Assists the Secretary-General in the coordination and
management of the overall resources of the ITU, a
specialized agency of the United Nations system in charge of
establishing the global framework for international
telecommunications. In this capacity, the ITU brings
governments and industry together to coordinate the
establishment and operation of global telecommunication
networks and services; it is responsible for
standardization, coordination and development of
international telecommunications including
radiocommunications (terrestrial and space), as well as the
harmonization of national policies. |

President of Brazil in 1984, named Honorary Member of the
Brazilian Air Force by the Ministry of the Air Force in 1991
and decorated for relevant services in the interest of
broadcasters with the medal of Merit of Broadcasting by the
Brazilian Association of Broadcasters (ABERT) in 2005.
Fluent in Portuguese (mother tongue), English, French and
