International Mobile Roaming Consultation Meeting, Geneva, 15-16 September 2016

 

​The International Telecommunication Union (ITU) organized the International Mobile Roaming Consultation Meeting as part of the BDT’s initiative LET’S ROAM THE WORLD launched in 2015 by the BDT Director, Mr Brahima Sanou. The consulation meeting was held on 15-16 September 2016 in Geneva, Switzerland at the ITU Headquarters.

The objective of this Consultation was to bring together Regulatory Associations, Regional and International Organizations, Consumer Associations and other stakeholders to discuss and  collaborate on defining the building blocks for International Mobile Roaming (IMR) Strategic Guidelines. Results from this meeting and Way forward for the implementation of this BDT's initiative are available in the Final report of the meeting.

Participation in this consultation meeting was reserved to Heads of Secretariat and Chairs together with technical experts, as deemed appropriate.  

The ITU LET'S ROAM THE WORLD Initiative


Considering the global perspective of IMR and the changing rules of the game brought by the advent of new ICT players, this BDT Director's inititiative is aiming to provide a platform for discussion and collaboration on the building blocks for IMR strategic guidelines. Taking into account the international nature of roaming, it is becoming essential that all stakeholders work together at regional or multi-country level to explore different regulatory, transparency and commercial measures in the IMR market as well as to permit national ICT regulators to monitor the development in the market. 

Regulatory Associations have expressed their interest in collaborating to define such building blocks and in reaching out to their respective constituencies to achieve buy-in during the last Regulatory Associations' Meeting at GSR-2016 and the IMR Information Session held in Sharm el-Sheikh, especially given that roaming is part of their regional agendas.

Organization


The Consultation meeting on International Mobile Roaming (IMR) took place at ITU Headquarters in Geneva, Switzerland, in Room L1 from 15 to 16 September 2016 just before the annual meeting of the ITU-D Study Groups meetings (Study Group 1 on 19-23 September and Study Group 2 on 26-30 September 2016).

It counted with the participation of twelve Regulatory Associations and Regional Organizations, two Private Sector Associations and one Consumer Association.
