SG5 Vision (2017-2020) – Setting Environmental Requirements for 5G/IMT-2020
ITU-T SG5 Chairman presented
TD218 Rev.1 containing information on the future work of ITU-T SG5 on setting environmental requirements for 5G/IMT-2020. Additionally, it was agreed to send a liaison statement to JCA-IMT-2020 providing information on the work that will be carried out by SG5 in this area (TD221).

Main decisions taken by WTSA-16

Resolution 79 (Dubai, 2012) (human exposure to EMF, environment and climate change, and e-waste). ITU-T SG5 members have been requested to provide inputs and review it at the next ITU-T SG5 meeting.
Smart Africa Manifesto
TD55 provided information and guidance on WTSA-16
Resolution 86 (Hammamet, 2016) – Facilitating the implementation of the Smart Africa Manifesto.
ITU-T SG5 experts and especially the members of ITU-T SG5 Regional Group for Africa were encouraged to follow up on the action to be taken for Smart Africa Manifesto, as suggested in Resolution 86 (Hammamet, 2016).
Organization of the work of ITU-T SG5
- ITU-T SG5 approved its new structure:
- During the Study Group 5 meeting, it was suggested to review the text of Questions 6/5, 7/5 and 9/5; and to delete Q10/5. Consequently, it was agreed to review the structure as contained in
TD75 Rev.2.
- ITU-T SG5 management team can be found in
TD3.
- Designation of Working Party Chairmen and Vice-chairmen, Rapporteurs and Associate Rapporteurs can be found in
TD6 Rev.1.
- Designation of Liaison Rapporteurs to the collaborating organizations can be found in
TD5 Rev.2.
ITU-T SG5 mailing lists
TSB provided information on the new mailing lists that have been created (TD58). TSB encouraged SG5 members to subscribe to these new mailing lists.
List of stale work items
TSB provided information on the list of stale work items as contained in
TD81. ITU-T SG5 received a liaison statement from TSAG regarding the stale work items under ITU-T SG5 (TD94). The Rapporteurs of the concerned Questions were encouraged to discuss these work items during their sessions and take appropriate action.
Collaboration matters
-
C60 on "Member states status report on the deployment of green or environment friendly ICT projects" was presented by Malaysia. The objective of this contribution was to facilitate additional inputs and feedback from a broader perspective which would be crucial to further augment and strengthen the anticipated outcome of APT Standardization Program (and deployment of green ICTs). This contribution also provided insights into activities of similar nature, which are undertaken for comparison and alignment.
- The IEC General Secretary and CEO, Mr Frans Vreeswijk delivered a presentation during the SG5 closing plenary on "The age of collaboration" as contained in
TD194.
- A series of new work items that have been approved will be developed jointly with ETSI EE.
ITU-T SG5 Regional Groups
C56 Rev.1 was presented by Colombia on behalf of Argentina, Colombia, Paraguay and Uruguay.

Question 8/5 – Guides and terminology on environment and climate change
During this meeting, Q8/5 achieved the following key outcomes:
- Training of delegates on the requirements of
Resolution 67 (Rev. Hammamet, 2016).
- Advising delegates on the sources of existing term definitions.
- LS/r/o to ITU-T Standardization Committee for Vocabulary (SCV) announcing the appointment of an SG5 vocabulary rapporteur to the SCV.

Working Party 1/5 – EMC, lightning protection, EMF
Working Party 1 made significant progress and achieved the following key outcomes:
Question 1/5 - Protection of information and communication technology (ICT) infrastructure from electromagnetic surges
During the meeting, 6 input documents have been reviewed. The main results of this meeting are as follows:
- The new Recommendation ITU-T K.idc "Dangerous effects and protective measures against electromagnetic disturbances when internet data centre is co-sited with high-voltage substation" has been consented.
- The Corrigendum to Recommendation ITU-T K.56 "Corrigendum 1 (05/2017) to Recommendation ITU-T K.56 (01/2010), Protection of radio base stations against lightning discharges" has been consented.

