| These Proceedings contain all the papers accepted for the "ITU-T Innovations for digital inclusion" Kaleidoscope academic conference, Mar del Plata, Argentina, 31 August - 1 September 2009 - the second in a series organized by ITU-T. Technically co-sponsored by the IEEE Communications Society, the papers accepted for the conference were reviewed by a panel of over 90 subject matter experts to ensure high technical quality. The papers, coming from leading academic and research institutions all around the globe, analyse technologies, services and applications five years and beyond that will capitalize on NGN infrastructure and promote digital inclusion. The papers also cover multidisciplinary aspects, including regulatory and societal challenges as well as analysis of standardization needed.
