Digital Economy and Trade

Technology is supporting and changing how we organize our governing systems, our economies, and our
cultures in unprecedented ways. There are several opportunities for partnerships and collaborations between countries and private sector stakeholders. Other opportunities exist for research and development, country to country mentoring-which will ensure that experiences are shared, and no country is left behind. Other opportunities include challenging the status quo and finding new ways to find solutions to old problems. This can lead to new business models and a growing ecosystem of new ventures. Opportunities also exist for creative models to build awareness and educate the general public. [1]

Maître Harouna Mamadou TOUREH, Ministre de la Communication de l’Economie numérique et de la Modernisation de l’Administration, sortant de l’Ecole Nationale d’Administration (ENA) et diplômé en Finance islamique de Dakar et de Malaisie, est avant tout un avocat d’affaires avec plus de 36 ans d’expérience Axée essentiellement sur : Les affaires commerciales, minières, civiles et sociales.
Son efficacité et sa loyauté lui ont valu la confiance des plus importantes représentations diplomatiques et consulaires au Mali ; de nombreuses sociétés commerciales et minières, maliennes et étrangères ainsi que des Organisations Gouvernementales et non Gouvernementales étrangères ayant leur siège social à Bamako.
En plus de son titre d’avocat de grande envergure, Maitre Harouna Toureh est aussi, un  ancien membre du CSA (Comité de Suivi de l’Accord pour la Paix) et de la Commission Nationale pour la Réforme du Secteur de la Sécurité (CNRSS). 
Fondateur de l’association ‘’ 22 Septembre 1960’’ pour la promotion des idéaux et valeurs du Président Modibo KEITA et ses illustres compagnons, Maitre Harouna Toureh est un digne fils du RDA.

H.E. Ms. Eglė Markevičiūtė Vice Minister Ministry of the Economy and Innovation, Lithuania

Eglė Markevičiūtė is Vice-Minister of the Economy and Innovation since December 2020 overseeing such areas of activities as the state information resources, the development of information society, metrology, standardisation, the technology, innovation and space policy, the cooperation of business and science, and industrial development.

Before joining the Ministry of the Economy and Innovation, she was engaged in individual activities as a lobbyist, was a Policy and Public Relations Consultant, worked as Chief Official of the Economics and Investment at the Vilnius City Municipality Administration, was a Project Manager at the Lithuanian Free Market institute.

In 2016, she obtained Master of Political Sciences (Eastern Europe and Russia) at the Institute of International Relations and Political Science of the Vilnius University, and in 2012 graduated as a Bachelor of Political Science at the Institute of International Relations and Political Science of Vilnius University.


H.E. Dr. Baikuntha Aryal
H.E. Dr. Baikuntha Aryal Secretary Ministry of Communication and Information Technology, Nepal

Economist by education, Mr. Baikuntha Aryal has been serving for the Government of Nepal since January 1990. Since August 2021, he is serving as a Secretary at the Ministry of Communication and Information Technology. Prior to this he had served as the Secretary of Office of the Prime Minister and Council of Ministers, Ministry of Commerce and Supplies and Secretary of National Natural Resources and Fiscal Commission. In the Commerce and Supplies Secretary, he was instrumental in managing the supply system during the strict lockdown caused by COVID-19 pandemic. In his 18 months tenure in the Ministry, he initiated to rewrite the existing Transit Treaty between Nepal and India, facilitated export of Nepali products to the international markets, led development of trade infrastructure as well as led the bilateral trade negotiations with India, Bangladesh, Bhutan and the United States. 
Working in the Commission for nearly 20 months, he led the entire process of devising formula for fiscal transfers to province and local levels. Further he played a lead role to assist the Commission to devise the formula for distribution of royalties from natural resources to the province and local level.
After becoming the Joint Secretary in September 2009, he was deputed at the Ministry of Home Affairs for few weeks and then transferred to Office of the Prime Minister and Council of Ministers. While working in the Prime Minister's Office for nearly 20 months, he was instrumental to digitizing the official communication and document management. He was then transferred to Ministry of Finance, where he worked for six and half years with the responsibility of Economic Affairs and Policy Analysis Division, Economic Policy Analysis Division, Budget and Program Division and International Economic Cooperation Coordination Division. He was involved in various system reforms in the Ministry of Finance including introducing Line Ministry Budgetary Information System, Document Management System and Data Management for Public Expenditure Review.
As an Under Secretary, he served at the National Planning Commission for ten years from July 1999 to September 2009. He was heavily involved in Economic Analysis and responsible for sectors as Industry, Commerce, Supplies, Tourism and Water Resources among others. Prior to this, he was Section Officer in the various offices under Postal Services Department. 
Mr. Aryal has completed his PhD studies from Norwegian University of Life Sciences and Masters of Economics and Masters of Public Administration from Tribhuvan University and Masters of Development and Resource Economics from Agricultural University of Norway. 
In addition to his official responsibility, he has keen interests in the area of macroeconomics and resource economics.

Dr. Bernardo Calzadilla-Sarmiento Managing Director of the Directorate of Digitalization, Technology and Agri-Business, and Director of the Department of Digitalization, Technology and Innovation, at the United Nations Industrial Development Organization, UNIDO. 
 
Dr. Calzadilla has been Director for the Technical Assistance and Training at the International Organization for Standardization (ISO). As Director of the Department of Trade, Investment and Innovation, Dr. Calzadilla has been leading the work on quality and standards for trade facilitation, investment for sustainable development and innovation in the context of the fourth industrial revolution (4IR).
 
An experienced manager and global leader, managing 700 staff internationally, With more than 30 years of international experience in global development, his involvement includes working in Africa, Asia and Latin America. Dr. Calzadilla has held position in investment promotion, funds mobilization and social responsibility. Dr. Calzadilla holds a Master’s and Ph.D. degrees in Economics from the Vienna University of Economics and Business (Austria).
