TD522. The Rapporteur of the concerned Question was encouraged to discuss these work items during his sessions and take appropriate action.The concerned work item was updated during the sessions.
Working Party 1/5 - EMC, lightning protection, EMF
Working Party 1/5 made significant progress and achieved the following key outcomes:
Question 1/5 - Protection of information and communication technology (ICT) infrastructure from electromagnetic surges
The Rapporteur of Q1/5 (Mr Chuanyou Dai) opened the meeting and presented the draft agenda contained in
TD506-R1.
Six Contributions and one Temporary Document relevant to Q1/5 were discussed during the Q1/5 meeting. The following Contributions were discussed:
C246 “Comments and re-proposals on K.vss "Lightning protection and Earthing of Video Surveillance System" (from NTT) and
TD523 on “Comments and reply to
C246 and
C103-R1” for draft Recommendation ITU-T K.vss “Lightning protection and earthing of video surveillance system”;
C245-R1 “The fourth draft of K.psp "Protection of small-size telecommunication installations with poor earthing conditions" (from China Unicom) for draft Recommendation ITU-T K.psp “Protection of small-size telecommunication installation with poor earthing condition”;
C230-R1 “Review of IEC 62305-4” (from Littelfuse) for draft revised Recommendation ITU-T K.40 “Protection against lightning electromagnetic impulses in telecommunication centres”;
C223 “Experience of Cameroon in the protection of radio base station (RBS) against lightning” (from Cameroon). for draft revised Recommendation ITU-T K.56 “Protection of radio base stations against lightning discharges”; and
C240 “Proposal to add a new Appendix to give some examples for protection GPS system against lightning in ITU-T K.112” (from Huawei) for draft revised Recommendation ITU-T K.112 “Lightning protection, earthing and bonding: Practical procedures for radio base stations”.
The Contribution
C270-R1 “IP PoE camera systems - Bridging Functional Insulation - implications and system consequences” (from Bourns Limited) for draft Recommendation ITU-T K.vss, which was proposed to both Q1/5 and Q2/5, was not discussed during the Q1/5 meeting because it was presented at the Q2/5 meeting.
Q1/5 progressed significantly on the current work.

Question 2/5 - Equipment resistibility and protective components
The Rapporteur of Q2/5 (Mr Mick Maytum) opened the meeting and presented the draft agenda contained in
TD507-R1.
There were twenty-eight Contributions and six TDs (including one liaison) received and discussed in Q2/5. Two Contributions were not discussed and are delayed until the next meeting since Recommendation ITU-T K.128 "Surge protective component application guide - metal oxide varistor (MOV) components" has not yet been published. A supplement to Recommendation ITU-T K.51 on "Narrow pin spacing in connectors potential hazards" was finalized and sent for agreement to WP1/5. Major discussion topics duringQ2/5 sessions were on: the length of cables that would remain untested, the test levels for Ethernet interfaces (which required an additional test column in Recommendations ITU-T K.20 “Resistibility of telecommunication equipment installed in a telecommunication centre to overvoltages and overcurrents” / ITU-T K.21 “Resistibility of telecommunication equipment installed in customer premises to overvoltages and overcurrents” labelled as intermediate), and the introduction of a new intra-system concept.

Question 3/5 - Human exposure to electromagnetic fields (EMFs) from information and communication technologies (ICTs)
The Rapporteur of Q3/5 (Mr Fryderyk Lewicki) opened the meeting and presented the draft agenda contained in
TD508-R1.
During ten Q3/5 sessions, twenty-five documents were discussed.
Three Recommendations were also discussed, revised and submitted for consent to WP1/5.
Most of the discussions were dedicated to the draft new Supplement: K.Suppl-Harmonization “The impact of RF-EMF exposure limits stricter than the ICNIRP or IEEE guidelines on 4G and 5G mobile network deployment”. After a fruitful discussion, the text of this important document has been completed and submitted for agreement to WP1/5 as contained in
TD536-R4.
The draft new Supplement K.BPrac “Radiofrequency electromagnetic field (RF-EMF) exposure levels from mobile and portable devices during different conditions of use” was discussed, completed and submitted to WP1/5 for agreement as contained in
TD528-R2.
Recommendation ITU-T K.90 “Evaluation techniques and working procedures for compliance with exposure limits of network operator personnel to power-frequency electromagnetic fields” was revised. The revision includes update of references and bibliography and addition of keywords. It was agreed to submit it for consent to WP1/5.
A new version of the software EMF-estimator (Appendix I to K.70) was discussed and it was agreed to submit it for agreement to WP1/5.
A new Appendix II “Management of RF-EMF Compliance for Shared Radiocommunications Sites” to Recommendation ITU-T K.121 on “Guidance on the environmental management for compliance with radio frequency EMF limits for radiocommunication base stations” was discussed and it was agreed to submit it for agreement to WP1/5.
During this meeting, six new work items were discussed and submitted for approval. The creation of these new work items responds to the need to follow up on the fast development of new mobile systems.
Two outgoing Liaison Statements, providing information about outcomes of this meeting were aproved. One liaison statement will be sent to ITU-R and ITU-D and the other one to WHO.
Many informative documents have been discussed and will be used for the development of future work items within Q3/5.
The work programme has been discussed, updated and approved.

Question 4/5 - Electromagnetic compatibility (EMC) issues arising in the telecommunication environment
The Co-rapporteur of Q4/5 (Mr Beniamino Gorini/ Mr Xing Hai Zhang) opened the meeting and presented the draft agenda contained in
TD509-R2.
All documents related to Question 4/5 were discussed in six meeting sessions.
The Contributions and the drafts of Recommendation ITU-T K.IPE “Electromagnetic compatibility requirements for Information Perception Equipment”; ITU-T K.radio_emc “Electromagnetic Compatibility requirements for radio telecommunication equipment - Product family Recommendation”; ITU-T K.wire-line_emc “Electromagnetic compatibility requirements for wire-line telecommunication network equipment- Product family Recommendation”; and ITU-T K.pim “Passive intermodulation test methods of array antenna systems in mobile communication systems” were discussed.
Q4/5 made significantly progress during this meeting and new draft Recommendations are expected to be submitted for consent during the next ITU-T SG5 meeting to be held in September 2018.
It was agreed to start the revision of the following Recommendation:
- ITU-T K.123 "Electromagnetic compatibility requirements for electrical equipment in telecommunication facilities" (C249).
Two liaison statements were received from ITU-R WP1A and WP5D and responses were prepared accordingly as contained in
TD546-R1 and
TD547-R2.

Question 5/5 - Security and reliability of information and communication technology (ICT) systems from electromagnetic and particle radiations
The Rapporteur of Q5/5 (Mr Yuichiro Okugawa) opened the meeting and presented the draft agenda contained in
TD510-R1.
Q5/5 has received two Contributions regarding the drafting of two Recommendations on soft error.
Regarding draft Recommendation ITU-T K.soft_mes “Quality estimation methods and application guidelines for mitigation measures based on particle radiation tests”, the third draft was proposed and reviewed. During the discussion, some editorial comments were raised and some were addressed.
Regarding draft Recommendation ITU-T K.soft_req “Reliability requirement of particle radiation effect for telecommunication systems”, a second draft was proposed and reviewed. There was a comment about individual differences in soft error failure rate and the editor clarified this point.
Furthermore, Q5/5 agreed that comments and suggestions on both draft Recommendations will be reflected in the next drafts to be presented at the next SG5 meeting in September.
Significant progress was made to the drafting of two new Recommendations and the Rapporteur hopes that these draft Recommendations will be finalized and submit them for consent at the next SG5 meeting.
