Approved new structure of SG20
The following contributions were presented during the SG20 Opening Plenary, with regards to the proposed structure found in
TD 50 Rev.2, as suggested by the SG20 Management Team:

After some discussions and remarks made during the SG20 Opening Plenary, a new structure was approved as contained in
TD 106.
Two drafting sessions took place from 13-14 March 2017 to refine the text of Q6/20 "Security, privacy, trust and identification". See
TD 108 Rev.2.
Informal consultations were carried out by SG20 Chairman on the text of Q7/20. The final agreed text of Q7/20 "Evaluation and assessment of Smart Sustainable Cities and Communities" is contained in
TD 116.
It was agreed to send a Liaison Statement to TSAG, ITU-T SGs, ITU-R SGs, ITU-D SGs and JCAs (
TD 225). It was also agreed to send a Liaison Statement to several SDOs and Forums to inform them about the new SG20 structure.

Creation of a
Focus Group on Data Processing and Management (FG-DPM)Taking into account the data interoperability, classification, format and security issues that the affects various stakeholders, this new Focus Group would play a pivotal role in providing a platform to share views, to develop a series of deliverables, and showcase initiatives, projects, and standards activities linked to data processing and management as well as the establishment of IoT ecosystem solutions for data focused cities.
This FG-DPM will promote the establishment of data management frameworks and will invite non ITU-T members to participate in its work.

It was agreed to send a Liaison Statement to TSAG, ITU-T SGs, ITU-R SGs, ITU-D SGs and JCAs as given in (TD 226 Rev.1)
It was agreed to include the following statement in the SG20 Report:
- Taking into consideration that Focus Groups are an instrument created by ITU-T to provide an additional working environment for the quick development of technical specifications, reports on standards gap analysis results, provided material for consideration in the development of Draft Recommendations in support of SG20. SG20 will continue its work including the determination or consent of Draft Recommendations as well as the creation of new work items in the related areas while the FG-DPM finalizes its deliverables.
Both groups will coordinate with each other.

Creation of SG20 Regional Groups

Collaboration matters and information sharing

C113 (USA): Given the number of informative documents being developed, the United States proposed that SG20 collect such material, making it available to members and others, with an informative synopsis and by category, in a library database available on the SG20 home page.

TD104 provides information from IEC Systems Committee on Electrotechnical aspects of Smart Cities.

TD102 (EU-China) provides information on the conference on EU-China Collaboration on 5G and IoT Research (EXCITING project) that was held on 9 March 2017 in Beijing, China.

TD 83 contains a proposed Action Plan for the implementation of
Resolution 78 (Rev. Hammamet, 2016) and
Resolution 98 (Hammamet, 2016). SG20 members have been requested to provide inputs and review it at the next SG20 meeting.
ITU-T Y.4454 "Platforms interoperability for smart cities" –
Report 4 Draft new Recommendation Y.4454 - Platforms interoperability for smart cities was determined on 5 August 2016. It was announced in
TSB Circular 238 and the Draft Recommendation was posted as
Report 4. The deadline to receive approval or denial from the Member States for this Draft Recommendation was set as 1 March 2017. It is noted that 68.75% of the replies from Member States supported the consideration for approval of these draft new Recommendations at the Study Group meeting:
- However, the conditions for assigning SG20 the authority to consider approval of the Recommendations ITU-T Y.4454 (ex Y.SC- platform)
were not met.

Working Party 1/20Question 1/20 summary
Question 1/20 discussed 10 Contributions, seven TDs including the Question text and four Liaison Statements. The agenda of Q1/20 is contained in
TD 109 Rev.5. During the meeting, Q1/20 agreed to start one new draft Recommendation. Q1/20 made progress on six on-going draft Recommendations. At the meeting, Q1/20 produced 12 output documents including the meeting report, one initial text of new draft Recommendation, six revised texts of on-going draft Recommendations and three outgoing Liaison Statements.

