Yuri Avanesov, Director of the Department of the OJSC Intellect-Telecom

Yury Avanesov works as the Director of Department with Intellect Telecom on various projects related with frequency spectrum management for different mobile cellular and digital audio-video mobile broadcasting systems.​

Александр Андреевич Баранов более 18 лет занимал руководящие должности в государственных органах.

В должности первого заместителя Председателя Государственной службы Украины по вопросам технической защиты информации приложил значительные усилия к формированию и становлению системы информационной безопасности в Украине. В качестве заместителя Председателя Национального агентства по вопросам информатизации при Президенте Украины, первого заместителя Председателя Государственного комитета связи и информатизации Украины отвечал за Национальную программу информатизации Украины, был ее руководителем. На этих должностях, а также в качестве директора Государственного департамента по вопросам связи и информатизации отвечал за такие важные для информационной сферы вопросы, как развитие информационного общества, формирование и совершенствование телекоммуникационного и почтового рынков, обеспечение эффективного использования радиочастотного ресурса Украины, внедрение технологий цифрового телевидения, сотрудничество с международными организациями.
 

 

Является членом Консультативного совета по вопросам информатизации при Верховной Раде Украины с 1998 года.
 
Преподает курс по информационному праву.
 
Кандидат технических наук, лауреат Государственной премии Украины в области науки и техники. Опубликовано более 10 монографий, 26 свидетельств на изобретения, более 120 научных трудов, публицистических статей по проблематике информатизации, сложных систем управления, информационной безопасности, телекоммуникаций, информационного права и тому подобное. Является соавтором или автором более 20 законов.
 
А. Баранов имеет два высших образования: техническое и юридическое.

 

Muzaffar Djalalov, SG 16 member, Head of the International Relations Department of the SUE UNICON.UZ

He received his B.E. in Telecommunication networks from TUIT university in Uzbekistan and MS in Engineering from YU university in Korea. He’s majoring in Digital image processing and had done many industrial projects at Multimedia Signal Processing Laboratory at YU in Korea. Currently he is Head of Department for International Relations at State Unitary Enterprise “UNICON.UZ” –  Scientific-Engineering and Marketing Researches Center at Communication and Information Agency of Uzbekistan.

He’s also a member of SG16 ITU-T. His interests at SG16 are multimedia applications and systems such as IPTV.
Vladimir Efimushkin, Director of the scientific activity of the FSUE ZNIIS

Vladimir А. Efimushkin received Ph.D. degree in theoretical basics of informatics from the Institute of Information Transmission Problems of the Academy of Sciences of the USSR in 1989. Now he is a deputy director general of the Central Science Research Telecommunication Institute (ZNIIS) of the Federal Communications Agency of Russia. He is a professor at the Telecommunication Technologies and Services department of the Moscow Technical University of Telecommunications and Informatics, and scientific advisor of more than 85 graduated and 14 post graduated students in 1986–2012 at PFUR and MTUCI Universities, Moscow. He is Vice-Chairman of the ITU-T’ SG12, a member of Presidium and Chief Scientific Secretary of the International Telecommunication Academy. His main research interests include architectures, protocols, information security, QoS and performance evaluation modeling in telecommunications. As a governmental delegation member from the Ministry of telecommunications of Russia in 2004-2005 and 2009-2010 V.A. Efimushkin participated in the deliberations of the Group of Governmental Experts established pursuant to U.N. General Assembly Resolutions on “Developments in the field of information and telecommunications in the context of international security”. V.A. Efimushkin is an author of more than 160 scientific and technical papers.
Alisher Faizulaev, Director of the SUE Center UNICON.UZ
 
He is Director of State Unitary Enterprise “UNICON.UZ” –  Scientific-Engineering and Marketing Researches Center at Communication and Information Agency of Uzbekistan.

He’s been participating on various ITU-R meeting since 2007.

He’s interested in WTSA-08 Resolution 76: Conformance and Interoperability testing.

He is also actively working as Expert auditor at National certification system.​

Yury Grin, Deputy to the Director of BDT, ITU/BDT

​Dr. Yury G. Grin is Deputy to the Director and Chief, Administration & Operations Coordination Department of the Telecommunication Development Bureau (BDT) of the International Telecommunication Union (ITU) in Geneva, Switzerland. He joined ITU in 2006.

Prior to joining ITU, from 1994 to 2006, he worked in the International Cooperation Department of the Ministry for Information Technologies and Communications of the Russian Federation, first as Deputy Director and then as Director of the Department.

From 1990 to 1994, Dr. Grin was Deputy Director of the R&D Institute of Economics and Composite Problems of Communications.

From 1977 to 1990, he worked at the Moscow Radiocommunications R&D Institute, first as Leading Engineer, then as Senior Scientist and Chief of Department.

