ITU PRIDA capacity building workshop on the implementation of the HCM4A, 28 February - 04 March 2023, Nairobi, Kenya

​​The International Telecommunication Union (ITU) with the cooperation of the Communications Authority of Kenya organized ITU-PRIDA capacity building workshop on the implementation of the Harmonized Calulation Method for Africa (HCM4A) from 28 February to 04 March 2023 in Nairobi Kenya.

The workshop on the implementation of the HCM4A is planned for selected experts from the regional associations of Regulators. The events is EN-FR event (simultaneous interpretation) with full fellowships awarded by ITU to delegates from African countries.

The training of trainers on Harmonized Calculation Method for Africa (HCM4A) Agreement's Administrative and Technical Procedures aims to equip trainers with the knowledge and skills necessary to understand and explain the technical and administrative procedures of the agreement. Led by experts who drafted the HCM4A agreement, the five-day training program will cover cross-border frequency coordination, administrative procedures for coordinating a station, assigning frequencies for temporary use, evaluating coordination requests, exchanging information in connection with the Frequency Register, and sending a harmful interference report. By the end of the training, participants should have a comprehensive understanding of the HCM4A Agreement's administrative and technical procedures and be able to train others effectively. The training is a critical step towards the successful implementation and adoption of the HCM4A agreement, which aims to facilitate cross-border frequency coordination among different African countries, create a harmonized regional and national policy, legal, and regulatory framework conducive to significant investments in the ICT infrastructure and services, and enhance the quality of telecommunication services in Africa.​

PRIDA is an initiative by the African Union, the European Union and ITU. It also includes RECs, ATU, Regional Regulatory Associations, National Regulators, and other stakeholders. It includes many direct and indirect actions for helping African countries to achieve efficient and harmonized spectrum utilization across Africa (harmonize wireless broadband internet spectrum), including training, capacity building, workshops, creation of national, regional and Africa level Guidelines and Roadmaps, etc.
