​​​Wenting Chang 
Ant Financial

Wenting graduated from Tsinghua University with a PHD. She joined Intel and engaged in wireless system standardization, e.g. 3GPP, MulteFire, Wifi. She switched to financial related advanced technologies after participating in Alipay. She has normalized multiple national and international standards, including block chain, biometric recognition, and trusted application management.

​​​​Bilel Jamoussi 
Chief of Study Group Department, TSB, ITU

Tunisian born, Dr. Bilel Jamoussi is Chief of the Study Groups Department of ITU Standardization Bureau in Geneva Switzerland. Since 2010, he has been leading the bureau’s standards making activities into a new era characterized by rapid convergence and the need for increased collaboration with vertical sectors and partnership between developed and developing countries. Prior to 2010, Jamoussi worked for a Telecommunication equipment and solutions provider for 15 years in Canada and then in the United States where he held several leadership positions and was granted 22 US patents in diverse areas including packet, optical, wireless, and quality of service. He holds a BSc, MSc and PhD degrees in Computer Engineering from the Pennsylvania State University, USA. He is fluent in Arabic, French, and English and speaks some Spanish and German.

Fredes Montes
Senior Financial Specialist, World Bank

Fredes Montes, a Spanish National, is Senior Financial Specialist at the World Bank. She joined the World Bank in 2007 as a credit reporting systems specialist and since then has supported policy reforms in more than 40 projects worldwide. Currently also serves as Secretariat to the International Committee on Credit Reporting (ICCR) and recently co-authored the book “Responsible Finance and Credit Reporting Systems” which focuses on the links between insolvency and credit information. Ms. Montes centers on credit reporting policy including legal and regulatory framework, consumer protection and oversight. Previously, she was legal director at Experian Spain, where she was responsible for the consumer protection and compliance unit of the credit bureau and value added services business lines. Ms. Montes earned her five year degree in Law at the Universidad Complutense and studied Political Science at Universidad Nacional de Educación a Distancia in Madrid. Additionally she holds a Masters degree in Data Protection and New Technologies Law. Fredes passions include food, sustainable development and women empowerment and serves as pro-bono Director at World Central Kitchen, organization devoted to promote access to safe cooking and enhancing people’s lives through food related innovative projects.
Yiannis Theodorou
Senior Director, GSMA​

Yiannis is a Senior Director within the GSMA’s Mobile for Development (M4D) Group and leads the Digital Identity programme as well as several policy and advocacy initiatives in Development and Humanitarian contexts. He is currently exploring the role of mobile and government policy in accelerating digital identity ecosystems to support the digital and financial inclusion of underserved populations. He has been researching and advising Governments and Mobile Operators on Mobile SIM registration and Know-Your-Customer (KYC) regulations across Africa, Asia, the Middle East and Latin America.  Yiannis also delivers several regulatory training courses and represents the GSMA at various public fora globally, closely engaging with key partners such as the World Bank and UN bodies. He previously led public policy initiatives related to the use of Big Data for Social Good and the Internet-of-Things, focusing on consumer data protection and Privacy-by-Design. He authored a number of reports and policy recommendations on these topics. Prior to the GSMA, Yiannis was a Strategy Associate at the UK regulator Ofcom, developing strategic and regulatory policy insights across the Internet, TV, and telecommunications sectors. Yiannis holds a MSc. in Management from Cass Business School and a Law Degree from UCL (London).
