Summary: In the context of global low-carbon development and rapid development of information and communication infrastructure, the green development of data centers and telecommunication rooms is crucial. Among them, energy efficiency evaluation of data centers and telecommunication rooms is currently a key concern in the industry. Recommendation ITU-T L.1302 provides the assessment of energy efficiency on infrastructure in data centres and telecom centres, and focus on the power feeding system and cooling system. Recommendation ITU-T L.1310 provides the energy efficiency metrics and measurement methods for telecommunication network equipment. Recommendation ITU-T L.1320 provides the energy efficiency metrics and measurement for power and cooling equipment for telecommunications and data centres. Recommendation ITU-T L.1350 and ITU-T L.1351 provide the energy efficiency metrics and measurement methodology for base station sites. The above Recommendations have respectively proposed energy efficiency metrics and measurement methods for specific infrastructures. In summary, the Recommendations mentioned above have proposed energy efficiency metrics and measurement methods for specific infrastructures or equipment level, but there is no complete and systematic energy efficiency metric and measurement methodology for the overall assessment of data centers and telecommunication rooms, which includes IT equipment and supporting facilities. In order to promote overall green and low-carbon development of data centers and telecommunication rooms, it is necessary to develop a Recommendation on overall energy efficiency metrics and measurement methodology.
