​​​ Person Icon Tomas Lamanauskas
Deputy Secretary General, International Telecommunication Union

Tomas Lamanauskas took office as ITU's Deputy Secretary-General on 1 January 2023. In this key elected role, he assists with organizational management and fosters close collaboration across ITU's radiocommunication, standardization, and development activities. Mr Lamanauskas aims to forge impact-driven partnerships, help the industry cut emissions, and implement results-oriented management to ​ready ITU for a dynamic fu​ture.
Person Icon ​​​​Jean Manuel Canet
Rapporteur of Q9/5 “Climate change and assessment of digital technologies in the framework of the SDGs and the Paris Agreement”

Jean Manuel Canet is a Senior Manager in charge of Climate and Biodiversity in the CSR Department of Orange Group. He has developed an expertise in the assessment of the environmental impact of ICT goods, services and organizations. He earlier led numerous projects to assess and reduce GHG emissions related to IT, for customers such as the European Parliament, France Télévisions or Zurich Financial Services. He serves as Vice-Chairman of ITU-T SG5 and Co-Rapporteur of the “Climate change and assessment of digital technologies in the framework of the SDGs and the Paris Agreement” question. He served as a member of the Advisory Panel of the UNFCCC “Momentum for Change” initiative. Jean-Manuel graduated from Télécom ParisTech and the MBA Programme of the “Collège des Ingénieurs”. He holds a certificate in carbon accountancy from the French National Agency for Energy and Environment and a certificate in carbon finance from Carbone 4 Academy.

Chair of WP3/5 "Climate change, adaptation, mitigation and net-zero emissions" , ITU

Shuguang Qi is the Vice Chief Engineer of China Telecommunication Technology Labs (systems) in China Academy of Information and Communication Technology (CAICT). Her focuses include fundamental Research, prospective study and standardization work in digital sustainable development and carbon Neutrality. She is also Vice Chair of ITU-T Study Group 5, Chair of WP3 on NetZero and Chair of the Asia Pacific Regional Group in ITU-T SG5; and leader of WG2 (Large scale renewable energy deployment and digitalization) in CEET of UN-SG, also Chair of Working Group 1 / Technical Committee 4(Power and environment for ICT) in China Communication Standardization Association (CCSA). 
She is also very active in IEC TC22 and IEC SyC LVDC. She developed around 20 Recommendations as a chief editor in ITU such as ITU-T L.1210, ITU-T L.1380 series Recommendation on smart energy. Moreover, she is also very active in Chinese domestic standardization activities and developed more than 20 Chinese standards including National standards, industrial standard and regional standards. She has got first prize scientific rewards from China Institute of Communications and first prize scientific reward from CCSA. 
Person Icon Damir Filipovic
CEO, Alliance for IoT and Edge Computing Innovation, AIOTI

For over 25 years, Damir combines experience in public and private sector in technology, research, innovation and regulation. Damir started his career in Croatian Ministry of Communication. From 2000, he was leading regulatory and wholesale business units in Deutsche Telekom and Telekom Austria Croatian subsidiaries. Damir has founded a several startup companies and successfully run them. Since 2008, he works in Brussels, first in Telekom Austria then in DIGITALEUROPE and Samsung, covering research and innovation, standardization, IP and copyright, trade and customs, digital transformation, privacy and security, accessibility, spectrum and compliance with the EU regulation. Damir founded Creative Intelligence in 2017. Damir holds MSc in engineering from University of Zagreb. He is fluent in Croatian, Serbian and English with knowledge of French, German, Spanish, Italian, Russian and Romanian.

Senior expert of data centre facility & critical power product management, Huawei Technologies

Paolo Gemma is a senior specialist and representative of Huawei on issues related to energy saving and environmental sustainability. Prior to joining Huawei, Dr. Gemma was working with Nokia Siemens Networks, where he was responsible for EMC (electromagnetic compatibility) and electrical safety areas. He also worked in the Siemens Communications Division. Dr. Paolo Gemma also plays an active role in international standardization activities. Since 1993, he has been engaged in ETSI (European Telecommunication Standard Institute) activities and he also participates in the development of EMC standards. In 1997, Dr. Gemma joined ITU-T Study Group 5 on Environment, Climate Change, and Circular Economy as a Rapporteur and he is now the Chairman of Working Party 2 “Environment, Energy Efficiency and the Circular Economy”. He also acts as Vice-chairmen of the United for Smart Sustainable Cities (U4SSC) initiative. In 2002, Paolo Gemma was appointed as the Secretary of the Committee ETSI TC EE and as of 2009, he holds the position of Chairman of the EEPS EE (eco Environmental product standard) working group. Paolo Gemma is a graduate of electrical engineering from the University of Genoa.

Project Executive, UN Climate Change Global Innovation Hub, UNFCCC 

Massamba Thioye is leading at the UNFCCC secretariat, the development of (i) regulations pertaining to the measurement of climate action impact, (ii) incentive mechanisms for climate and sustainability action and (iii) a framework to enhance the use of innovation to support climate and sustainability actions. He recently initiated the UN Climate Change Global Innovation Hub and is leading its development as executive. He is also Advisory Committee member of the European Green Digital Coalition, Advisory Committee member of the Innovate4Cities conference and member of the Strategic Advisory Board of the Net Zero Guidelines.Massamba Thioye has published several breakthrough technical papers in technical peer-reviewed journals. ​

Deputy to the Director, Telecommunication Standardization Bureau, ITU​

Bilel Jamoussi is the Deputy to the Director and Chief of Telecommunication Standardization Policy Department at the ITU Standardization Bureau (TSB). His primary mission is to establish international standards to promote universal, meaningful connectivity and champion sustainable digital transformation. He also aims to intensify industry engagement, ensure inclusivity in standards development and adoption, and bolster cooperation with other standardization bodies. Additionally, he is committed to leading in emerging tech discussions, building strategic partnerships, and pursuing organizational excellence. He is a sought-after speaker at tech events worldwide like the Global Cybersecurity Forum (GCF), often taking the stage as a keynote speaker or panellist. His expertise and insights are in high demand by media outlets such as Financial Times, resulting in frequent interviews, podcast features, and media appearances.​
