The Thematic Workshop entitled “Round Table on Cyberlaw, Cybercrime & Cybersecurity” aims to examine the current developments in the area of Cyberlaw, Cybercrime & Cybersecurity as well as connected legal and policy issues during the Coronavirus times. With increasing cybercrimes and growing cyber security breaches, more and more countries are increasingly coming up with new cyber security legislations and policies which have a direct impact upon all stakeholders. The advent of Internet of Things, Artificial Intelligence and Blockchains and increasing cyber security breaches means that various legal, policy and regulatory concerning the Internet of Things, Artificial Intelligence and Blockchains need to be appropriately addressed.

The International Conference on Cyberlaw, Cybercrime & Cybersecurity as also Round Table on Cyberlaw, Cybercrime and Cybersecurity are based on unique interactive format wherein the cutting-edge developments concerning Cyberlaw, Cybercrime & Cybersecurity as also emerging technologies on Cyberspace are appropriately discussed and debated with the regional and national governments, officials, corporates, academia and other respective stakeholders.

The said Round Table would examine the cutting-edge issues concerning Cyberlaw, Cybercrime & Cybersecurity. The Round Table would inform the discussions at the Virtual International Conference on Cyberlaw, Cybercrime & Cybersecurity 2021 and also will give details about the Outcome Document of the Virtual International Conference on Cyberlaw, Cybercrime & Cybersecurity 2020 and further give details about the cutting-edge challenges that countries across the world are facing. 

This Thematic Workshop will also look at the emerging global trends in the context of Cyberlaw, Cybercrime, Cyber Security and Cyber Security Law and what further needs to be done to strengthen the cyber ecosystem.

In this Thematic Workshop, the main objective would be to create more awareness amongst different stakeholders about the emerging developments that have taken place, ever since COVID-19 in the digital and electronic ecosystem.

Further, it has been noticed that Covid-19 has brought forward distinctive new challenges, which have tremendous impact on all human activities and endeavours. 

Cyberspace has distinctly been impacted due to the advent of Coronavirus.  Further, with organizations and companies increasingly being forced to adopt Work From Home as a default option, they are beginning to face legal problems and challenges. 

With more than a billion people having been forced to be in homes during National Lockdowns, Coronavirus age has got diverse responses from different governments across the world.

Different legal provisions have been made in different parts of the world. These increasing new developments in Coronavirus age indicates the advent of a changing World Order.

The present Workshop would also discuss about the irreversible changes that are happening in the COVID-19 times in the context of Cyberlaw, Cybercrime & Cybersecurity.

Dr. Pavan Duggal, in association with International Telecommunications Union, conducted two Training cum Sensitization Programmes for the elected Judges and Officers of the International Court of Justice (ICJ) at The Hague, Netherlands on 23rd May, 2019.

As an internationally renowned Cyber law and Cyber security subject expert, at the world stage during the High-Level Policy Statement delivered by him at the World Summit on Information Society (WSIS) organized by the International Telecommunications Union (ITU), UNESCO, UNCTAD & UNDP in Geneva, Switzerland from 25th May – 29th May, 2015. Pavan Duggal has recommended the need for coming up with an International Convention on Cyberlaw &Cyber Security.

He has been associated with UNESCO on various legal and policy issues concerning cyberspace.

As a thought leader, Dr. Duggal has suggested that India requires a new legislation that is wholly dedicated to cyber security.

Dr Duggal has been the Member of the Public Interest Registry’s.Org Advisory Council. He is a member of ICT policy and governance working group of the UNICT taskforce. He has been invited to be an Associated Fellow of the Centre for Asia Pacific Technology Law and Policy (CAPTEL) at Singapore. Dr. Duggal is a member of Multi – Stakeholder Steering Group of the Asia Pacific Region Internet Governance Forum (APRIGF).

He heads his niche law firm Pavan Duggal Associates, which has practice areas, amongst others, in Cyber Law, Business Process Outsourcing Law, Intellectual Property Rights and Information Technology Law, Information Security Law, Defence, Biotech and Corporate Law.

