Evidence base for action
The project has completed
foundational assessments that provide the evidence base for Mozambique’s ICT policy development and investment planning. The recommendations are informing project activities across all workstreams. These include assessments of the
national digital ecosystem, regulatory collaboration,
digital innovation profile, infrastructure sharing gaps, institutional and regulatory performance, digital accessibility (with a special focus on persons with disabilities), and
national digital skills needs.
Translating evidence into strategy and complementary actions (Output 1.1)
Building on this foundation, ITU supported the Government of Mozambique in the process of developing a
National Digital Transformation Strategy through an inclusive process engaging
700+ stakeholders across six regional consultations and validation workshops.
Complementary initiatives advanced key priorities:
• Women in GovTech Challenge: 15 women leaders trained
• AI training for young women: 100+ participants equipped with AI skills
• Digital accessibility wawareness and training: 5 webinars, 4 workshops, 3 focus groups reaching 320+ stakeholders
Strengthening institutions (Output 1.2)
Co-creation workshops and targeted engagement with
key ICT institutions (MCTD, CITT, INTIC, INCM, ATDI) identified capacity gaps and defined priorities for improved governance and coordination
Developing digital skills (Output 1.3)
The project combines system-level assessment with practical training:
• A
National Digital Skills Assessment informed by 30+ interviews, an online survey of ~400 young people, and stakeholder validation workshops
• A
pilot training programme in Matola trained 50 youth and 5 teachers, producing hands-on prototypes (e.g. robotic systems and smart waste solutions)
Enabling innovation (Output 1.4)
Informed by recommendations in Mozambique's Digital Innovation Profile, innovation ecosystem strengthening builds on national profiling and includes foresight work and stakeholder alignment in key sectors (ICT, agriculture, education), including dedicated workshops to map value chains and future trends.
Co-creation workshops on policy and innovation (Outputs 1.1, 1.2 and 1.4)
On 27-28 March 2025, the National Digital Readiness Assessment Workshop brought together 50 stakeholders across public, private, and civil society sectors to shape a collective vision and prioritize policy actions for advancing Mozambique's digital transformation through institutional capacity building and effective policymaking. Following this, on 31 March-1 April 2025, the National Digital Innovation Profile Workshop convened more than 40 government representatives, entrepreneurs, financial institutions, and industry leaders in Maputo to establish the groundwork for an inclusive innovation ecosystem. Ultimately, the collaborative guidance and insights from both workshops will directly guide upcoming strategic project activities designed to advance Mozambique's digital future.
VaMoz Digital! programme launch
