Biographies of IMAC members

​​Mr. Honore NDOKO – Chair

Honore Ndoko is a distinguished independent expert in management, development solutions and governance. He retired as Chief Administrative Officer from the World Bank, the global premier sovereign lender in December 2021. He was specialized in designing and supporting sovereign and sub sovereign lending and knowledge development packages with robust fiduciary and integrity assurance mechanisms. Over more than twenty years he extensively oversaw frontline single and multi-country programs in Europe, Central Asia, East Asia and the Pacific countries, South Asia, the Middle East and North Africa, leading large global teams. Prior to the World Bank his experience includes fourteen years in executive and leadership positions in the International Labor Office (ILO). He is actively involved in non-executive boards in private, public, academia and multilateral organizations. He is respected as a credible voice in complex negotiations, strategic decision making, risk management, strategic financing solutions, internal controls, fraud prevention, governance and oversight boundaries, modernization, and digital moonshot transformation. He is a member of (and has chaired) other UN Oversight and Audit Committees including UNHCR-IAOC and FAO-OAC.

Mr. Henrique SCHNEIDER

Henrique Schneider is an economist specializing in economic analysis, policy development, and governance within network industries, with a focus on telecommunications. His extensive experience includes serving in expert groups and regulatory bodies, providing him with practical exposure to regulatory issues. Henrique is actively involved in various non-executive boards, both in the private and public sectors, as well as in UN bodies.

Ms. Chitra BARTH-RADHAKISHUN

Chitra Barth-Radhakishun has over 30 years of experience in the United Nations system. Her expertise includes governance, ethics, compliance, anti-fraud and corruption, administrative law, international dispute settlement, development cooperation and multilateral negotiations. She served as Chief Ethics Officer of the World Intellectual Property Organization (WIPO), where she also provided services to the International Union for the Protection of New Varieties of Plants (UPOV) and represented these organizations in international networks. At the United Nations Conference on Trade and Development (UNCTAD), she conducted research, delivered capacity-building activities, and managed various technical cooperation projects.

Chitra, born in Suriname, South America, holds a Master's degree in law. She has widely published on issues within her areas of expertise and/or on the international development agenda. She sees the work of international organizations as indispensable to meeting challenges facing our planet and its global community.

Mr Niel HARPER

Niel Harper is a dedicated advocate for leveraging information and communication technologies (ICT) for human, social, and economic development. With over 20 years of leadership and advisory roles in organizations such as AT&T Wireless, Canonical, CIBC, and the Internet Society, Niel specializes in corporate governance, enterprise risk management, IT audit, digital transformation, cybersecurity, privacy & data protection, and Internet governance. His accolades include the International Security Journal (ISJ) Caribbean Security & Resilience Award (2021), ISACA Technology for Humanity Award (2021), and recognition by the World Economic Forum and the Internet Society.

Niel holds multiple degrees, including an LLM in Internet Law & Policy, an MBA, and a Post Graduate Diploma in Telecoms Regulation & Policy. He is actively involved in professional organizations, presently serving on the Professional Standards Working Group of the UK Cyber Security Council and as a Board Director at ISACA.

Mr. Christof Gabriel MAETZE

Christof Maetze, a German national, brings 35 years of wholesale banking experience to his role as a Senior Advisor and Board Professional. With leadership experience at Commerzbank and Dresdner Bank, he has served on various boards, including as a chair and chair of the Audit Committee. Christof holds a diploma in Banking and Finance from Frankfurt School of Finance & Management, is a graduate of Harvard Business School, and is a certified business mediator.

Mr. Bassam HAGE

In addition to being an IMAC member, Bassam Hage is an expert member of the United Nations Joint Staff Pension Fund Audit Committee. With a wealth of international experience, Bassam has served on boards and committees, demonstrating strong competencies as a board and audit committee member. Noteworthy roles include advisor to the Board of Directors and Audit Committee of Abu Dhabi Islamic Bank PJSC UAE, serving as a non-executive director of ADIB Capital (UAE) and Abu Dhabi Islamic Bank Egypt, and chairing the External Audit Committee of the International Monetary Fund (IMF) Washington DC.

Bassam's extensive career includes serving as the Managing Partner Markets of Ernst & Young (EY) Middle East and North Africa (MENA). His four-decade-long experience spans accounting, auditing, transaction advisory, corporate finance, and business transformation. He played a pivotal role in leading audits for multinational organizations and sovereign wealth funds, handling major M&A transactions globally, and driving EY's internal transformation to align with the evolving industry and technology landscape.​​