TD111 Rev.2 was approved at the closing plenary of WP1/5.
Question 2/5 - Equipment resistibility and protective components
An agreement was reached on the changes necessary to allow Recommendation ITU-T K.44 to proceed for the ITU-T SG5 plenary approval. Four Recommendations were revised (ITU-T K.20, K.21, K.45 and K.99) and one new Recommendation (ITU-T K.appl4) was completed.
Five Recommendations were submitted to the SG5 plenary for consent. One Supplement on main distribution systems was completed and has been submitted for agreement. Three new work items concerning safe surge mitigation design, 5G surge mitigation and an Ethernet port compendium completed A.1 justification.
One outgoing liaison reply was produced to answer an ETSI enquiry on ITU-T Recommendations related to the protection for FTTdp equipment.
The meeting report of Q2/5 which is contained in
TD112 Rev.2, was approved at the closing plenary of WP1/5.
Question 3/5 - Human exposure to electromagnetic fields (EMFs) from information and communication technologies (ICTs)
During the meeting, 23 valuable input documents have been reviewed. The following are the main results:
- Revised Recommendation ITU-T K.91 "Guidance for assessment, evaluation and monitoring of the human exposure to radio frequency electromagnetic fields" has been consented.
- The revision of the Appendix III of Recommendation ITU-T K.100 "Measurement of human exposure levels when a wireless installation is put into service" has been agreed.
- The base text of the new Draft Recommendation ITU-T K.BPrac "Best Practices of the use of mobile devices for exposure reduction" has been developed. This task was noted to have made good progress.
- The proposal for a new work item (C43) concerning sharing of base stations related to RF-EMF exposure has been discussed. At this stage, it was agreed to have it as a new Annex to Recommendation ITU-T K.121.

TD113 Rev.2 was approved at the closing plenary of WP1/5.
Question 4/5 - Electromagnetic compatibility (EMC) issues arising in the telecommunication environment
All documents related to Question 4/5 were discussed. The contributions and the drafts of Draft Recommendations ITU-T K.bwenv, K.IPE, K.light, K.radio_emc, K.wire-line_emc, were discussed and progress has been made.
The final draft of ITU-T K.prox was reviewed and was proposed for consent to ITU-T SG5 closing plenary.
The new draft of the new Recommendation K.radio_emc, (which was in the list of Stale Work Items, see
TD81), was produced at this meeting and is available in
TD130 Rev.1.
The new work item for a Technical Report on the Analysis of EMC Requirements for 5G Mobile Systems, see
TD153 Rev.2, was discussed and endorsed by Q4/5 delegates.
The Q4/5 work programme was revised and titles of some work items were updated as reported in clause 7 of the report
TD114 Rev.2.

Question 5/5 - Security and reliability of information and communication technology (ICT) systems from electromagnetic and particle radiations
The Rapporteur introduced the activity of Q5/5, including motivation, objectives and Recommendations under its responsibility and main outcomes of the previous meeting period, using the document provided in
TD104 Rev.1.
The three draft Recommendations for soft error which are ITU-T K.soft_des, K.soft_test and K.soft_mes were reviewed. These drafts demonstrated that significant progress was made since the previous versions. As a result of discussion, there were no objection on the contents and the new version of draft Recommendations will be prepared and proposed at the next meeting.
The draft Supplement to ITU-T K.soft_des which includes soft error measures for FPGA was newly developed. This supplement will form a separate part of the Appendix of draft Recommendation K.soft_des.
The development of new Recommendation K.soft_req for reliability requirement of particle radiation effect was proposed in A.1 justification contained in
TD169 Rev.1. The proposed new Recommendation was formerly included in the scope of K.soft_des. Based on the discussions, this proposal was approved and added to the work programme.
Two incoming LSs from ITU-T SG12 were reviewed a the two responses were prepared accordingly.

