Summary: This Draft New Recommendation specifies a technical solution for the verification of multimedia content's integrity, enabling users to confirm the authenticity of the content by its creators, such as governments, companies, or news organizations. The solution is based on the digital signing of data streams. The content creator (encoder) uses a private key to sign the content, while the recipient (decoder) uses a corresponding public key to verify the authenticity. The public key, necessary for verification, is not derived directly from the data stream but is obtained through a trusted, independent method, such as a third-party trust center. The use of ITU Recommendation X.509 for the secure retrieval of digital certificates that validate the encoder's identity is specified. Additionally, the encoders and decoders cryptographic hash function to compute a unique digital signature for a specified byte range within the data stream is specified. Verification occurs when the decoder successfully matches the digital signature with the computed hash value using the public key, establishing the content's authenticity. The following goals shall be achieved under the scope of this Work Item: – To establish solutions that enable the trustworthy authentication of the origin of coded digital data like audio, text, image or video. – To establish these solutions in such a way that the main requirements and design features intended by ITU-T recommendations used for a coding of these data are still satisfied. – To enable users to trustworthily confirm that whenever multimedia data of different type are presented in a combined way, like, e.g. video together with audio, such a combination was indeed created by a trusted and identifiable source and is not a forgery. – To allow an easy access to the developed authentication technologies for content providers and consumers worldwide that provides digital verification certificates needed for a trustworthy multimedia exchange. – To enable the possibility of tracking the origin of multimedia content also for the case that the originally coded data had been subjected to multiple stages of editing and/or re-encoding. – To analyse and clarify interactions with existing standards as well as gap analysis. — To establish technical methods that can detect core features of multimedia content that shall be preserved under appropriate editing and/or re-encoding steps.
