High-Level Policy Session 1: Bridging the Digital Divides


About half the world's people access and use the Internet. The other half do not. Many of the unconnected live in least developed countries, landlocked developing countries and small island developing states. Globally, over 1 billion new internet users have been added over the last 4 years, however substantial digital divides persist between more and less connected countries, communities, and people. Enabling all the world ́s people to access and use the Internet—and removing digital divides—remains a challenge that needs to be addressed if the world community is to achieve the United Nations Sustainable Development Goals (SDGs) by 2030. [1]

Maxim Parshin was born on July 23, 1976 in Mytishchi, the Moscow Region.
In 1998 graduated from Lomonosov Moscow State University.
In 2001 completed post-graduate studies in Lomonosov Moscow State University.
In 2008 graduated from Moscow International Business School within Russian Foreign Trade Academy (MBA program).
2002–2013 — changed several positions in the Ministry of Economic Development of the Russian Federation.
In 2013 was appointed to the position of Deputy Head of the Russian Post Federal State Unitary Company.
2014–2015 — Deputy Head of the Federal Labor and Employment Agency.
2016–2018 — Head of the Department for the Development of Small and Medium-Sized Businesses and Competition of the Ministry of Economic Development of the Russian Federation.
Maxim Parshin was awarded the Certificate of Honour of the Government of the Russian Federation.
On August 16, 2018 was appointed to the position of Deputy Minister of Digital Development, Communications and Mass Media of the Russian Federation.

Olga Cavalli is an Internet leader whose work has been fundamental for enhancing
participation of Latin America and the Caribbean in Internet Governance.
She is the co-founder and the academic director of the South school on Internet Governance which has granted thousands of fellowships for attending an intensive training on Internet Governance, organized in different countries of the Americas since 2008. The School is also open to the community through remote participation with video streaming and different languages, hosting thousands of attendees from all over the world. She is also the co-founder of other capacity-building activities: Dominios Latinoamerica, ARGENSIG, the Argentina School on Internet Governance
and Desafíos de Internet, among other webinars and training activities. 


Mr. Stephen Bereaux (WSIS Action Line Facilitator)
Mr. Stephen Bereaux (WSIS Action Line Facilitator) Deputy Director, Telecommunication Development Bureau International Telecommunication Union (ITU)

Stephen Bereaux is the Deputy to the Director of the ITU Telecommunication Development Bureau since 7 March 2020. Mr. Bereaux is an experienced regulator, with more than 20 years of executive and senior management experience in regulatory bodies in the Caribbean region. Prior to joining ITU, Mr Bereaux was Chief Executive Officer of the Utilities Regulation and Competition Authority (URCA), Bahamas which regulates the ICT and Electricity sectors, advises the Government on policies relating to those sectors, and represents The Bahamas at international sector related organisations such as the ITU.

Prior to joining URCA in 2010, Mr. Bereaux served in senior management roles at the Telecommunications Authority of Trinidad and Tobago (TATT) from 2004. Before becoming a Regulator, Mr. Bereaux, an Attorney by profession since 1996, practiced law at multinational firms based in London and Hong Kong, specialising in Information Technology and Telecommunications Law.


H.E. Ms. Masooma Khawari
H.E. Ms. Masooma Khawari Minister Ministry of Communications and Information Technology (MCIT), Afghanistan

Masooma Khawari, the daughter of Mr. Juma Khan, was born in ‎1985‏‎‏in an educated and ‎religious family in the Dara-e-Suf upper district of Samangan province. ‎She completed her primary education up to high school in migration and away from ‎home. And studied the Turkish language at Ghazi University in Turkey in‏‎ 2005‏‎‏ and successfully ‎graduated. Mrs. Khawari, graduated from Ankara University, laboratory of Medical Sciences 2008.‎ She ‎received her bachelor's degree in law and political science from Payame Noor University ‎Kabul ‏i‏n2019‏‎.‏ And is currently continuing a master's degree in management. She is fluent in ‎national languages and Turkish. ‎

In addition to an honest representation of the people in parliament, she has been a ‎member of the commission on human rights, civil society, and women’s affairs. ‎In ‎2013‏,‎‏ Mrs. Khawari also worked as an advisor to the esteemed executive directorate of the ‎National Unity Government of the Islamic Republic of Afghanistan. ‎In ‎2019‏,‎‏ she was consulting the esteemed office of the Executive Directorate of the ‎National Unity Government of the Islamic Republic of Afghanistan.‎ Serving honestly to the people and the homeland has been one of the long-standing aspirations ‎of Mrs. Khawari.

Her work experience shows that commitment and perseverance, ‎fighting corruption, creativity, and determination in work are her personal characteristics.