While he has been a member of the Nominating Committee, Membership Advisory Committee and Membership Implementation Task Force of ICANN, Pavan is  the founder of the Cyber Law Association and is also the Founder-President, Cyberlaw India.

Some outstanding pioneering work in the field of BPO legal issues has resulted in his being a member of the BPO Steering Committee of ASSOCHAM. Today, he advises a number of BPO concerns on different legal issues relating to outsourcing. Pavan is the Co-Chairman of the Cyber Security Committee  of ASSOCHAM, was the Chairman of the Cyber Law Committee of ASSOCHAM and works closely with CII and FICCI.

Dr. Duggal is a regular on the lecture circuit. He has spoken at over 2000 Conferences, Seminars and Workshops in the last two decades, and has lectured extensively in select Law Colleges. Lt. Gen. Rajesh Pant

He is responsible for coordinating activities across multiple sectors in order to ensure the functioning of a secure and resilient cyber space in the country. He is leading cyber security strategy for India and is a well-known authority on the subject. Lt General (Dr) Rajesh Pant is a globally acclaimed infosec expert, who is currently holding the prestigious post of the National Cyber Security Coordinator at the National Security Council Secretariat of India.

The National Cyber Coordination Centre is a classified project of the Government of India, which functions as a cyber security as well as e-surveillance agency in India. The centre coordinates various sources and strands of cyber security intelligence and is instrumental in mitigating online threats. It is therefore an integral part of national security.

Academically also, Pant is an accomplished expert. He holds a doctoral (PhD) degree for his research in the domain of information security metrics. He also possesses an MPhil from Madras University, a Master of Management Studies degree from Osmania University, and an MTech from IIT Kharagpur.

Prior to his being appointed to the post of National Cyber Security Coordinator, Pant was the head of the Army’s cyber training for about three years. He has served in the Army Signals Corps for 41 years where he was thrice awarded by the President of India for distinguished service of the highest order. After his retirement, he was the chairman of a listed electronics company, a peer review member of National Assessment and Accreditation Council (NAAC, established in 1994 as an autonomous institution of the University Grants Commission), and a Governing Council member of The Institution of Electronics and Telecommunication Engineers (IETE, India).

Pant brings to the table an exciting mix of academic excellence, armed forces operations, corporate governance as well as cyber security knowledge. He is a much sought-after speaker at infosec and cybersecurity forums and loves to share his knowledge and insights.

Mrs. Kusum Duggal is the Vice Chancellor of Cyberlaw University, an internationally known Online University which is specifically dedicated to the study of Cyberlaw and related legal issues.

Mrs. Duggal is currently working hard to establish the University with a wider perspective. The honour of establishing University has been entrusted to her because of her passion to work endlessly and take the University to greater heights. She has compelling leadership qualities and has the knack of taking faculty alongwith her to put in their best. She has indeed an aura about herself that she touches hearts and inspires minds.

A distinguished academician and administrator, Mrs. Duggal started her career as a teacher in Delhi Public School of DPS Society, one of the prestigious societies in India in 1960. She is of the view that in the present scenario, there is a need for the teachers to be regularly updated and trained and motivated.  Mrs. Duggal believes that in today’s world, education has to be an ongoing phenomenon.  She is a strong believer of the thought process that the existing traditional education is good and will continue.  However, with the changing wings of today’s time and with transient new developments taking place, it is absolutely imperative for any person to keep on updating his knowledge and skills set up by constant education and professional developments. She has been contributing to the cause of uplifting the school education in India. Her thrust has been into generating responsible, confident and self-reliant students for a better world.

Mrs. Kusum Duggal is convent educated. She did her graduation from University of Delhi and Bachelors of Education (B.Ed) from Punjabi University topping in her college and was awarded “All Round Best Student Award” by the gracious hands of the then Governor of Punjab.  She further completed her Masters in History from Punjab University. She did Diploma in “Skills for Effective Teaching” and also “Administration and Supervision of Schools” from Maryland University, USA.