In 1978, Dr. Grin obtained his PhD in physics and mathematics at Lomonosov Moscow State University, from which he had graduated in 1974.

Dr. Grin is the author of more than 80 scientific and technical publications and holds more than 20 copyrights on inventions in the field of communications and information technologies.

He has been awarded several high distinctions, such as:

-    Master of Communications
-    Medal of the Soviet Peace Fund in 1977
-    Prize in the field of Science and Technologies from the Cabinet of Ministers of the USSR in 1990
-    Silver medal from the International Telecommunication Union in 2001

He is a member of the International Academy of Communications and a member of the Moscow Scientific Society.

Dr. Grin is married and has four children.

His interests include classical music and art.

He speaks Russian, Ukrainian, English and some French and Spanish.
Richard Hill, Counsellor, ITU-T SG2 and SG3, and CWG-WCIT

Richard is currently Counsellor for Study Groups 2 and 3 at the International Telecommunications Union, that is technical secretary for the ITU groups dealing with operational aspects of service provision, networks and performance, including numbering issues (for example, assignment of international country codes) and charging and accounting matters.

Prior to joining ITU, Richard was Department Head, IT Infrastructure Delivery and Support, at Orange Communications (a GSM operator), responsible for delivering and maintaining the real-time, fail-safe computing infrastructure for the company to support over 300 online agents and related applications such as billing.  Richard was responsible for IT Operations, IT Help Desk (support for 1500 PCs), IT Security, Network, Unix, NT, Oracle DB, Tuxedo, Telephony, and Internet and Intranet services.

He previously was the IT Manager at the University of Geneva, responsible for the network, central systems, over 6000 work-stations and PCs, user support, administrative applications, library infrastructure, and audio-visual services.
Prior to that, he worked at Hewlett-Packard's European Headquarters in Geneva, Switzerland.  At HP, he had been responsible for world-wide mobile communication strategies and plans; for delivering GSM services throughout Europe; for specifying, procuring, and deploying voice and electronic mail services in Europe; for developing and implementing HP's EDI program in Europe; for operating the IT center supporting operations in the Middle East and Africa; and for providing economic and sales forecasts to HP top management.

From September 1991 to June 1993, Richard was the Western European Rapporteur for EDIFACT, responsible for the organization of the EDI standardization efforts in Europe and for liaisons with other regions working on EDIFACT.  He is past chair of EDIFICE, the European Electronics Industry Forum for EDI, and was editor of X.435, the Pedi protocol for EDI and X.400.

Prior to joining HP, he worked as a Research Statistician for the A.C. Nielsen company in Europe, a large marketing research company, and as a systems designer and consultant for a small software company specializing Boston, Mass. that specialized in applications for managing financial portfolios.  Prior to that, Richard was Systems Programmer and later Applications Development Manager for econometrics systems developed at M.I.T. and N.B.E.R. (TROLL project).  Richard has taught numerous courses and seminars as part of his work and at universities in the US and Europe.
Richard is a member of the American Arbitration Association, American Association for the Advancement of Science, Association for Computing Machinery, Society for Computers and Law, and the Swiss Arbitration Association.
Richard holds a Ph.D. in Statistics from Harvard University and a B.S. in Mathematics from M.I.T.  Prior to his studies in the U.S.A., he obtained the Maturita' from the Liceo Scientifico A. Righi in Rome, Italy.

He has published papers on mediation, arbitration, and computer-related intellectual property issues and the standard reference book to X.435.
Laviza Iskhakova, Leading Research Officer of the SUE “UNICON.UZ”
 
Since 2009 Laviza Iskhakova has been working in SUE «UNICON.UZ» (Communications and Information Agency of Uzbekistan) and possesses Ph.D. in Law. Her current position is the leading Research Officer at the Management System department.
 
Her working experience includes preparation of reports in conventional Body of UN, expertise and development of regulatory and legal draft acts, working out of the normative documents. She has scientific publications on the problems of international law as well.​
Orozobek Kaiykov, Head, ITU Regional Office, Moscow


Orozobek Kaiykov is Head of ITU Area Office for the CIS. He graduated from the Leningrad Electrotechnical Institute of Communication named after M.Bonch-Bruyevich, (now the St. Petersburg State University of Telecommunications named after  M.Bonch-Bruyevich), Faculty of  Automatic Telecommunication.
Before joining the ITU, he was Director of newly created National Communication Agency of Kyrgyz Republic from 1997 to 2000 and, for several years, Head of Internal Audit Service of JSC Kyrgyztelecom. 
Orozobek Kaiykov is Honorary Worker of Communications of the Kyrgyz Republic (2003), Laureate of State Prize in Science and Technology of the Kyrgyz Republic (2004).

