The continued transformation into a digitally enabled society that is taking place under the Digital Uganda Vision (DUV) will lead to an increase in the use of electrical and electronic equipment, which at the end of their useful life, will eventually become e-waste. Unplanned e-waste management creates a number of challenges for the environment, economy and society. Hazardous substances contained within e-waste contaminate our environment and affect human health.
Uganda has developed a number of legal instruments for e-waste management, which refer in varying levels of detail to the environmental policy principle of extended producer responsibility (EPR). However, particular challenges remain when it comes to regulating and implementing this policy principle in e-waste management. E-waste management can be a big burden for the Government, especially for local Government, hence the need to set up a system which involves all stakeholders that contribute to the generation of E-waste, the producers.
Under the joint Government of Uganda and ITU project, supported by the South-South Cooperation Assistance Fund (SSCAF)/ Global Development and South-South Cooperation Fund (GDF), technical assistance is being provided to develop a detailed technical proposal report on the required revisions to the Ugandan e-waste regulatory framework based on inputs gathered from consultation with stakeholders.
It is within that context that a two day workshop was organized to consult and gather input from stakeholders toward the preparation of necessary revisions to the Ugandan regulatory framework on e-waste management and Extended Producer Responsibility (EPR) principle. ​​

Objectives and Expected Outcomes


The objectives of the workshop were to:

  1. ​Raise stakeholder awareness about the issues surrounding e-waste and the process of developing a sound ​regulatory framework for managing this waste stream, in particular the application of the principle of extended producer responsibility (EPR) and to obtain stakeholders' opinions and recommendations on the subject.  
  2. Define the scope and key terms and definitions of the e-waste regulatory framework and EPR system for implementation in Uganda.  
  3. Scope specific regulation on managing e-waste and scoping a potential institutional framework for implementing e-waste management through EPR. 
  4. Facilitate a coordinated plan across Government, with input from the Electronics Industry, to implement Extended Producer Responsibility.
  5. Identify where the existing regulatory framework for e-waste management and EPR need(s) strengthening.


The expected outcomes of the workshop included input to a comprehensive set of recommendations for a stronger regulatory framework for the governance of e-waste management guided by the Extended Producer Responsibility (EPR) principle.

Participation


Participants will include identified stakeholders from the private and the public sector in Uganda's digital ecosystem. ​
