The primary objective of a Global CyberDrill was to strengthen the cybersecurity readiness and resilience of the CIRT community across the Globe. In particular, it aimed to enhance cybersecurity capacity and capability through regional cooperation, assist Member States in developing and implementing operational procedures to respond better to various cyber incidents and identify improvements for future planning and CIRT processes at the national level. Global CyberDrills strengthen international cooperation between Member States and promote knowledge sharing to foster a global culture of cybersecurity preparedness.
The Global CyberDrill 2024 revolved around four main thematic concepts:
| - Reflect: Bring together the global cybersecurity community to review major regional cybersecurity trends and consider improvements based on the five pillars of ITU Global Cybersecurity Agenda (GCA) and The Global Cybersecurity Index (GCI).
- Share: Promote knowledge sharing of beneficial communication networks, and exchange funding stream resources.
- Learn: Build capacity for the CSIRT communities within incident response and critical information infrastructure protection (CIIP).
- Practice: Test operational resiliency key concepts across CSIRT/CIRT/CERT community.

The First day was open to CSIRTs, ministries, regulators, telecommunication operators, universities, general education institutions, telecommunication equipment manufacturers, research and design institutes, software developers, and other stakeholders from ITU Member States, Sector Members, and Associates.
Day Two and Three were only open to team members from the National Cyber Security Authorities, National Cyber Security agencies, as well as National CSIRT/CERT/CIRTs.
The International Telecommunication Union (ITU) enhances the cybersecurity readiness, protection, and incident response capabilities of its Member States by conducting CyberDrills at both regional and international levels. A CyberDrill, held annually, simulates cyber-attacks, information security incidents, or other disruptions to test an organization's cyber capabilities. This includes detecting security incidents and responding effectively to minimize the impact of cyber incidents. Participants in CyberDrill validate policies, plans, procedures, processes, and capabilities related to preparation, prevention, response, recovery, and continuity of operations. This capacity-building event highlights the crucial role played by Computer Emergency /Incident Response Teams (CERTs/CIRTs) in enhancing cyber resilience and safeguarding critical information infrastructure.
Over the last decade, ITU has organized more than 45 CyberDrills in collaboration with over 160 countries around the world, fostering cybersecurity capacity and capability through regional collaboration and cooperation.
The ITU Global CyberDrill 2024 (Cyber 100x) was organized by the Telecommunication Development Bureau (BDT) of ITU and the United Arab Emirates (UAE) Cyber Security Council within the framework of the ITU-D priority Inclusive and secure telecommunications/ICTs for sustainable development as agreed by the 2022 World Telecommunication Development Conference (WTDC-22).