Victor Katok, Vice-Chairman of ITU-T Study Group 15, Director of Department of Scietific and Technical Policy of the JSC “Ukrtelecom”

Author of more than 300 scientific and technical papers, patents, Ukrainian national and International standards in the fields of Telecommunication; author and co-author of 7 books in the aria of telecommunications. Author, sci. editor of many projects on modern telecommunication fields in area      of Infrastructures for outside plant and related indoor networks, Optical transport networks in 1980 – 2012, reputation for conciliation, co-operation and innovation.
 
Participation in management of the organization, Chairman of scientific and technical Council JSC "Ukrtelecom", is responsible for formation of Scientific and Technical policy JSC "Ukrtelecom".

Tatiana Kurakova, Counsellor, ITU-T SG 13

Tatiana Kurakova holds a Masters degree with excellent diploma (cum laudis) in Radio Engineering and Electronics from Moscow Aviation University, Russia. After finishing the Post-Graduated Courses of the same University, she worked as a junior research officer in the Scientific Research Laboratory of the Moscow Aviation University and later for over 10 years in Russian telecommunication private sector.
 
Currently she is a counsellor of the Telecommunication Standardization Bureau (TSB) of the International Telecommunication Union (ITU). She also follows the activities of Study Group 11 “Signalling requirements, protocols and test specifications”, Study Group 13 “Future networks including mobile and NGN”, NGN GSI and JCAs on NGN, on IPTV and on Cloud Computing. She was a speaker and panelist at several seminars/conferences/forums.​

Vijay Mauree, Programme Coordinator, ITU/TSB

Vijay received his first degree in Computer Science with Electronic Engineering from University College London, UK and his Masters degree in Information Technology from Imperial College, Science and Technology, UK. He is also the holder of an MBA from Cranfield School of Management in UK.
In June 2010 he joined the ITU-T Policy and Technology Watch Division in Geneva where he is responsible for the implementation of projects under Bridging the Standardization Gap programme and undertaking research on emerging ICT standardization activities for production of Technology Watch reports. He has already published two such reports on ICT as an enabler for Smart Water Management and the Optical World. He is also co-ordinating the work of the new Focus Group on Bridging the Gap: From Innovation to Standards which was set up this year.

Vladimir Minkin, Chief research officer of the FSUE NIIR

Минкин Владимир Маркович окончил с отличием радиотехнический факультет МЭИ в 1970 г., работает в НИИР с 1972 г., к.т.н. (1983 г.), д.т.н. (2000 г.), академик Международной Академии связи и Международной Академии информатизации, Заслуженный работник связи РФ. Работал научным сотрудником, начальником лаборатории и отдела радиорелейных систем связи, руководил разработкой концепции, нормативных документов  и оборудования для цифровизации сети РРЛ страны. С 2000 г. по 2012 г. работал заместителем Генерального директора НИИР по науке, ответственным за международную деятельность НИИР по работе с МСЭ и другими организациями электросвязи. В настоящее время – главный научный сотрудник по международным вопросам электросвязи/ИКТ. Неоднократно представлял АС России на собраниях МСЭ, ВВУИО, РСС, СЕПТ и других региональных организаций связи и информатизации, в том числе на Полномочной конференции, АР, ВКР, ВАСЭ, ВКРЭ, ВФПЭ. Принимает участие в работе МСЭ с 1975 г., с 1990 по 2007 г. избирался Вице-председателем, Председателем Рабочей группы 9А, а затем Председателем ИК9 МСЭ-R, принимал участие в работе ИК4 и ИК13 МСЭ-Т, а также консультативных групп МСЭ-R, МСЭ-Т и МСЭ-D, в Совете МСЭ и его рабочих группах. В настоящее время избран на посты Председателя Консультативной Группы по развитию электросвязи МСЭ-D и Рабочей Группы Совета МСЭ по информационному обществу, Вице-председателя ККТ МСЭ-R и Рабочей Группы Совета МСЭ по языкам. Председатель Рабочей группы по работе с МСЭ при Комиссии РСС по координации международного сотрудничества. Автор более 250 научных работ, вкладов, патентов и авторских свидетельств на изобретения.

