This SG13 meeting was called up by the Collective-letter 14/13 on 23 December 2020. It was a second fully virtual full two weeks format SG13 meeting and fourth SG13 virtual meeting since spring 2020.

This SG13 meeting attracted 254 delegates, considered 340 documents split as 141 contributions and 199 TDs. List of contributions may be found in TD378-R1/PLEN.

TSB MyMeetings platform for remote participation was used to support each formal session at this virtual meeting resulting in 179 sessions in total.

Draft Corrigendum 1 to Recommendation Y.3802 “Quantum Key Distribution Networks - Functional Architecture" (2020), brought to the meeting by C1182-R1, discussed and agreed by the Q16/13 in the first week of the meeting, was consented at the SG13 interim plenary on 8 March 2021. The AAP Last Call for this Corrigendum starts on 16 March 2021.

The AAP Last Call will start on 1 April 2021 for each of the rest 5 consented Recommendations listed above. 

Important decisions (apart of Recommendations)

Human Assets

The meeting nominated a new SG13 Vice-Chairman, Mr Cao Jiguang (China) to replace the SG13 Vice-Chairman from the same country, Mr Heyuan Xu, who was not able to continue in his role as SG13 Vice-Chairman, TD389/PLEN.

In addition to the above, Mr Cao Jiguang (China) took position of the WP3/13 “Network Evolution, Trust and Quantum Enhanced Networkingco-chairman to replace at this post Mr Heyuan Xu, who left SG13 activities. This nomination was agreed by the meeting.

  • Q20/13 “Networks beyond IMT-2020 and Machine Learning: Requirements and Architecture": Mr Macro Carugi (Huawei) as co-Rapporteur and Mr Olivier Le Grand (Orange) as Associate Rapporteur
  • Q22/13 “Networks beyond IMT2020: Emerging network technologies": Ms Zhang Jie (China) as co-Rapporteur to replace the Mr Cao Jiguang, who left this duty in favour of co-chairmanship for WP3/13

SG13 structureTD386/PLEN, remained the same but following the proposal of SG13 chairman, the titles of the Working Parties were updated to read:

  • WP1/13: IMT-2020 and beyond: Networks & Systems
  • WP2/13: Cloud Computing and Data Handling
  • WP3/13: Network Evolution, Trust and Quantum Enhanced Networking

    ​This was done so the WP titles better match the updated Questions/13 texts approved by TSAG meeting in mid-January 2021 for the rest of the current extended study period.

Focus Group progress

FG-AN
 reported its activities and results of the inaugural meeting in TD384/PLEN. The meeting noted nomination of the FG-AN Vice-chairmen and FG-AN progress report. Participants were invited to join the bi-weekly conference calls of the FG-AN to advance its work.

Coordination activities

Inclusive language

TSAG informed the SGs, TD381/PLEN, on use of inclusive language in ITU-T standards and ITU-T publications. To this end, the SG13 Liaison Rapporteur to Standardization Committee for Vocabulary, Ms Rim Belhassine-Cherif, undertook and inspection and analysis of the Recommendations under the SG13 responsibility from the perspective of the inclusive and neutral language use and presented the results of her findings in TD516/GEN. The meeting followed her presentation with interest and noted this analysis report for information at this stage.

JCA-IMT2020

The regular JCA-IMT2020 meeting took place virtually on 4 March 2021 alongside this SG13 meeting. In particular, the group discussed the continuation of its activities beyond 2021. As custom, it agreed on a big number of new Recommendations and technical specifications to be included into its ongoing project IMT-2020 and beyond roadmap. In addition, the meeting took decision to include from now onwards the informative publications into the roadmap as well.

Deliverables submitted to the technical topic of SDN and NFV were agreed to be captured in a different branch of the roadmap called “Software-Defined Networking (SDN)".

SG13 hasn't convened the newcomer's session since October 2019. This time it was held during the SG13 meeting on 8 March 2021. An hour talk, delivered by the SG13 Mentor, Mr Marco Carugi (Q20/13 co-rapporteur), attracted 35 participants. Presented material is available from TD515/GEN.

Bridging Standardization Gap (BSG)

13RG-AFR plans to meet on 2 June 2021 virtually. The report about preparations to this event may be found in TD517-R2/GEN.
A regular SG13 regional workshop for Africa will be held as a one-day virtual event to precede the RG meeting on 1 June 2021. It is 8th workshop of such a nature.

The meeting plans for SG13RG-EECAT were suspended because of the pandemics.

BSG hands-on training session was offered by TSB to the SG13 delegates from developing countries on 12 February. 5 persons joined the training. This time a session was designated to SG13 delegates only and convened before the deadline for submission of contributions to the March meeting.

New Work and work programme
There were 19 proposals to initiate the new work, out of which 11 were drafted in the form of a new Recommendation (9)/revised Recommendation (2) and five kept in the living lists.

As indicated above, in total this meeting agreed to the initiation of 9 new work itemsTD404/PLEN  and C1182-R1.
In addition to the above brand-new Work Items, Q17/13 initiated draft revised Recommendations Y.3602 “Big data - Functional requirements for data provenance" (TD697/WP2) and Y.3603 “Big data - Requirements and conceptual model of metadata for data catalogue" (TD698/WP2).

Work Items Y.SNS-trust “Framework for Evaluation of Trust and Quality of Media in Social Networking Services" (Q16/13) and Y.3MO “Requirements and Architectural Framework of Multi-layer, Multi-Domain, Multi-Technology Orchestration for SDN (3MO)" (Q21/13) were discontinued lacking contributions to advance the work.​

Outreach – workshops and roadmaps

Workshop

As agreed at 17 December 2020 SG13 meeting, the SG13RG-AFR will convene the virtual workshop “Standardization and Future Networks: Opportunities for Africa Beyond 2020" back to back with its meeting in June 2021. Progress report on workshop preparations may be found in TD513/GEN.

Technical Tutorial
The technical tutorial on Autonomous Networks will be given by the FG-AN chairman, Mr Leon Wong, alongside the SG13RGM in July 2021.

Roadmaps
SG13 continues its work on

  • ​​Revised Supplement on big data standardization roadmap, TD686/WP2. Anticipated approval is in December 2022. Original was published as Supplement 40 to Y.3600-series in 2015.
  • Supplement with the roadmap on trustworthy networking and services including quantum enhanced networks, TD486/WP3, target for October 2022.
  • Supplement on Artificial Intelligence Standardization Roadmap, TD688/WP2. Anticipated completion is in June 2022.  

    Future plans

An important number of interim meetings was agreed to (TD403/PLEN). Each Question of SG13 will be meeting virtually during the co-located rapporteur group meetings on 5 – 16 July 2021.

Draft Recommendation Y.qos-ec-vr-req (Y.3109) will enter the AAP Additional Review process on 16 March 2021.

The JCA-IMT2020 meeting will take place alongside the SG13 meeting in November – December 2021 (on 2 December 2021, place TBC).