She served Delhi Public Schools Society in various capacities.  She was the President of the Thrift & Credit Society which gave loans to the various staff members.  She was member of the Delhi Public School Managing Committee for a number of years. She was Incharge of the Activities in managing various functions viz. International Dance Extravaganza with all the Embassy students participating. She served as a Principal in five schools. She was the Founder Principal of various schools – Delhi Public School, Ranipur and Delhi Public School, Navi Mumbai and Indraprastha International School, Dwarka, Delhi. She has also been the Principal of MDH International School, Janak Puri,  Delhi. She retired as the Director of JM International School, Dwarka, Delhi.

Mrs. Duggal is the celebrated author of books for children. She has written 18 books for school children on different subjects and she has her own publication house viz. Saakshar Publications.

As a speaker and with specialization in History, she has been invited by various educational institutions for lectures and discussions and talked about number of cutting-edge issues on education. She has participated in several international and national conferences, seminars and workshops on issues related to education. She has been associated with the Managing Committees of several schools in India. She was responsible for starting Student Exchange Programme with France and UK.

Her impeccable and proven track record as an able and visionary administrator has enabled her to excel in her leadership role. A fact acknowledged by many prestigious awards that she has been conferred with. Mrs. Duggal has been extensively decorated with various awards, honors and distinctions in her educational career spanning nearly five decades. She is the recipient of the awards, “All Round Best Student of the Year” in training college in 1959. An educationist who has distinguished reputation in starting new schools, Mrs. Duggal as an educationist, has relevant skill-sets to start new ventures. Saakshar Duggal, Youth Coordinator Center Against Cyber Bullying (CACB)

Saakshar Duggal is the Youth Coordinator of Center Against Cyber Bullying (CACB).  Saakshar has been working on cutting-edge areas pertaining to cyber bullying in particular and cybercrime in general and their prevalence amongst youth and teenagers.  He has addressed various students and children of different aspects of cyber bullying and connected legalities.

He addressed a session on cybercrime at the Asia Pacific Region Internet Governance Forum held from 3rd – 6th August, 2014 at Greater Noida, Uttar Pradesh, India.

Saakshar was a distinguished speaker at  the International Conference on Cyberlaw, Cybercrime & Cybersecurity 2014 held at New Delhi on 20th November, 2014, and spoke on  the subject of Cybercrime amongst youth.

Saakshar Duggal was a speaker the International Conference on Cyberlaw, Cybercrime & Cybersecurity 2015 which took place on 19th November, 2015 at New Delhi. He addressed the said Conference on the subject  Social Media, Children, Cyber Bullying  & New Challenges.

In addition, he also participated in the Round Table on Cyberlaw, Cybercrime & Cybersecurity, held on 27th May, 2016 at New Delhi.

Saakshar Duggal was an eminent youth speaker on the subject Cyber Bullying at the International Conference on Cyberlaw, Cybercrime & Cybersecurity 2016 which took place on 17th & 18th November, 2016 at New Delhi.

Saakshar Duggal was a distinguished speaker at the Thematic Workshop entitled “Cyberlaw, Cyber Security Law, Internet of Things and Emerging Global Trends” held on 12th June, 2017 during the ITU WSIS Forum 2017 at Geneva, Switzerland, hosted by International Telecommunications Union, UNESCO, UNDP, UNCTAD, UNICEF. He spoke on the emerging challenges concerning cyber security and cybercrime being faced by the youth of the world in general and India in particular.The said Thematic Workshop was organized by Pavan Duggal Associates, Advocates.

Saakshar was also a Speaker at the Session entitled “Protecting Children from Online Sexual Abuse and Related Perspectives”, Session entitled “Artificial Intelligence & Blockchain” and also Session entitled “Wearable Technologies & Protection of Intellectual Property Rights in Cyberspace” at the International Conference on Cyberlaw, Cybercrime & Cybersecurity 2017 which took place from 16th & 17th November, 2017 at New Delhi.