Asiljan Mirhabibov, Head of the Communications and Informatization Department of the SUE UNICON.UZ

Mirkhabibov Asildjan graduated from Automatic Telecommunication Faculty of Tashkent electrotechnical institute of telecommunications in 1982.
From 1982 to 1993 he worked in Tashkent electrotechnical institute of telecommunications as senior laboratory assistant, teacher of switching system department, as well as senior researcher of switching system laboratory.
Since 1993 he has been working in Scientific Engineering and Marketing Research Centre - «UNICON.UZ» state unitary enterprise (Communications and Information Agency of Uzbekistan).
Mirkhabibov Asildjan has participated in projects on the development of telecommunications infrastructure of Uzbekistan, particularly in digital switching systems implementation on Uztelecom (national operator) telecommunication network.
In present time his working position is head of telecommunications and information department.
He has following duties and responsibilities:
- development of branch strategy programs;
- development of normative documents (standards, instructions, recommendations etc.) in telecommunication field;
- execution of research works in telecommunication field (switching and transport networks);
- participation in the different branch working groups;
- certification of telecommunication equipment.​
Andrey Mukhanov, Director of the International Cooperation Department of the Ministry of Telecom and Mass Communications of the Russian Federation

Mr. Andrey Mukhanov, Director General, Department for International Cooperation, Ministry of Telecom and Mass Communications of the Russian Federation.

Have degree in «Radio engineering» and «Public administration». During 1979-2008 did military service in the Russian Armed Forces as a senior engineer at the Air Force Communication Center and subsequently as a senior officer of the General Staff and a chief of the Regional Branch of the External Relations Department of the Ministry of Defense (retired colonel). As a radio engineer participated in applied researches in the field of radio technologies and creation of new types of radio equipment.

At the and of 1990's was in the diplomatic service and besides was involved in the information security issues.
From the end of 2008 and till the beginning of 2009 held a post of a Head of Division at the Ministry of Natural Resources and Environment and was responsible for the organization of international cooperation in the field of water resources.

From May 2009 to present - Director General, Department for International Cooperation, Ministry of Telecom and Mass Communications of the Russian Federation. During this time participated as a Head or Deputy Head of the Russian delegation in the meetings of the ITU Council (2009, 2010, 2011); ITU Plenipotentiary Conference (2010, Mexico); He was elected as a Vice-Chairman of the ITU World Telecommunication Development Conference (2010); ITU World Radiocommunication Conference (2012, Switzerland); the European Conference of Postal and Telecommunication Administrations (2010, Poland).

Mr. Mukhanov is a Chairman of the Commission for International Cooperation Coordination of the Regional Commonwealth in the field of Communications (RCC) and is an academician of the International Telecommunications Academy.
Альберт Налбандян, Советник Министра Транспорта и Связи Республики Армения, Заместитель Председателя РГ Совета по ВКМЭ12
 
Делегат от Армении на Полномочных конференциях МСЭ  (Маракеш, 2002 г., Анталия, 2006 г. и Гвадалахара, 2010 г.) и ВКР   (избирался на ВКР-12 Заместителем Председателя, на ВКР-03 и ВКР-07 Председателем Комитета). В 2007 г. избран Председателем Всемирного Подготовительного Собрания к ВКР-12.

Он участвует в работе РСС (Совет Глав Администраций, Комиссия по спектру/орбите). Был назначен Председателем РГ АР-12/ВКР-12.

С 1985 по 2002 г.г. Советник Бюро Радиосвязи, отвечал за работу
ИК 1 «Управление использовагием спектра», ИК 7 «Научные службы» и подготовку к ВКР.

С 1965 по 1985 г.г. – Заместитель Начальника Отдела спутниковой связи и радиовещания Государственного НИИ Радио (Москва, НИИР).

С 1960 по 1965 г.г. – студент Московского электротехнического института связи.

Специальность - инженер по радиосвязи и вещанию.

Мастер Связи, награжден орденом СССЗ «Знак Почета»

Женат, жена – музыкант, имеют одного сына и 4 внуков.

Elena Petrova, Head, Scientific and Technical Department, Telecommunications Technology and Services of the SUE “UNICON.UZ”

Since 1999г Elena Petrova  has been working in SUE «UNICON.UZ» (Communications and Information Agency of Uzbekistan). Her current position is the head of Telecommunication Technologies and Services division.
 
Her working experience includes conduct of scientific engineering researches in telecommunications, working out of the normative documents. More than 10 years she works issues of standardization in communication and information.​
Alina Smurago, Chief specialist-expert of the Communications Department of the RCC Executive Committee

Смураго Алина Всеволодовна, студентка факультета Лингвистики и межкультурной коммуникации Московского государственного открытого университета.

С 2009 года работает в Исполнительном комитете Регионального содружества в области связи. Курирует направление «Международное сотрудничество» и деятельность Комиссии РСС по координации международного сотрудничества и Рабочей группы по работе с МСЭ при ней.

За период своей работы в Исполкоме РСС принимала участие в организации и подготовке предложений АС РСС на крупнейшие форумы МСЭ, а именно: ВКРЭ-10, ПК-10, ВКР-12, АР-12, ВАСЭ-12 и ВКМЭ-12.

Осуществляет взаимодействие с Региональными организациями по вопросам, представляющим взаимный интерес: APT, ATU, CEPT, CITEL, LAS.
