 New feature implemented on e-Submission system on 06.03.2024


The new feature to link the satellite network filings with related correspondence between notifying administrations and the Bureau was delivered with the new version of the e-Submission system on 06.03.2024.​

It assists administrations and intergovernmental satellite organizations in efficiently reviewing notices and correspondence as they proceed with regulatory procedures for satellite networks, Earth and Radio astronomy stations.

The following are the key functions of this release.
1) A new correspondence of e-Communications can be directly initiated from e-Submission about any notice submitted to the Bureau. 

2) Correspondence on e-Communications can include links to other correspondence on e-Communications and a submission reference of a submitted to the BR notice in e-Submission. Additional files can be attached to the included submission reference number.

3) e-Submission enables users to access correspondence on e-Communications related to the specific notice.

4) When correspondence, including e-Submission reference number and additional files, is sent via e-Communications, the files are automatically uploaded to the notice page on e-Submission. The correspondence is also listed on the notice page.

Furthermore, when the Bureau sends correspondence to the notifying administration, a due date for a reply to the Bureau can be set, and a reminder e-mail will be sent to the administration seven days before the due date.

Please note that users who do not have the appropriate user accounts on both e-Submission and e-Communications will be limited to accessing the new functions. The users who have only user account for e-Submission or e-Communications are recommended to have user accounts for both systems.

 ​New feature implemented on e-Submission system on 16.12.2023


The new feature to submit additional data items in accordance with the new decisions made by WRC-23 was delivered with the new version of the e-Submission system on 16.12.2023.

Administrations and operators can capture additional AP4 data items decided by WRC-23 to be submitted from 16.12.2023 on each notice page (the section of “Additional Data Items decided by WRC-23 to be submitted from 16.12.2023" in Figure 2 below) when submitting a SNS file.

​Please note that

  • This new feature is applied for the notices of API (NGSO), CR/C (Space station), Notification of Space Station, AP30/30A Part B and AP30B A6B.
  • If any required information is missing, the notice might be considered to be incomplete, and a new formal date of receipt of the notice will be established when the complete information is received.

  ​New feature implemented on e-Submission system on 01.10.2023

 

The new online examination tool “e-Examination" was delivered with the new version of the e-Submission system on 01.10.2023. 

The e-Examination assists administrations as well as operating agencies and intergovernmental satellite organizations in verifying their compliance to PFD and EIRP limits specified in the Radio Regulations when submitting their satellite network filings to the Bureau or Administrations.

The e-Examination performs calculations for the following types of networks/systems in the non-planned bands:

  • Coordination Request of Space Station (GSO and non-GSO)
  • Notification of Space Station (GSO and non-GSO)
  • Coordination Request or Notification of Earth Station
     
     

Examinations are conducted automatically via the e-Submission system, and users can easily download the e-Examination results from the e-Submission interface.

Please note that the e-Examination results are only for informational purposes.
A definitive finding will be established by the Bureau during its examination under No. 9.35/11.31 of the Radio Regulations.

The steps to execute e-Examination are illustrated in the picture below, and the Guidelines and FAQ for using the e-Examination to verify compliance to the limits mentioned above can be found here.

Please note that,

  • This online tool improves overall integration and automation of the GIBC PFD hard limits process. Compared to the desktop version of GIBC PFD hard limits, this online tool is always the most updated version and does not require installation or periodical updates on your machine.

  • PFD/EIRP is NOT calculated in case of “ADD" notices of space stations if only SNS file is uploaded without a GIMS file.

The following new feature was delivered with the new version of the e-Submission system on 17.09.2023.

The introduction of the new status “Published in BR IFIC" in the e-Submission system

The new status “Published in BR IFIC" has been introduced on the ITU web interface “e-Submission of satellite network filings".

When a notice is published in a special section or Part I-S in accordance with the Radio Regulations on a BR IFIC (Space Services), the status of the notice on e-Submission will change from “Published As-Received" to “Published in BR IFIC".

Please note that,

- ​Once ​​​a notice is published in a BR IFIC (Space Services), the information concerning that notice, including characteristics of the network and the findings should be consulted in the respective SRSxxxx.mdb, IFICxxxx.mdb, SPS_ALL_IFICxxx.mdb and 30B_xxxx.mdb available on that BR IFIC. Hence, the information on the “As Received" website will be removed when the notice is published in the BR IFIC.
- This new status is applicable to all notice types in e-Submission with the exception of SpaceCom comments.
- All notices submitted via e-Submission and already published in BR IFIC (Space Services) to date have been changed to this new status of “Published in BR IFIC".

- There might be some time lag between the publication date in BR IFIC and the time to change to “Published in BR IFIC".

The following new features were delivered with the new version of the e-Submission system on 16.01.2023.