TD115 Rev.2 was approved at the closing plenary of WP1/5.
Working Party 2/5 – Environment, Energy Efficiency and the Circular Economy
Working Party 2 made significant progress and achieved the following key outcomes:
Question 6/5 - Achieving energy efficiency and smart energy
A total of 9 contributions and 7 liaison statements were received and reviewed during Q6/5 meeting session.
Based on the discussion, 3 Recommendations L.1310, L.ENST1overview and L.dualpowerinput have been proposed for consent. One technical report L.TR.5GEE has been proposed for agreement.
In addition, 6 new work items have been created including L.5G_powering, LTR.5GEE, L.SE_DC, L.SE_BS, L.Suppl.BP_EF and L.SIB.
Draft Recommendations under study including L.GAL2, L.mmNFV and L.infra network have been improved based on the contributions received and meeting discussion.

TD116 Rev.4 was approved at the closing plenary of WP2/5.
Question 7/5 – Circular economy including e-waste
Based on the discussions and contributions received, the work programme of Q7/5 was optimized. The Connect 2020 Agenda work items were combined and the first draft for Circular Economy: Guideline to migrate to circular ICT network infrastructure has been written. The discussion concluded by noting that one effective way to reduce e-waste and realize the Connect 2020 targets is by moving to a circular economy and reducing the generation of e-waste.

Question 10/5 (ex Q8/5) - Adaptation to climate change and low cost and sustainable resilient information and communication technologies (ICTs)
Experts of Q10/5 (ex Q8/5) discussed the contributions submitted to the work items and Draft Recommendations in progress including: L.SES, L.CCRisk, and L.ICT and FA. In addition, Paolo Ruti & Oksana Tarasova, WMO delivered a presentation on "Catalyzing Innovation in Weather Climate". This presentation was prepared in connection to work item L.SES. The presentation provided an important input to the work item and other topics (TD131). During the meeting, the Rapporteur noted and briefly discussed with experts the importance of the Connect 2020 Agenda as well as the Smart Africa Manifesto.
Experts of Q10/5 (ex. Q8/5) agreed to the SG5 Chairman proposal to merge Question Q10/5 (ex.Q8/5) into Q6/5 and Q9/5 (TD160).

Question 9/5 - Climate change and assessment of information and communication technology (ICT) in the framework of the Sustainable Development Goals (SDGs)
Q9/5 received 6 contributions that were all reviewed. Five new work items have been approved. These are namely: L.MAE - Methodologies for the assessment of the environmental impact of the ICT sector, L.MAAP - Methodology for assessing the aggregated positive sector-level impacts of ICT in other sectors, L.CEM - Criteria for evaluation of the environmental impact of mobile phones, L.Microgrid_Assessment - Impact assessment of energy services on multiple microgrids and L.DATA - Guidelines for an ITU Database on GHG emissions.

Special Session on Connect 2020 Agenda
A Special Session on "Connect 2020 Agenda" with a special focus on environmental sustainability goals took place on 17 May 2017. Highlights of this session are contained in

Workshops, Trainings and Forums of interest to ITU-T SG5
7th Green Standards Week
The 7th Green Standards Week took place from 3 to 5 April 2017. The GSW was dedicated to the theme of
"Circular Economy and Smart Sustainable Cities".
The GSW was attended by over
950 smart city stakeholders including mayors, policy makers, NGOs, academia and industry from
27 countries from which
40% were women.
The GSW concluded with the Manizales Manifesto, which provides a comprehensive overview of the key areas to be explored by cities to transition into a smart and sustainable city, in line with the targets of the Sustainable Development Goals, the New Urban Agenda, the Paris Agreement and the Connect 2020 Agenda. The Manizales Manifesto is available in

Kaleidoscope 2016 academic conference (K-2016), "ICTs for a Sustainable World"
TD27 provided updated information on two keynote speeches and two papers from Kaleidoscope 2016 academic conference (K-2016), “ICTs for a Sustainable World”, that are published in the Conference Proceedings, and which may be relevant to the work of ITU-T Study Group 5 (SG5). The purpose of this document was to invite SG5 to take into consideration these research work in its activities.
