《组织法》和《公约》汇编

从1906年到1932年的一个短暂时期内，无线电报（“无线"）通信的管理是通过一项单独但相关的条约——《国际无线电报公约》管理的。

1932年，将《国际电报公约》和《国际无线电报公约》合并为一部新公约，即《国际电信公约》。这部新公约涵盖了电报、电话和无线电三个领域。

定期对《国际电信公约》进行修订，直到1989年，尼斯全权代表大会同意制定稳定的《组织法》和《公约》。然而，1989年国际电信联盟《组织法》和《公约》从未收到所需的批准《公约》的国家数量，因此《组织法》和《公约》从未生效。由于这个原因，并未将其包括在下面的列表中。

1992年在日内瓦增开的全权代表大会上通过了全面修订的国际电信联盟《组织法》和《公约》。此后的全权代表大会只通过了对1992年文件的修正法规。目前生效的《组织法》和《公约》是经后续全权代表大会修正的国际电信联盟《组织法》和《公约》（1992年，日内瓦）。
