This Recommendation defines a framework of open data in smart cities. It clarifies the concept of open data in smart cities, analyses the benefits of open data in smart cities, identifies the key phases, key roles and activities of open data in smart cities and describes the framework and general requirements of open data in smart cities. The use cases are also provided in an informative appendix.