TD 151 Rev.2) was approved at the closing plenary of WP1/20.
With reference to section 3.7 of
TD 151 Rev.2 and the request of China to settle the raised issue at the Working Party level, please note the following:
- Some parties considered that the text contained in
TD 196 Rev.2 was stable, and suggested that it should be submitted for Consent to SG20 Plenary at this meeting.
- Other parties were of the view that this text was not mature enough to be consented at this meeting.
- After a lengthy discussion, the Chairman of SG20 carried out an informal consultation and put forward a proposal to consent Y.SC-Overview at the 2017 September meeting. Written Contributions were encouraged based on the scope contained in
TD 196 Rev.2 (as discussed in the March 2017 meeting)
Question 2/20 summary
The Question 2/20 meeting reviewed 36 Contributions and 28 TDs, including incoming Liaison Statements. The meeting had lively exchanges and relevant inputs from the participants were provided during all the sessions.
The Question made progress on 12 on-going draft Recommendations and 1 ongoing draft Supplement. There was finally agreement on the submission of a request for consent concerning Y.IoT-BigData-Reqts. Regarding Y.TPS-req, after a final intense and profitable review of the draft, the meeting reached the agreement that it will be beneficial to have some additional meetings before submitting the draft Recommendation for consent at the next WP1/20 plenary.
Two proposed new work items related to two new draft Recommendations, respectively, "Requirements and capabilities of network connectivity management in the Internet of Things" and "Requirements and capability framework for IoT-based automotive emergency response system" were agreed for consideration by this SG20 meeting. 4 outgoing Liaison Statements were agreed. The general living list of Q2/20 was amended (TD 223 Rev.1).

Question 3/20 summary
Question 3/20 held a total of 21 sessions and 1 joint session with Q6/20 on IPv6 related topics under the leadership of Ms Shane He (Nokia Corporation) with the kind assistance of Associate Rapporteur Mr Song Luo (MIIT, China) and Mr Mohanad ElSakka (DU, UAE). The meeting adopted the agenda of Q3/20 in
TD 112 Rev.6. Question 3/20 discussed 12 Contributions and 10 Liaison Statements, and prepared 7 outgoing Liaison Statements. The objectives for this meeting were to progress the work on existing work items Y.IoT-NCE, Y.IoT-son, Y.IoT-sd-arch, Y.IoT-ics and Y.IoT-gw-arch in Q3/20, and to progress the existing work items Y.IoT-DE-RA for getting consent. The meeting received 2 contributions presenting 2 new work items including "Reference architecture of open IoT resources for management and control" and "Internet of things (IoT) functional architecture including signalling requirements and protocols". After discussion, the title of one of the proposed new work items was changed to "Reference architecture of accessing IoT resources for management and control", and it was agreed to propose this new work item for agreement to WP1/20. The contribution of "Internet of things (IoT) functional architecture including signalling requirements and protocols" was not presented in the meeting due to the absence of the contributor.

Question 4/20 summary
Question 4/20 held 27 sessions under the leadership of Mr Gyu Myoung Lee (KAIST, Korea (Rep. of). The agenda of the Q4/20 meeting is contained in
TD 110 Rev.5. Question 4/20 discussed 17 Contributions including Liaison Statements. During the meeting, Q4/20 has made progress on 8 on-going draft Recommendations, and has agreed 5 New Work Items as initial draft Recommendations. Regarding New Work Items, Y.energy-mMG (TD 234) titled "Application model for energy services on multiple microgrids", Y.IoT-BoT-fw (TD 217) titled "Framework of blockchain of things as decentralized service platform", Y.STIS-fdm (TD 219) titled "Function description and metadata of Spatio-temporal Information Service for SSC", Y.smart-evacuation (TD 237) titled "Framework of Smart Evacuation during emergencies in Smart Cities and Communities", Y.SSL (TD 212) titled "Requirements and Reference Framework for Smart Street Light". The meeting agreed to prepare a number of outgoing Liaison Statements to inform of its activities to relevant groups including Study Groups 5, 13, 16 and 17, as well as other SDOs.

TD 154 Rev.2 was approved at the closing plenary of WP1/20.
Working Party 2/20
Question 5/20 summary
Question 5/20 had a very successful meeting. Q5/20 adopted the Agenda in
TD 113 Rev.5.
The Rapporteur, Sébastien Ziegler, presented the new mandate of Question 5/20, which is largely inspired by the former Q1/20. The focus on research and emerging technologies is reinforced and some issues such as identification have been moved into other Questions.
In order to be consistent with the new SG20 structure and mandate of Q5/20, the three IPv6 related work items attached to the former Q1/20 Question (Y.IPv6RefModel, Y. IPv6-IoT Supp, Y.IPv6-suite) have been transferred and finally allocated to Q3/20.
A new Work Item on "Artificial Intelligence and IoT" was proposed by Q5/20 for creation by WP2 at this meeting. Three Draft Recommendations (Y.CrowdSystems (ex Y.Req-Arch-CS), Y.HEP, and Y.SCC-Terms) were updated. Three Liaison Statements were agreed.

