Executive summary of the SG11 meeting (Geneva, 2-11 December 2015)

Study Group 11 meeting was held in Geneva, from 2-11 December 2015 and was attended by 105 delegates from 27 countries. Along with face-to-face meetings, most sessions from various Questions or joint Questions meetings were supported by remote participation capabilities.

3   SG11 Structure and Management
The title of WP3 was changed to align its responsibility to the new SG20. SG11structure and Management team were therefore confirmed as follows:

4   Questions and restructuring in view of WTSA-16
The modification of the ToR of Q2/11 and Q8/11, which were endorsed by TSAG (June 2015), were finally approved by SG11 [TD194 (TSAG)]. There were no further contributions to modify Questions texts for this Study Period.
SG11 held a special session on 7 December 2015 at 09:30-11:00 to discuss SG11 restructuring in view of WTSA-16. Five input documents were considered: (C-321 Rev.1; TD 907; C-320r1; C-307r1; TD 899). SG11 agreed on principles and guidelines to draft the Questions texts for next Study Period. A detailed report is available in TD 1015 Rev.1 (GEN/11). According to this report, Editors were appointed to provide first draft of the Question texts to be discussed during the Rapporteurs meetings to be held 25-29 April 2016. Final modifications may be done during the next SG11 meeting (Geneva, 27 June-6 July 2015).

5   Liaison officers and Rapporteurs
SG11 approved the appointment of new Rapporteurs and Associate Rapporteurs as follows:
- Martin BRAND (A1 Telekom Austria AG) was appointed as Associate Rapporteur for Q2/11, in the place of Hideo HIMENO who is unable to continue in that capacity
- Ying CHENG (China Unicom) was appointed as Rapporteur for Q4/11, in the place of Matthew LOPEZ who is unable to continue in that capacity

The final list of Rapporteurs and Associate Rapporteurs can be found in TD 824 Rev.2 (GEN/11).

SG11 approved the appointment of new liaison officers and representatives as follows:
- Kaoru KENYOSHI (NEC, Japan) was appointed as liaison officer to ITU-T SG20
- Andrey KOUCHERYAVY (Russia) was appointed as liaison rapporteur to ITU-T SG20
- João Alexandre Moncaio Zanon was appointed as liaison officer to CITEL

6   First meeting of the ITU-T Conformity Assessment Steering Committee (CASC)
The first meeting of the CASC was addressed in two sessions on Thursday 3 December 2015 from 9:30am and was chaired by Mr Isaac Boateng. The CASC agreed to develop three Guidelines to implement the Test Labs Recognition procedure. These guidelines also detail collaboration mechanisms with IEC and ILAC. A roadmap was also agreed as follows:

7   Collaboration with ETSI TC INT
A guideline TD 913 (GEN/11) outlining a framework for collaboration among SG11 and ETSI TC INT was approved. It details working methods to organize joint meetings and develop technically aligned standards. Topics of join interest include:
- SIP-IMS conformity testing (see details here);
- Internet speed measurement (see details here);
- Framework of an interconnection among VoLTE/ViLTE-based networks;
- Requirements and test specifications for signalling protocol "DIAMETER" to be used in the IMS-based network for VoLTE/ViLTE interconnection.

WP4/11 will organize an interim meeting jointly with ETSI TC INT in Sofia Antipolis (ETSI HQ) 21-24 March 2016, while ETSI TC INT will meet jointly with SG11 in Geneva on 28 June-1 July 2016.

8   Combating counterfeiting
SG11 Q8/11 advanced the draft Recommendation "Framework for solution to combat counterfeit ICT Devices", which will be approved via TAP, based on Contributions from Brazil, CISCO and Dominican Republic. A contribution from Russia proposing to include a use case based on the digital object architecture (DOA) was postponed to next meeting. Q8/11 Report [TD 958 Rev.2 (GEN/11)] includes statements from USA, Canada, Russia and CISCO in this regards. During SG11 plenary, Russia also expressed their concerns regarding the feedback, which SG11 should expect, from ITU Council on the implementation of DoA. Representative of Administration of Russian Federation highlighted that the MoU between ITU and DONA Foundation is a subject of a current study of ITU Council. He also mentioned that DoA, as a technology itself, has not been discussed at any ITU Council meetings. The DoA is recognized by Resolution 188 (PP-14) as follows: "Recommendation ITU-T X.1255, which is based on the digital object architecture, provides a framework for discovery of identity management information". If ITU members wish to discuss the DoA at the Council the contributions are welcome. In this regard, SG11 management was asked to provide a clarification on the next SG11 meeting in July 2016 regarding ITU Council decision on the implementation of the Resolution 188 (PP-14) and DOA particularly.

9   Internet speed quality measurement:
Draft Recommendation Q.3960 (ex. Q.FW_Int_sp_test) "Framework of Internet speed measurements for the fixed and mobile networks", was consented. This marks an important achievement. This framework targets internet speed measurement from an end-users perspective. SG11 will continue developments in this area. A draft Recommendation on Methodology was advanced at this meeting and is planned for consent in June 2016. To be noted that this is a joint work with ETSI TC INT. A third Recommendation was proposed for joint development with ETSI TC INT and SG12.

Framework of interconnection of VoLTE/ViLTE-based networks
Following the results of the Workshop on Voice and Video over LTE, which focused on the current issues related to interconnection and interoperability of VoLTE/ViLTE-based networks, SG11 started a new draft Recommendation, "Framework of interconnection of VoLTE/ViLTE-based networks". This Framework aims to provide a gap analysis of the current standards used for interconnection as well as to specify service scenarios for interconnection. Support to this study was expressed by A1 Telekom Austria AG (Austria), Telecom Italia (Italia), Rostelecom (Russia), Deutsche Telekom (Germany), NEC (Japan). ETSI TC INT is also working with ITU-T on this issue.

11   Other Conformance and Interoperability (C&I)-related outcomes
SG11 advanced and updated the standardization work plan for SIP-IMS TD 1050 (GEN/11). It includes standards of requirements and relevant test specifications of basic call and some supplementary services, which are applied to fixed networks. SG11 collaborate with ETSI TC INT on this subject.
WP4/11 has progressed work on C&I issues. Relevant updates are provided as follows:

The following tables were not updated at this meeting:
- Living list of key technologies which are suitable for C&I Testing (TD 754 (GEN/11), http://itu.int/go/key-technologies)
- The reference table of standards used for C&I assessment (TD 889 (GEN/11), http://itu.int/go/reference-table).

A new work items was agreed by Question 12/11 on "The framework of testing of identification systems used in IoT". This new draft Recommendation will be coordinated with SG20.
