Career Summary

35 years of experience in various positions in the national spectrum management and radio regulatory authority. Made valuable contribution in formulation and implementation of national policies as related to telecommunications, broadcasting, information technology and satellite communication technology and entry of private sector in these fields as well as the challenges posed by exponential growth of mobile services in the country. The activities included:
  • RF spectrum engineering and management functions besides radio regulatory functions;

  • National and international policies concerning various radiocommunication matters as related to all types of satellite and terrestrial based radio-communication services;

  • National and international spectrum & orbit coordination, spectrum licensing & radio monitoring including system design and development of automated spectrum management and monitoring facilities;

  • All matters concerning International Telecommunication Union (ITU) and Asia Pacific Telecommunity (APT) in the capacity of `Indian Administration’ and other related functions.

  • Development and review of National Frequency Allocation Plans for the country.

  • Also, member of the technical staff for test and operation of India’s first commercial satellite earth station (1971);

  • Vice-Chairman, Special Committee on radio regulatory matters for WRC-07

  • Chairman, Ad-hoc Group on additional HF bands for broadcasting at WRC 1997;

  • Indian Councillor on ITU Council during 2002 - 2006,

  • Chairman, Ad-hoc group on ITU building matters, ITU Plenipotentiary Conference, Nairobi, 1982;

  • Vice-Chairman, Plenary Working Group on ITU Plenipotentiary Conference, Marrakesh, 2002;

  • Co-chairman, ITU-R & ITU-D joint Working Group for Res. 9;

  • Chairman of the APT Coordination Group at WRC 2003, Council 2004 and 2005;

 

International Assignments

  • Served as UN/ ITU Senior Expert in Spectrum Management and Radio Regulatory matters in Saudi Arabia; and

  • Technical Expert to Government of Seychelles in 1990 and 1992, under Indian Technical & Economic Cooperation program.

  • Chaired and Vice-Chaired many international meetings, committees, working groups, panels, etc.;

  • Head/ Alternate Head of Indian delegations to various conferences, meetings, etc.;

  • Head/ Alternate Head of Indian delegations to various bi-lateral meetings with various administrations, international organizations and consortium, especially as related to spectrum management, international coordination and radio regulatory matters for various satellite and terrestrial based radiocommunication networks;

  • UN/ ITU/ APT Fellowship for study tours/ training in spectrum management, radio regulatory and monitoring activities in several countries.