1. SNS database version 9.1 only can be accepted on e-Submission
According to CR/493, from 16 January 2023, the e-Submission system only accepts uploaded filings in SNS 9.1 format. All notices submitted in SNS 9.0 format will be blocked by the system with the following warning message.warning for v9.0.bmp
Please note that administrations should use SpaceCom 9.0 to prepare the comments to special sections published up to IFIC 2984/15.11.2022.

The following new features were delivered with the new version of the e-Submission system on 29.11.2022.


1. SNS databases version 9.1 can be submitted now on e-Submission

According to CR/493, As from 29 November 2022, administrations are requested to submit all space network filings in SNS 9.1 with using the new BR Space Software 9.1 in application of the procedures of the Radio Regulations related to space services. 

To manage the transition between versions 9.0 and 9.1, it is possible to submit notices in both SNS 9.0 and SNS 9.1 formats until 15 January 2023 on e-Submission. However, from 16 January 2023, the e-Submission system will only accept uploading filings in SNS 9.1 format.

Please note that administrations should use SpaceCom 9.0 to prepare the comments to special sections published up to IFIC 2984/15.11.2022.

For notices still in SNS 9.0 format, please note that:
- Information concerning the multiple orbital configurations for a non-geostationary satellite network should be provided in an attachment that clearly defines the orbits, beams that will operate with each specific configuration.
- if a notice does not contain all of the mandatory information as defined in Appendix 4 as revised by WRC-19, the notice will be considered not receivable, further processing of the notice will remain in abeyance and a date of receipt will not be established until the complete information is received.​​

The following new feature was delivered with the new version of the e-Submission system on 05.04.2022. 
 
New interface is introduced to facilitate the reporting of coordination status at resubmission of a space station notice
 
New interface to submit a resubmission of a space station notification is introduced according to the introduction of the version of the  BR software SpaceCap as included in the BR IFIC 2968 NEWS, to assist administrations in capturing coordination agreements, when required, with affected administrations at group level, as well as in creating space station notification notices and their resubmissions if applicable.
On this update of e-Submission system, a mdb file for resubmission of a space station notification containing coordination agreement information captured with the updated SpaceCap can be submitted.
In addition, a new feature to support administrations to provide the information to indicate coordination efforts made under No. 11.41.2 is introduced as shown below.

The following new features were delivered with the new version of the e-Submission system on 17.03​​.2022. 

1. ​​​The submission is blocked and notifying administrations is requested to enter the necessary information if a code of an Operating Agency is new ("999") in the uploaded MDB file

When a notifying administration submits a notice and the code "999" is present as Operating Agency code (date item A.3.a in Appendix 4), indicating a new operating agency, the e-Submission system requests for the name and contact information of the new operating agency in the displayed text box as shown below. The entered information is saved and uploaded to the notice page in a text file.

In case the notifying administration wish to upload the information for Operating Agency in an attachment when submitting the notice, it should indicate this fact in the text box, e.g., "Please refer to the attachment".

2. information for the total number of deployed satellites per a NGSO satellite network and SDM (Short Duration Mission) is added on Details page

1. Popup message to block submission of CR/D comments when using out-of-date SpaceCom

The SpaceCom comments files for CR/D to CR/C published in BR IFIC 2949 and later, can be accepted when the files are created with SpaceCom software 9.0.0.12 and onward versions only. When using the out-of-date software, the submission is blocked with the popup message as shown below.​ Please see more details in CR/474.

 ​New features implemented on e-Submission system on 04.05.2021​

The new features were delivered with the new version of the e-Submission system on 04.05.2021. On this update, a feature to submit a coordination agreement status was implemented for a resubmission under 11.32A.
Administrations which wish to resubmit a notification under 11.32A can submit a mdb file of a list of coordination status of affected satellite networks.

 ​New features implemented on e-Submission system on 23.03.2021​


The following new features were delivered with the new version of the e-Submission system on 23.03.2021. On this update, the useful functionalities for submissions under Res 35 are implemented as follows:

1. Detailed page for each Res 35 submission is implemented

  • The detailed page shows the metadata of submitted notice and status
  • Submitted notice is shown on the list of All Filings under the Submission tab
  • ​All notices already submitted to BR are also listed on All Filings, and the detailed page of each submission is created.


2. As received notice of Res 35 is shown on As-Received website.


3. Items filled on the capturing page (Res 35 Online page) are validated when ​​each field is filled in and “Submit​ to BR” is clicked on.


4. Acknowledgement emails are sent to Administrations and BR according to the actions of the notice on Res 35 (submission, acceptance, publication of As-Received, etc.)

 The new features to capture and submit Res 35 were delivered with the new version of the e-Submission system on 18.01.2021. 
  • Users can capture the information required under Res 35 and export an XML file or submit the captured information to the Bureau through the 2 new icons on the “New” page under the “Submission” tab.
  • ​The current version of the module for Res35 allows only Administration users to capture and submit the information on Res 35. Operators cannot access the functions on Res 35.

 The following new features were delivered with the new version of the e-Submission system on 23.06.2019​. 

