Global Policy Dialog and Briefing: Cybersecurity Strategy Design and Implementation

To reap the benefits and manage the challenges of digitalization, countries need to frame the rapid increase of ICT-enabled infrastructures and services within a comprehensive national cybersecurity strategy. To support national leaders and policymakers in the ongoing development, establishment, and implementation of national cybersecurity strategies and policies, the World Bank and ITU, with a consortium partner, have jointly developed the second edition of the Guide to Developing a National Cybersecurity Strategy (NCS)​.

The second guide was launched on November 24, 2021 by the consortium.

OBJECTIVES
  1. Elaborate the importance of establishing a clear NCS lifecycle on a national level. 
  2. Introduce the new NCS guide to team and client representatives from the World Bank and ITU. 
  3. Discuss challenges and opportunities on designing and implementing NCSs and present countries experience. 
  4. Drive policy dialogue on NCS with clients, and stage the guide as an optional instrument for project planning. 
  5. Present available resources and provide practical tools and “know how” for implementation of the guide. (NCS Implementation Checklist, Benchmarking Tool – Pilot) 
  6. Catalyze demand for adoption and implementation of NCS and generate operational engagement with clients on it. 
  7. Strengthen the partnership within the NCS development and implementation community. ​
