Each Member State has one vote at plenipotentiary conferences unless:
		it is in arrears in its payments to the Union and the amount of its arrears equals or exceeds the amount of the contribution of the two preceding years
		it has not deposited an instrument of ratification, acceptance or approval of the ITU Constitution and Convention or has not acceded to them
		its credentials are not found in order
