Natalia Mochu
Regional Director, Regional Office for CIS, ITU
 
Ms. Natalia Mochu holds bachelor’s degree in mathematics and informatics and master’s degree in information technology from the State University of Moldova. Before joining the ITU in February 2020, Natalia occupied the post of Senior Manager for Global Stakeholder Engagement for Eastern Europe and Central Asia at the Internet Corporation for Assigned Names and Numbers (ICANN). In 2012-2018 she worked as Deputy Head of Laboratory at the Radio Research and Development Institute (NIIR) in Moscow. From 2006 to 2012 Natalia worked for the Executive Committee of the Regional Commonwealth in the field of Communications (RCC), in particular she was the RCC Executive Committee Deputy Director General in 2008-2012. Natalia started her professional career as Specialist of the Ministry of Information Development of the Republic of Moldova in 2002.  Natalia participated in ITU high-level conferences and meetings, including ITU Plenipotentiary Conferences, Councils and Sectoral Conferences; contributed to the activities of RCC working bodies, European Conference of Postal and Telecommunications Administrations, as well as ICANN, RIPE NCC and other relevant organizations.
Alexander Ntoko
Chief of the Operations and Planning Department, TSB, ITU

 Alexander NTOKO is the Chief of the Operations and Planning Department in ITU where he plays a critical role in crafting and executing the strategic movements of ITU’s Telecommunication Standardization Sector (ITU-T).  He coordinates ITU activities on the Digital Object Architecture (DOA) and represents ITU in ICANN’s Governmental Advisory Committee (GAC). Prior to taking up his current position, he was Head of ITU Corporate Strategy Division (CSD) where his responsibilities included ensuring organization-wide consensus and support for the development, implementation and evaluation of the ITU Strategic Plan. He assisted and advised the ITU Secretary-General in policies and strategies and was responsible for the coordination of ITU activities in many areas including Internet and cybersecurity.
He has organized and spoken at many international events on a wide range of global Internet-related public policy issues and has written papers on technology strategies for Internet, ICTs and cybersecurity. As an ITU official, he has travelled to about 100 countries and has developed a broad perspective of ICT policies and strategies. From the early 1990s, he played key role in the introduction of Internet and Cybersecurity to ITU. Since 1998, he has managed the implementation of projects on Internet, ICT applications (e.g., e-health, e-government, e-agriculture, e-education, e-payment and e-business) and cyber security including the use of advanced security technologies (biometric authentication and Public Key Infrastructure) in developing countries from all regions of the world. He obtained Bachelors (BSc) and Master of Science (MSc) degrees in Computer Science from the State University of New York.
Patrick Nyirishema
Director General of Rwanda Utilities Regulatory Authority (RURA)

Since July 2014, Patrick Nyirishema has been serving as the Director General of Rwanda Utilities Regulatory Authority (RURA), which regulates all utilities including Telecommunications, Transport, Energy, Water and Sanitation services, among others. He also serves as Rwanda’s Counselor to the International Telecommunication Union (ITU). From June 2006 to July 2013, he served as Deputy Director General of Rwanda Information Technology Authority, and later as Deputy CEO in charge of ICT at Rwanda Development Board. Prior to June 2006, he held various responsibilities as an officer in the Rwanda Defense Forces (RDF).
Alexey Shadrin
CEO, Evercity

Alexey Shadrin has 9+ years of C-level experience in impact investing and digital technologies for sustainable development. In 2011 he created Russian Carbon Fund which since then became national industry leader & a member of UN Global Compact, World Bank CPLC, UN SDSN and other international organizations. In 2016 Alexey co-founded DAO IPCI - public Ethereum blockchain protocol for the green finance market. It supported the world's first carbon credit transaction in the blockchain as many other use-cases and is recognized by the UNFCCC & World Bank. In 2018, Alexey co-founded Evercity - a smart sustainable city ecosystem and a digital platform for impact measurement, management and investment, which won ITU Ecosystem Best Practice Award in 2018. Alexey is a leader of digital green finance working groups in UNFCCC-backed Climate Chain Coalition and EU-backed INATBA, keynote speaker at international events including UN COP23-25, as well as co-author of Elzevier-published book «Transforming Climate Finance and Green Investment with Blockchains».
