First Sub-Regional Forum on Cybersecurity and fight against Cybercrime for members of Economic Community of Central African States Yaoundé Cameroon, 24-27 February 2015


 
The Ministry of Posts and Telecommunications of Cameroon (MINPOSTEL) in partnership with the International Telecommunication Union (ITU) and the Commonwealth Telecommunications Organization (CTO) organized the sub-regional forum on cybersecurity and cybercrime. 

 
This forum held in Yaoundé, Cameroon, 24-27 February 2015, at the initiative and kind invitation of the MINPOSTEL.

Purpose

The purpose of this forum was to bring together stakeholders in the CEMAC and ECCAS countries to conduct a reflection in order to promote a common vision of cybersecurity and strengthen strategies against cybercrime while strengthening the human resource capacity in the countries concerned. The main objectives of the forum were among other things: 
    • Strategies harmonization against cybercrime in the CEMAC and ECCAS area; 
    • Laws and regulations on cybersecurity and cybercrime harmonization in CEMAC countries; 
    • Resources and tools pooling and harmonization to fight against cybercrime and cyber defence; 
    • Best practice guide adoption to create and disseminate a culture of cyber security in Central Africa; 
    • Capacity building and knowledge sharing on cybersecurity and cybercrime. 
This sub-regional Forum was part of a process of reflection and discussion to promote a common vision on cybersecurity in the sub-region and to strengthen the fight against cybercrime which is more than a global priority. 

 
Given its international scope and importance of the various themes were addressed, the target audience was the sub-regional actors involved in the security of networks and information systems, cybersecurity professionals from the public and private administration and civil society as well to share their views, experiences and emit useful recommendations to address cyber threats. 

 
Moreover, in a context of migration to the e-government in the sub-region countries, leading to a widespread use of ICT, it is necessary to build an awareness but editing the best practices to improve the user experience and protect them against different cyber threats. 

Expected Results

  1. Cybercrime and cyber security be taken in account  in the legal, technological, economic and social components in Central Africa; 
  2. Cyber-security culture Instilled to the people of the sub-region through the adoption of a code of helpful and useful best practice. 
  3. Innovative projects on cyber security promotion; 
  4. Appropriate regulations, strategies and security technologies for all CEMAC and ECCAS countries; 
  5. Awareness and security requirement in the e-government project deployment  within Central Africa sub-region; 
  6. Framework for ongoing exchanges dealing with issues of cybersecurity and cybercrime within Central African Sub-region
