperability of networks”, with information and communication network efficiency and security defined as including, inter alia, spam, cybercrime, viruses, worms and Denial-of-Service attacks.

Resolution 130 of the ITU Plenipotentiary Conference (Revised, Antalya, 2006)

This Resolution, on strengthening the role of ITU in building confidence and security in the use of ICTs, instructs the Secretary-General and Directors of the Bureaux to, inter alia: “facilitate access to tools required for enhancing confidence and security in the use of ICTs for all Member States, consistent with WSIS provisions on universal and non-discriminatory access to ICTs for all nations”.

Other ITU Resolutions and Decisions on Cybersecurity

Other Resolutions and Decisions of the ITU that are relevant to cybersecurity concerns include Resolution 102 on ITU’s role with regard to international public policy issues pertaining to the Internet and the management of Internet resources, including domain names and addresses (Revised, Antalya 2006); Programme 3 of the Doha Action Plan adopted at the World Telecommunication Development Conference (WTDC) 2006; and Resolutions 50, 51 and 52 of the World Telecommunication Standardization Assembly (WTSA).

Diversity of Participation

With its diverse public-private sector membership (including 191 Member States and more than 700 Sector Members and Associates), ITU is uniquely placed to serve as a global multi-stakeholder forum for the development of a framework for international cooperation in cybersecurity. Only a wide approach that cuts across sectors and geographical boundaries can forge a common understanding of cybersecurity threats among countries at all stages of economic development.
