Summary: Many efforts are being set out on providing tools for the transformation into smart cities, but smart rural communities embody undoubtedly one of the bigger problems of digital gap in most of the developing countries. Population in the rural areas are mainly dependent on agriculture, forestry, fisheries, animal husbandry, etc. for their livelihood. Majority of the rural population is not able to meet the requirements for good quality of life. There is limited access to good hospitals, schools, banks etc in the rural areas, resulting in migration from rural to urban areas in search of jobs, better education and health care. These issues can be alleviated by bridging the digital divide, which may be achieved by enhancing the access of telecommunication services (voice as well as high speed Internet facility) in rural communities. As the telecommunication density (voice as well as Internet users) is quite lower in rural areas as compared to urban areas, therefore high speed communication network may be established as a backbone for providing reliable communication services. Provisioning of internet facility at the household / community level will open new opportunities for the rural population in diverse fields. Concept of every household to have at least one smart phone with minimum required features and the internet facility may provide access to various services, thereby reducing the digital divide. Smart services will be quite helpful in a pandemic like COVID-19 scenario. This Recommendation will contribute to bridge the digital divide by establishing the requirements for deployment of smart services (such as e-governance, tele-health, tele-education, precision agriculture etc.) in rural communities.