Saakshar Duggal was also a Speaker at 2018 & 2019 versions of the International Conference on Cyberlaw, Cybercrime & Cybersecurity held at New Delhi.

Saakshar also spoke at the Virtual International Conference on Cyberlaw, Cybercrime & Cybersecurity 2020.

Saakshar Duggal addressed the members of the Malaysian judiciary at the session on ground position of cybercrimes in India at the special one-day training on Special Cyber Court held at Kuala Lumpur, Malaysia in July, 2016.

Saakshar has given numerous talks in various schools in India on how children and teenagers can protect themselves from the ill-effect of cyber bullying. Saakshar also features in various TV programs on cyber bullying in different Indian TV channels.

Dr Spedding’s experience encompasses constitutional law, European law, copyright law, corporate advice, due diligence and corporate governance, joint ventures, Reputation Risk management, project finance, drafting contracts and agreements, consultancy agreements and technology transfer.
Based in London, she specialises as an independent legal adviser in international law.  She has advised on sustainability, including environmental and energy policies, CSR and corporate responsibility over many years to enable organisations to integrate these concepts to improve performance within the organisations and achieve a sound reputation.  This has included drafting policies on preventing economic crime and other risk management priorities in today’s technology driven world. Dr. Spedding has extensive experience in and knowledge of international and comparative developed and developing regulatory regimes. She has assisted with particular regulatory drafting needs, as well as implementation and enforcement aspects in various jurisdictions.


For many years Dr Spedding has been concerned with key aspects of gender empowerment and fairness and founded women in law and women in law international with this in mind and to offer a platform for this debate, as well as to make positive change internationally.  Her participation in this debate has enabled a unique understanding of the issues and concerns in differing jurisdictions and she is passionate about enabling individuals to realise their potential as far as possible through positive action and collaboration.
Having qualified as one of the youngest female English solicitors she has always considered it to be a privilege to serve as a member of the legal profession and to contribute to the development of the law and the way in which lawyers practice. In particular legal practice, the exchange of information in different jurisdictions and the comparison of professional issues have been of interest to her.

After many years of practice as a member of the Legal Profession and an international lawyer, at the beginning of the new Millenium Dr Spedding considered it to be timely to integrate the key aspects of her skills and career and to contribute in a specific manner to the way in which lawyers practice. The Women in Law project was conceived in 2002 – and launched in 2003 – having regard to the:
​advances made in technology (IT) over this period;
global service provided by the legal profession;
importance of interaction and proper communication between colleagues;
value of equal opportunity in today’s world; and
need for life work balance in the practice of the law.


Bearing in mind the trend in favour of increasing numbers of female entrants into the profession and vast scope of legal and related services globally this initiative is very important. Dr Spedding has been concerned with developments in the law and the legal profession since she qualified in 1975 (becoming a member of the Law Society in 1976). Her doctorate (1984) was entitled “Freedom of Movement of the Legal Profession” and addresses the rights to practice as a lawyer on a temporary (services) or permanent (establishment) basis in different jurisdictions in the European Community (EEC). Her interest in this area continued through her practical experience of working in the Legal Service of the European Commission in Brussels, as well as with  – or consultant to – law firms in the UK, USA, India and many other jurisdictions. She remains an adviser to both public and private sector organisations, including law firms, and has extensive international experience in the not for profit sector.
Her first book, “Transnational Legal Practice in the EEC and the USA” published in 1987, has become a primary reference source on the subject of transnational legal practice. Following her qualification in India in 1989 she produced a loose leaf practice service “International Professional Practice” that assessed and compared the rights of practice in multiple jurisdictions throughout the world. Dr Spedding has always been concerned with equal opportunity for members of the legal profession regardless of origin, race, belief, age or gender. Her core belief or value is that the individual should be allowed every opportunity to realise their potential as far as possible.