H.E. Mr. Sanjay Dhotre
H.E. Mr. Sanjay Dhotre Union Minister of State for Education, Communications and Electronics & Information Technology Ministry of Communications, India

Shri Sanjay Shamrao Dhotre, an eminent parliamentarian with decades of contribution at grass root level, is a distinguished engineer, agriculturist and advocate. Vocal against injustice, he relentlessly engaged in the issues of agriculture sector, farmers’ issues and rural development. He has been an elected Member of Parliament, successfully representing Akola Constituency (Maharashtra) since 2004. He was also a Member of Legislative Assembly (MLA) from Murtizapur (Akola District) during 1999-2004. Since beginning, Shri Dhotre was very active in student movements and was a student representative and General Secretary of Amaravati Engineering College, Nagpur University.

His parliamentary contributions include the work as a Member in various Standing Committees (Information Technology, Estimates, Railways, Rural Development, Agriculture), Consultative Committees (Agriculture, Defense), Business Advisory Committee and Indian Council of Agriculture Research.     

His contributions were well acknowledged at the grass root level in cooperatives, government institutions on issues of rural development and agriculture as the main stay. He was a Director in Gram Vikas Cooperative Ginning & Pressing Factory, Member in Maharashtra State Employment Selection Board and an invitee member of Board of Studies (Department of Farm Structures), Dr. Panjabrao Deshmukh, Agricultural University. He was an Executive Council Member of Dr. Panjabrao Deshmukh Krishi Vidyapeeth. He won accolades as a five term elected Director from amongst the Farmers’ shareholders of Maharashtra State Seeds Corporation Limited, Akola.


H.E. Mr. Hajymyrat Hudayguliyev
H.E. Mr. Hajymyrat Hudayguliyev Chairman (Minister) «Türkmenaragatnaşyk» (Turkmen Communications) Agency, Turkmenistan

Hudayguliyev Hajymyrat Shikhmyradovich was born on August 7, 1982 in the Bakharden etrap of the Akhal velayat, by nationality Turkmen.
In 2003 he graduated from the Turkmen State Institute of Transport and Communications with a degree in multichannel telecommunications.
From 2006 to 2020, he worked in executive positions in subordinate enterprises of the Ministry of Communications of Turkmenistan.
Since February 2020, he has been acting as chairman of the «Türkmenaragatnaşyk» agency.

H.E. Dr. Jenfan Muswere
H.E. Dr. Jenfan Muswere Minister of ICT, Postal and Courier Services Ministry of Information Communication Technology, Postal and Courier Services, Zimbabwe

Honourable Dr Jenfan Muswere is a technology enthusiast and politician who assumed office as the Minister of Information Communication Technology, Postal and Courier Services in the Government of Zimbabwe in November 2019. In this capacity, he envisages the transformation of Zimbabwe into a SMART nation through development of digital infrastructure, digital skills, ICT innovation andIndustry growth.
Honourable Muswere, was elected to Parliament in July 2018as the ZANU (PF) Member of Parliament for Makoni West constituency. In September 2018, His Excellency, President E.D. Mnangagwaappointed him Deputy Minister of ICT, Postal and Courier Services in the Government of Zimbabwe.
Honourable Muswerebrings a vast and diverse experience gained over many years working in the mining, construction and manufacturingsectorsand more importantly in the realm of ICT. Before his ministerial appointment, he served as a Business and Investment Consultant, General Manager for Coal Brick Mine, General Manager for Pacstar Cement and Concrete and Head of Training, Business development and Technical for Hwange Coal Gasification Company.
Honourable Muswere holds several academic and professional qualifications, chief among them being a Doctorate degree in Strategic Management and Business Leadership and a Masters Degree in Business Administration with a major in international trade. He is a Qualified and certified Associate of the Institute of Personnel Management of Zimbabwe (IPMZ). Currently he is studying for a PhD in Development Studies, majoring in Information Communication Technology.
In his spare time he does Karate and also enjoys playing Chess.


H.E. Mr. Sattar Hashemi

H.E. Sattar Hashemi was elected Deputy of Technology and Innovation for the Ministry of ICT in May 2019. He obtained his PhD in 2008 from Iran University of Science and Technology and Monash University of Australia. Before that, he was an active member of Management development council at Iran Information Technology Organization (since 2017), chairman of Business Transformation and Enterprise Architecture Committee at Telecommunication Infrastructure Company (TIC) of Iran (2017-2018), member of TIC Security Committee (since 2017), member of the Supervisory Board of Management Development at TIC (since 2017), member of e-Government and Smart Organization Committee (since 2017), head of the working group for studying, reviewing and analyzing the productivity indicators of the infrastructure telecommunication company (2017-2019), member of the e-Government and Intelligence Committee of the Ministry of Communications and Information Technology (2017-2019).