Question 6/20 summary
Question 6/20 had a very successful meeting. Q6/20 adopted the Agenda in
TD 121 Rev.8.
The Rapporteur of Q6/20 Mr Abdulhadi AbouAlmal, with support of the Associate Rapporteurs, Mrs Assia Bahri and Mr Xiongwei Jia, opened the meeting and presented the draft agenda contained in
TD 121 Rev.8.
One Draft Recommendation (Y.SC-Interop) was proposed by Q6/20 for consent by WP2/20 at this meeting. Four Draft Recommendations (Y.IoT-sec-safety, Y.IoT-IoD-PT, Y.IoT-DA-Counterfeit and Y.IoT-Interop) were updated. Four outgoing Liaison Statements were agreed.

Question 7/20 summary
Question 7/20 had a very successful meeting. Q7/20 adopted the Agenda in
TD 114 Rev.5.
Question 7/20 discussed 2 Contributions and 3 TDs including 3 Liaison Statements. During the meeting, Q7/20 made progress on 2 draft Recommendations (Y.ODI and Y.IoT-EH-PFE). At the meeting, Q7/20 produced 2 output documents including revised texts of on-going and initial draft Recommendations, and the meeting report.

Workshops, Trainings and Forums of interest to SG20:
The Forum
was organized by ITU and by the Telecommunications Regulatory Authority of the United Arab Emirates and took take place in Dubai, United Arab Emirates (UAE) on 12 March 2017.
This Forum provided a global platform that facilitated discussions on how data can be transformed into value and how international standards can facilitate that process. Participants learnt about the current state of data management, discussed ways to address interoperability and security issues, and explored the capabilities and protocols needed to manage IoT data in smart cities.
This Forum brought together over 200 smart city and IoT stakeholders, managers and engineers working on big data and data analytics, service providers planning to delivering IoT solutions, and policy and standards makers.

TD 73 provided information on events on ITS.

TD 79 provided updated information on four papers from Kaleidoscope 2016 academic conference (K-2016), "ICTs for a Sustainable World", that are published in the Conference Proceedings, and which may be relevant to the work of ITU-T Study Group 20 (SG20). The purpose of this document was to invite SG20 to take into consideration these papers in its activities.

- TSB provided information on the new mailing lists that have been created (TD 129)

C 107 (USA): This contribution proposed that Study Group 20 management emphasize the importance of consistent application of ITU rules and procedures for the number of contributions needed to hold a question rapporteur group meeting.
- After discussion, USA was encouraged to consider submitting this contribution to TSAG.

C 111 (USA): This contribution was presented during SG20 closing plenary. It addresses the role of government in fostering IoT, identifies the most relevant issues, and establishes principles for the U.S. Department of Commerce work on IoT.

C 106 (USA): This contribution proposed an implementation of Resolution 44 "Bridging the Standardization Gap between developing and developed countries" (Rev. Hammamet, 2016), Section 9, to provide support and assistance to developing countries, if requested, in drafting/developing a set of guidelines on the application of ITU-T Recommendations.
- After a lengthy discussion, it was agreed to include in the SG20 Report the following:
- SG20 invites its participants to contribute to the implementation of Resolution 44 in particular (9) of the
instructs the Director of the Telecommunication Standardization Bureau, in collaboration with Directors of the Radiocommunication Bureau and the Telecommunication Development Bureau.
Dates of next SG20 meeting and interim Rapporteurs meetings
- The next meeting of ITU-T SG20 is planned for 4-15 September 2017 in Geneva, Switzerland.
- Interim Physical/Virtual Rapporteur Meetings of Q1/20; Q2/20; Q3/20; Q4/20 and Q6/20 will take place from 17-28 July 2017 in Geneva. Information on future physical and virtual meetings is available at: http://handle.itu.int/11.1002/db/rgm-sg20.
