Background
Whole-of-government (WoG) approach to digital government is increasingly being adopted as a best practice globally including amongst ASEAN Member countries. ASEAN Digital Master Plan 2025 (Desired Outcome 5) envisages increase in the quality and use of e-government services while several countries in the region have embraced this approach. ADM 25 (Enabling Actions 5.1, 5.2, 5.3, 5.4, 5.5) also emphasizes on the need for enhanced interoperability, increased productivity, introduction of digital Identities, improving quality and establishing indicators in the area of e-government.
ITU has been engaged with ASEAN Digital Ministers, ASEAN Secretariat, and some ASEAN countries in facilitating the adoption of WGA in the region. 4th ASEAN Digital Ministers (ADM) Meeting (1-2 February 2024, Singapore) endorsed the ASEAN-ITU Digital Work Plan for 2024 which included cooperation in the area of technical framework for digital government (GovStack).
In particular, it includes workshops on Whole of Government Approach and GovStack, covering a range of topics related to whole of government approach, digital government Infrastructure and applications based on building block approach, specifications, roadmap development, best practices, critical implementation issues, reuse of resources, interoperability of, human resources and capacity building needs.
Two workshops are planned: one online in end of August (tentatively 3-5 September) and one face-to-face (tentatively 2-3 October) to build capacity, enhance shared understanding and facilitate developing a common approach on adopting a whole-of-government approach leveraging on GovStack.
Objectives
The workshop aims to achieve the following objectives:
Online workshop (August – 6 hours)
- Understand the Digital Government Landscape in ASEAN– Gain insights from ASEAN about the current state of digital government framework in ASEAN, understanding the context and challenges faced.
- Build capacity on whole of government approach using GovStack – increased awareness on GovStack amongst participants from ASEAN Member countries.
Face to face workshop (October – 2 days)- Build advanced skills on developing technical framework for adopting a whole-of-government approach – Provide step by step approach to GovStack adoption leveraging on use cases and integration of building blocks.
- Develop draft technical framework – Facilitate strategic discussions to identify priorities and formulate technical framework for whole-of-government approach in ASEAN countries.
Target Audience
The workshop will invite key national stakeholders, including government officials, policymakers, ICT experts, and representatives from various sectors involved in digital transformation in ASEAN.
Especially, the other ministries and agencies involved in Digital Government Infrastructure from the administrations and relevant ASEAN secretariat communities which have bearing on interoperability of services, would be invited by the Line Ministries and ASEAN Secretariat for successful outcomes, in line with whole of the government and whole of ASEAN approach.
ITU's technical expertise will provide valuable insights and global best practices on WoG digital transformation, and GovStack implementation. ITU will also share case studies on GovStack implementations across the globe.