Dr. Jacek Oko
Dr. Jacek Oko President Office of Electronic Communications (UKE), Poland

Jacek Oko, PhD, is the new President of UKE. He is a graduate of and a long-time researcher at the Wrocław University of Science and Technology, as well as an experienced manager in the telecommunications industry.
For many years, he combined didactic work with managerial positions at the IT Department of the Wrocław University of Science and Technology and the Wroclaw Centre for Networking and Supercomputing. He also has extensive experience in business - he was in charge of departments responsible for technology and data transmission in telecoms companies, including Telefonia Lokalna S.A. and Telefonia DIALOG S.A.
Professional interests of the new President of UKE focus on technical, business and legal aspects of telecommunications services and ICT networks, Internet development, convergence of telecommunications, IT and media, as well as on information society problems.
In his career, he led, among others, the projects on "Cybersecurity for the economy of the future", "Specialized Polish Scientific Infrastructure for Research Laboratories (SPIN-LAB)" and "Cloud Computing - new technologies in the didactic offer of the Wrocław University of Science and Technology". He is an author of numerous scientific publications.
He has a doctor’s degree in electronic engineering with specialty in telecommunications. He completed a project management course at The George Washington University School of Business and Public Management.


Dr. Salma Abbasi
Dr. Salma Abbasi Chairperson and CEO eWorldwide Group

Dr. Salma Abbasi is a technologist, philanthropist and social activist, with a proven track record as a visionary leader with dynamic drive and positive energy, she motivates both, professionals and the civil society. She is the CEO, eWorldwide Group, an international social enterprise focusing on innovation, sustainable development and holistic inclusion of marginalised communities, both at the strategic and tactical level. A former Senior Vice President and Chief Quality Officer, Lucent Technologies, she has over 35 years’ experience in the field of technology, innovation, customer centric design and policy development.

As Chairperson of the eWorldwide Group, Dr. Abbasi is using her vast international experience and knowledge, along with her global network to create resilient and safe inclusive digital economies and society, leveraging best practices to develop unique multi-sector, multi-stakeholder engagement partnerships and models. She has successfully created a series of strategies and initiatives that disrupt, integrate and reform policies to promote innovative technologies such as AIS, Big data and blockchain, along with driving ethical standardisation for prevailing technologies, data privacy, trust and security to focus on ‘win-win’ scenarios for social good. This is laying the foundations for sustainable digital economies, particularly for rural and marginalised communities. She advocates that the only way to develop a truly resilient and inclusive digital economy is to engage and equip local communities, particularly women and youth, along with SMEs, MSME’s and the informal sector with holistic capabilities to promote entrepreneurship, digital proficiency, cyber resilience, innovation to drive financial inclusion and build inclusive sustainable societies. She is also creatively blending fintech with Islamic financing principles to fast track the Sustainable Development Goals (SDGs). This is directly benefiting local economies resulting in sustainable socio-economic development, harmonized within the local context, disrupting local power structures to ensure greater equity and survivability for women and young girls at the grass roots.


Ms. Clarisse Iribagiza
Ms. Clarisse Iribagiza Founder and CEO HeHe

From an early age, Clarisse had an affinity for technology and loved problem solving. It was during her Computer Engineering degree at the University of Rwanda’s College of Science and Technology that the nexus of these two passions would give birth to HeHe, launched out of an MIT-run incubation program she was privileged to be a part of in 2010 at the age of 22. Driven by the vision to digitize Africa’s supply chains to match demand and supply, HeHe (which means “where” in Kinyarwanda) enables businesses to reach their customers more efficiently by offering their products and services on demand. HeHe is now the largest e-commerce business in Rwanda, digitizing over 150 businesses, 60% of which are female-led and serving 2 million consumers while focusing on logistics and the last mile. HeHe launched a Research and Innovation lab in 2014 with an award-winning annual Fellowship intended to groom the next generation of problem solvers by exposing them to the realities of emerging technologies and their applications, through hands-on training in relevant technology fields, critical thinking and leadership skills, while inspiring them to be at the forefront of the continent’s development. Close to 500 young people have benefited from this program, 69% being female.
 
For her work, Clarisse has won several accolades including Forbes 30 under 30 for 2015 and 2016. She was one of the “20 movers and shakers of Africa” named at the continent CEO Summit in 2012 and the following year Jeannette Kagame, the First Lady of Rwanda recognized her as one of the Imbuto Foundation’s “Celebrating Young Rwandan Achievers”. In 2017 she was named as one of OkayAfrica’s 100 Women. Clarisse sits on the African Development Bank’s Presidential Youth Advisory Group. Fun fact, she was the winner of the East African entrepreneur reality-TV show Inspire Africa in 2012!

Since 2019, Clarisse has been one of the eTrade for Women Advocates nominated by the United Nations Conference on Trade and Development to advance women empowerment in the digital economy.
