  Credentials

• confer full powers on the delegation;
• authorize the delegation to represent its government, without restrictions; or
• give the delegation, or certain members thereof, the right to sign the Final Acts.

By way of Circular Letter No. 100 , dated 27 March 2006, ITU Member States were invited to submit their credentials preferably before 27 October 2006.

  Registration

Registration for the Conference began on 6 September 2006 and was carried out exclusively on-line. In exceptional circumstances, where on-line registration was not possible, focal points for participation were requested to contact the Conference Registration Service by fax (+41 22 730 5881) in order to obtain a registration form. Provision of information through the on-line registration system did not exempt Member States from the need to submit an original credentials document (see section above).

Designated focal point (DFP) for participation
Each Member State and Observer Organization/Entity designated a focal point responsible for handling all registration formalities. Each focal point received a username and password providing access to the on-line system.