 

1​. New validation process for SpaceCom comments files

  • The uploaded SpaceCom comments files are now validated in e-Submission.
  • If the uploaded SpaceCom comments file hasn't been completed when it was created using SpaceCom software, the submission of the comments to the Bureau is blocked by an error message on the uploading page.
  • The following explanation was added on the uploading page of SpaceCom comments:
Please complete and validate your comments file using BR software SpaceCom v8 before submitting it to the Bureau. Please note that incomplete SpaceCom files can not be considered by the Bureau in the establishment of coordination requirements as published in the Special Sections API/B, CR/D, CR/E, AP30-30A/E (Part D) or AP30-30A/F/D. 

 

 
2. New fields added for the type of category of "Others"

  • Two new fields labelled as "Submis​sion Reference Number" and "Earth Station Name" were added for treating the submissions under "Others" more smoothly. Users can enter a reference number of previously submitted notice to which additional fires will be uploaded via "Others", as well as the Earth station name when appropriate.  
  • Even both new fields are optional, please complete “Submission Reference Number" field with a related submission reference number (xxx2019-yyyyy) if this submission under “Others" is related to a previous one. 
  • In the case of submitting EPFD file(s) for Coordination Request for non-GSO satellite systems, already submitted to the Bureau, please fill the reference number of the coordination request in this field. 


 

3. Other improvements

  • T​​he use​r management module was upgraded. The Bureau can maintain the system and provide user support more smoothly.
  • Some wordings were modified. For example , the title of “Submitted by" column was changed to  “Uploaded by" on the submission lists for accuracy.

The following new features were delivered with the new version of the e-Submission system on 07.04.2019​.

 

1. New lists for archived filing and comments


 

  • The notices having the status of “Archived" are listed.
  • ​The new lists of Archived filings and comments are available for Administration users.


 

2. Search function by typing reference number in the search box


 ​Users can serch a notice by a reference number typed in the serch box.


 

3. “Contact Help desk” button to ask e-Submission support team for a help 

    • External users can send a message to the helpdesk from the page of submitted filing or comments.
    • External users can send a request once in 24 hours per filing or comments.
    • Please note that the reply or dealing with your issues might be delayed if your contact email address isn’t described.


 

 

4. Modification of acknowledgement messages for SpaceCom comments

Type of comments and IFIC number are displayed in acknowledgement messages related to submissions of SpaceCom comments.

5. A new acknowledgement message when a notice is archived.

  • External users are informed when a filing or comments is archived by the Bureau for some reasons. 
  • The status changes to 'Archived' and the archived event can be seen in the History tab. 
  • In addition, an acknowledgement message can be seen on the Acknowledgement tab. 
  • The new lists of Archived filings and comments are available for Administration users. 

 

6. Other improvements

​Descriptions of the acknowledgement messages, list of event list on the History page, error messages etc. were revised and improved in an easy-to-understand manner​.

The following new features were delivered with the new version of the e-Submission system on 12.01.2019​.

 
1. New submission category of "Resubmission of Notification" is deployed.
  • Users can submit resubmissions of notification under RRs 11.41 and 11.46 through this category.
  • PDF file and/or word files are supposed to be submitted through this category. If you wish to submit mdb file(s), please use the normal notifications icon.​​

2. Request for withdrawal
The new steps of (1) a request of withdrawal of submitted notice by Administrations and (2) an acceptance of the request of withdrawal by the Bureau are deployed before Administrations withdraw in order to avoid miscommunications between Administrations and the Bureau.

3. Ohter improvements

The following new features were delivered with the new version of the e-Submission system on 22.10.2018​.

 
1. Submissions table is represented by "All Filings" table and "Comments" table.
    • Previously available choices for selection 'Ready to submit', 'Submitted for approval', 'Ready to submit to BR' were merged and available on 'All Filings' page. 
    • A new "Comments" table is available for Administration users and Intergovernmental Satellite Organization users only.
    • "All Filings" table and "Comments" table can be filtered by statuses of notices (For example, 'Submitted for approval', 'Ready to submit to BR', 'Submitted to BR', 'Accepted by BR', etc.)
    • "Comments" table can be filtered by types of comments (API/B, CR/D, CR/E, AP30-30A/E/Part A, etc.) and can be sorted by the "IFIC No.".

2. The user types uploaded notices to the system are shown on All filing table and Comments table as ADM, OP, ITU and IGSO.
    • ​"ITU" is shown in the column of "Submitted by" when the submission was submitted by email and BR user uploaded it on behalf of the administration. 
3. A new notice status "Archived" is introduced
A new status "Archived" is assighned to a submission by BR users when
    • A submission has been submitted twice: by e-mail and online. In general, e-mail submission is asigned to "Archived".
    • The submissions assigned as "Archived" bacomes unnecessary to be treated anymore.

The following new features were implemented on the e-Submission system on 30.09.2018​.
