Dorothee Delort Financial Sector Specialist, World Bank
Dorothee Delort, a French national, has been a senior financial sector specialist in the Payment Systems Development Group (PSDG) at the World Bank since November 2012. She has been involved in national payments system reforms, financial market infrastructures (FMIs) and retail payment systems technical assistance, lending projects and FSAP in several countries. Dorothee has over 15 years of experience in central banking, having occupied, before joining the World Bank, various positions in the fields of forex markets and payment systems at Banque de France in Paris (the central bank of France), the European Central Bank in Frankfurt (secretary to the Eurosystem Payment and Securities Settlement Committee) and the Board of Governors of the Federal Reserve in Washington DC. Dorothee holds a Master Degree in Political Sciences from the Institut d’Etudes Politiques in Paris (Sciences Po Paris) and a post-graduate degree in International affairs from the University Paris-Dauphine. |
Bilel Jamoussi Chief of Study Group Department, TSB, ITU
Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German. |
Saleh Khan Programme Manager, Financial Inclusion, Universal Postal Union (UPU)
Saleh is the Financial Inclusion Team Lead at UPU, with a focus on evidence-based research and advocacy. He oversees multi-donor, multi-country technical assistance funds that invests in catalytic projects focused on postal financial inclusion and digital financial services. Saleh brings 20 years’ experience in policy advise, strategy design, programme and project management, and results-based evaluations across a broad range of sectors, with a specialisation in inclusive financial services. |
Anant Nautiyal Senior Manager, Inclusive Fintech/ Mobile Money, GSMA
Anant Nautiyal is a Senior Manager, Inclusive Fintech in the Mobile Money team at GSMA. In this role, he is specifically focused on facilitating commercial and technical projects for the GSMA Inclusive Tech Lab in a number of areas including interoperability, merchant payments and biometrics for identity in low tech environments. He has also worked closely with mobile money providers across emerging markets (particularly Africa and Asia) on creating and scaling diverse ecosystem use cases including online marketplaces, enterprise solutions and pay-as-you-go (PAYG) solar services. Prior to joining GSMA, Anant worked in an advisory capacity for the International Telecommunication Union (ITU), and in philanthropic and consulting roles in the mobiles for development (M4D) space. He holds an MBA in International Business and Finance from the S.P. Jain Institute of Management and Research, Mumbai and an MSc in Development Management from the London School of Economics. |
