1. Can I submit to the Bureau a notice which is exceeding hard limits (PFD or EIRP) in the e-Examination report?
- You can submit a notice to the Bureau with frequency assignments exceeding hard limits in e-Examination report. However, these assignments may receive unfavourable findings in the examination process by the Bureau under Radio Regulations No. 9.35/11.31.
- In case you find that your notice exceeds hard limits in the e-Examination report, before submitting a notice to the Bureau, you are advised to review characteristics of the assignments exceeding hard limits (both in SNS and GIMS databases) by studying information in the e-Examination report.
2. Shall I withdraw a notice if it is found that the e-Examination result exceeds PFD/EIRP limits after the submission to the Bureau?
- A notice with the frequency assignments exceeding hard limits in the e-Examination report may result in unfavourable findings in the examination process by the Bureau under the Radio Regulations No. 9.35/11.31.
- It is recommended to review characteristics of the assignments exceeding hard limits (both in SNS and GIMS databases) to remove any excess listed in the e-Examination report as soon as you receive the acknowledgement email from e-Submission to inform you of the exceedance of PDF/EIRP limits.
- In case where you find your notice exceed hard limits after submitting a notice to the Bureau, you may withdraw and replace your notice anytime. Please note that the withdrawal 15 days after the submission is subject to cost recovery charges.
3. The examination report hasn't been produced within for several days (for example, more than7 days) from the submission to the Bureau. What should I do?
- The absence of the report does not prevent the Bureau to further process your submission.
- In case you are concerned with the possible results you may seek assistance of the Bureau by contacting spacehelp@itu.int or withdraw the submission before the end of 15-day period and execute GIBC PFD software locally to obtain the results before submitting the notice again.
4. Does the Bureau use the examination report generated by e-Examination on the examination process in the Bureau?
- No, the Bureau doesn't. The examination result on e-Examination is only for informational purposes. Regulatory findings will be established by the Bureau during its examination under the Radio Regulations No. 9.35/11.31.
5. What should I do if an examination is failed and no report is generated on e-Examination before submitting to the Bureau?
- The failure may be caused by the characteristics of the frequency assignments in your notice. Before submitting the notice, you are recommended to verify PFD/EIRP by running the latest version of GIBC software and modify SNS file or GIMS file as necessary.
- You can submit a notice If the failure on e-Submission persists.

6. What should I do if an examination is found to be failed and no report is generated on e-Examination after submitting to the Bureau?
- The failure of the examination on e-Examination does not prevent the Bureau to further process your submission. On the other hand, the failure may be caused by characteristics of the frequency assignments in your notice. You may withdraw the submitted notice and modify the SNS file or GIMS file and submit a filing as a new notice if you find issues in the SNS or GIMS files you submitted.

7. What happens on the e-Examination calculation process if a notice has no GIMS file?
- For space stations, for ADD notices, e-Examination doesn't execute calculation of PFD and EIRP if no GIMS file is submitted. For MOD notices, e-Examination executes a calculation of PFD and EIRP even if no GIMS file is submitted. However, PDF/EIRP cannot be calculated correctly with only a SNS file if GIMS file is necessary.
- For earth stations, GIMS file is not necessary.
8. Why is it that the result of e-Examination report different from the result of the desktop GIBC?
- The calculation results maybe different between e-Examination and the desktop GIBC according to a version of software and selected options for calculation. E-Examination conducts calculation with the latest version of GIBC software with default options.
9. I found that hard limits are exceeded in the e-Examination report. How can I modify my filing to resolve such excess of hard limits on the report?
- You can modify technical characteristics by checking the information such as beams and those PFD/EIRP values concerned with hard limits in the e-Examination report. You may find useful information on the e-Examination Guideline.

10. Why did my frequency assignment receive an unfavourable finding under No. 9.35/11.31 following the Bureau's examination whereas the e-Examination report showed no hard limits exceeded?
- The results produced by e-Examination are based on best effort using uploaded information from the notifying Administration that have not yet undergone completeness and correctness checks by the Bureau. Furthermore, e-Examination only verifies compliance with hard limits.
- On the other hand, the examination by the Bureau also includes conformity with the Table of Frequency Allocations in Article 5 and other provisions of the Radio Regulations. Therefore, the findings under No. 9.35/11.31 published by the Bureau could be different than expected as compared to the results of the e-Examination. Please bear in mind that the results of e-Examination are for information only.
11. The e-Examination report shows NO UNFAVORABLE FINDING FOUND IN PFD EXAMINATION. However, I found a slight excess of 0.04 dB in the hard limits results contained in the mdb. Is this still considered favourable? - Both e-Examination
and GIBC PFD hard limits (desktop version) apply a tolerance of up to 0.05 dB
for hard limits. As such, if the exceedance of an assignment over the hard
limits is within the tolerance, it is considered favourable.
