​Q17/13 progressed the Artificial Intelligence standardization roadmap (Supplement) work, TD759/WP2, and the Big data Standardization roadmap (Supplement) work, TD756/WP2.

The meeting agreed initiation of the four new work items (in Qs 7/13 and 19/13).

The joint Questions 17, 18 and 19/13 meeting took place on 6 July 2021 to elaborate the potential reply to the communication from ISO/IEC/JTC 1/SC38 about collaboration on cloud computing. Report of this e-meeting is available in TD771/WP2. The WP2/13 meeting agreed to give more time to rapporteurs to carefully craft the language of the outgoing Liaison Statement to ISO/IEC/JTC 1/SC38 with regards to the collaborative work on cloud computing foundations (overview, vocabulary, reference architecture) occurred in the past.

Quantum Key Distribution Networks - Software Defined Networking Control

The WP3/13 co-Chairman announced to the meeting that TSB received from ETRI a notification of a patent that may be required to implement the draft new Recommendation ITU-T Y.3805 “Quantum Key Distribution Networks - Software Defined Networking Control". The associated statement and all required information was made available on the TSB patents information database at: www.itu.int/ITU-T/ipr/. Subsequent note: Generic patent declaration from ETRI was submitted on 29 October 2021.

UK, USA and Canada asked for inclusion into the Wp3/13 meeting report a statement about draft new Recommendation Y.2086 “Framework and Requirements of Decentralized Trustworthy Network Infrastructure":

“The UK, USA and Canada has further considered the text being put forward for consent, and whilst it will not object to consent at this time it is the intention to raise its concerns during AAP.  These co​ncerns are the completeness and stability of the text, including missing definitions, the focus on one technology as an example, the reference to theoretical work and the inclusion of a gap analysis.  There is also the concern that outreach to the IETF on these networking issues only took place after the work item was consented.”​

Quantum Key Distribution Networks - Applications of Machine Learning

Q16/13 progressed the Standardization roadmap on trustworthy networking and services (Supplement) work, TD603/WP3, and initiated the Standardization roadmap on Quantum Key Distribution Networks (Supplement) work, TD609/WP3, at this WP3/13 meeting.

UK, USA, Canada and Germany asked for inclusion into the WP3/13 meeting report a statement concerning the proposals to initiate the three new work items on Quantum Key Distribution Networks interworking framework, requirements and architecture:

“Q16/13 proposal to initiate 3 parallel work items on the framework, requirements and architecture of QKDN inter working raises concerns over seeking to define the problem statement in parallel to specify the solutions to that problem statement.  Such an approach would seem to be premature.  We feel that a more considered approach would be to initiate the framework document first, in order to fully understand what the proposed requirements and architecture work items would be required to deliver.  Such an approach would also avoid issues associated with consistency."

After the lengthy discussion the WP3/13 meeting agreed on initiation of the new work item draft new Recommendation ITU-T “Quantum key distribution networks - interworking framework". Two other new work items on quantum key distribution networks “Quantum key distribution networks – interworking requirements" and “Quantum key distribution networks – interworking architecture"  were not approved for starting at this meeting of WP3/13. The meeting recognized, however, the significance and importance of the proposed technical topic for study at a later stage (December 2021 SG13 meeting; contributions are invited).

The proposal to create a new work item in Q1/13 on “Service model of risk mitigation on livestock pandemic based on networks" was considered to be incomplete and the decision on its start was deferred to the next meeting. Contributions are invited.

In total, nine new work items​ were initiated at this WP3/13 meeting (in Questions 2, 5 and 16/13).

The work item Handbook on IMT-2000 (2nd Edition) was removed from the Q1/13 work programme as it hadn't received any contributions for the last few meetings.

The WP3/13 meeting of 16 July 2021, supported by the SG13 management team, took the decision to rename the Y.2500-subseries of ITU-T Recommendations from existing “Network control architectures and protocols" to new “Computing Power Network".

The fourth SG13 technical tutorial (this time on Autonomous Networks (AN)) took place on 7 July 2021. Presented materials are kept in TD563-R1/GEN.

AAP Last Call
will start on 16 August 2021 for each of the consented Recommendations mentioned above.

Next meeting of SG13
will take place from 29 November to 10 December 2021 virtually.
