ECLAC’s OSILAC, together with the ICT
statistics Work group (ICT-WG) from the SCA-ECLAC (coordinated by the
Dominican Republic’s NSO), and with the Latin American Network of
Educative Portals - RELPE, made the first education workshop, the 4 of
march 2008. The event was carried out in the facilities of the FUNGLODE.
During the workshop, representatives from
the region met to discuss the relevance of measuring the advances of
indicators in this sector which is a priority for the region’s
governments (Delphi, 2007). Ministries or national education authorities
and a total of 15 countries from educative portals coordinators of RELPE
participated. Additionally representatives of three Statistic National
Organisms, members of the ICT education Work group of the WG-ICT-SCA, as
well as representatives from ECLAC, RELPE technical secretariat and the
OEI, among others.
Besides presenting the advances made by
some countries of the region in the construction of indicators and to
present a proposition for the key ICT indicators on education, the
participants presented their perspective on the necessity to have
indicators that allow to measure advances in implementation and adequate
use of ICT in educative systems.
Although it is necessary to begin to built
quantitative indicators, the importance of working with qualitative
indicators was expressed so that it can allow to evaluate cultural and
receptivity preparation of professors. In addition, the work group of
ICT indicators in education was reinforced and will be integrated by
members of education ministries, national authorities and National
Statistic Institutes from some countries of the region. This group was
proposed during the annual meeting of OSILAC with the Statistic
Institutes and looks support on experts in the education subject.
The work group will examine and present a
proposal of basic key indicators for the measurement of ICT in education
that will fulfill the basic objective of advancing in this subject which
has been outstanding like first priority in the eLAC2010 Action Plan,
recently approved by the governments of Latin America and the Caribbean
in San Salvador (6 - 8 of February 2008).
The work group has been conformed by the
following countries: Members of Statistics Institutes: Dominican
Republic (coordinator), Antigua and Barbuda, Cuba, Mexico, Panama and
Uruguay. Members of Ministries of Education: Mexico (coordinator),
Argentina, Bolivia, Brazil, Colombia, Costa Rica, Guatemala, Paraguay,
Dominican Republic, Spain and RELPE Secretariat.
