Accumulated more than 35 years’ experience in the domain of ICT in various sectors, including Industry, government, academics, social and economics, and financial sectors.
Diversified education encompassing computer engineering, business management, and leadership programs: State Engineer degree in Computer Science from the Faculty of Science of Algiers University in 1977, a Master Degree in Computer Science from the Faculty of Science of the American University of Washington DC, USA in 1982,  a Management Development Program Certificate for Managers (MDP) from HEC Montreal in 2004, and a Leadership Program Certificate from the Cranfield University - School of Management (May 2012).
Awarded the MAMOUN BEHEIRY Trust Fund (MBTF) “Price of Excellence” in 2003:  the highest price of excellence awarded by the African Development Group.
I joined the African Development Bank Group in 1991, and I am presently Chief ICT Officer at the ICT4D Division within the Transport & ICT Department (OITC) responsible for the development and implementation of ICT programs, policies, and projects in the Bank’s regional member countries.
Before joining the African Development Bank, I occupied several positions as IT expert, Lecturer, Research Analyst in Algeria from 1976 to 1978 and from 1984-1986, in USA from 1981 to 1982, in Saudi Arabia from 1982 to 1984 and from 1986 to 1991.
