High-ranking delegates from the Member States of the ITU, for the most part
Ministers responsible for telecommunications, may wish to deliver
statements in Plenary on general policy issues related to the basic functions of
the Union.
During the first week of the Conference, time will be
allocated in Plenary for such general policy statements. Given the heavy
workload of PP-10, it is proposed that the amount of time allocated to such
statements be sharply limited, as has been done in the past (see
Recommendation 4 (Marrakesh, 2002)).
It is reminded that such policy statements will be limited to one
speaker per delegation, and it is highly recommended that each
intervention not exceed 5 minutes and if possible be limited to 3 minutes.
Member States should send their request for a slot to deliver a policy statement
using the online form (TIES username and
password required).
Policy statements made at the Plenipotentiary Conference and provided
electronically will be posted after delivery on the website of the Conference in
the language(s) in which they were submitted.
Speakers delivering policy statements in the Plenary are invited to submit an
advance copy of their statement to:
PP10statements@itu.int in the language(s) of their choice. The statement
should clearly indicate:
- the speaker’s name
- the speaker’s title,
- the
name of the Member State , of the speaker,
- the details of a contact person,
- the session of the Plenary at which the statement is to be delivered,
- original language of text.
If changes are to be made to the text, the contact
person should advise the Conference Secretariat at the latest 15 minutes after
the end of the speech delivery. In the absence of a request to the contrary, the
text of the statement will be posted on the website after delivery in plenary.
