H.E. Dr. Emilija Stojmenova Duh (WSIS Forum 2023 Chairperson) Minister Ministry of Digital Transformation, Slovenia.

Dr Emilija Stojmenova Duh completed her undergraduate and postgraduate studies at the Faculty of Electrical Engineering, Computer Science and Informatics of the University of Maribor. In the past, she managed the 4PDIH Digital Innovation Hub – a partnership between the Faculty of Electrical Engineering and the Association of Municipalities of Slovenia that raises awareness of the importance of digitalization, provides support in the development of digital knowledge and skills, and helps decision makers design appropriate digitalization policies. Her work in research and development focused on the use of new digital technologies for innovation in and the development of cities, villages and communities, digital innovation hubs, rural development and digital transformation. Dr Stojmenova Duh was the first President of IEEE’s "Women in Engineering Slovenia". She was also the first Slovenian woman representative at the Global Young Academy and a member of the European Research Area Working Group within ALLEA – All European Academies. She is strongly committed to increasing the number of young people studying engineering – especially women. She is author and co-author of a number of scientific and professional publications concerning digital transformation.

She is also a researcher and teacher. She coordinated the postgraduate courses “ICT: Internet, policies and society'' (National University of Tres de Febrero) and "Digital platforms and interconnected society" (National University of Avellaneda). She also directed the Workshop on Digital and Political Communication Strategies of the Master's Degree in Political and Institutional Communication of the Ortega y Gasset University Research Institute (Complutense University of Madrid).  In addition, she was in charge of the project on digital signature and digital management of judicial files in the Secretariat of Innovation of the Council of the Magistracy of the City of Buenos Aires, where she also directed the training team of the General Directorate of Informatics and Technology. In the private sector, she was in charge of the Communication and Development area of the i-ciudad Public Policy Institute and the Intercargo handling company.

HE Mohamed bin Thamer Al Kaabi was appointed as Minister of Transportation and Telecommunications in June 2022. He is responsible for regulating, developing and promoting the Transportation and Telecommunications sector in the Kingdom of Bahrain, as well as the postal services.  Prior to his appointment as Minister of Transportation and Telecommunications, Mohamed served as the Undersecretary of Civil Aviation Affairs from 2016 until 2022 and held several senior executive positions at Bahrain Airport Company. Mohamed has over 40 years experience in the aviation industry and holds a Masters degree in Business Administration from the University of Glamorgan, UK.

Excellence Madame Léocadie NDACAYISABA a été nommée Ministre par le décret n° 100/26/du18 novembre 2021 et Elle est en charge de mener la politique du Gouvernement du Burundi en matières des Télécoms/TIC, de la Communication, des médias et des Postes. Depuis sa prise de Fonction, Excellence Madame Léocadie NDACAYISABA a porté et fait aboutir auprès du Gouvernement et aux deux chambres du Parlement national le « Projet d’Appui aux Fondements de l’Economie Numérique au Burundi –PAFEN- » sous l’appui technique et financier de la Banque Mondiale : un projet phare qui va jeter les bases durables d’ Une société burundaise fondée sur la connaissance, une société de l’information, et une économie numérique compétitive appuyés sur l’accès universel et inclusif aux infrastructures large bandes. Excellence Madame Léocadie NDACAYISABA parle couramment le Kirundi, le Français, comprend et parle l’anglais et le swahili.

Mr. Pedro Lopes【R】 Secretary of State for Digital Economy Government of Cabo Verde

Pedro is known for organizing the first TEDx of Cabo Verde and for being the founder of Generation B-Bright, a youth empowerment organization. In 2017 he won the prize of “We are Cabo Verde - Best of the Year” in the category of Innovation and Entrepreneurship and was selected by the US Government to participate in the YALI Program. In 2018 he was selected by MIPAD as one of the Most Influential People in the World of Afro Descent in the world under 40 years old and was chosen by former President Obama to be part of the first leadership initiative of his Foundation in Africa – Obama Leaders. At the age of 31, he became the youngest member of the current Government of Cabo Verde by being appointed as Secretary of State for Innovation & TVET.  Pedro was also nominated in 2018 for the "Young World Politician of the Year" Award by One Young World and he was on the 2018 list of Apolitical of 100 Future Leaders: The World’s Most Influential Young People in Government. He designed the model for the creation of the Prime Minister's Youth Council and the innovation program "Cabo Verde Digital".

Since May 2022, Mr Kamalidini SOUEF has been appointed Minister of Posts, Telecommunications and Digital Economy, of his country the Union of the Comoros 🇰🇲, a sector in which profound reforms are being implemented under his leadership. Prior to his current position, Mr. SOUEF was from August 2021 to May 2022 Minister of Finance, Budget and the banking sector and in a short time he brought real positive changes in the field of Comorian finances. As a Customs and indirect tax professional, from June 2016 to August 2021, as Director General of Customs, he transformed Comorian customs and put that important Administration back on track for the development of his country, the Union of the Comoros. As Director General of Customs, he chaired the African Union (AU) Customs DG Committee from 2018-2019.

Dr Stelios Himonas is the Permanent Secretary of the Deputy Ministry of Research, Innovation and Digital Policy. He previously served as Permanent Secretary of the Ministry of Justice and Public Order, as well as Director of the Department of Electronic Communications and Director of Telecommunications at the Ministry of Communications and Works. From 2012 onwards, he has been appointed from the Council of Ministers as Digital Champion of the Republic of Cyprus, while having previously served as member of the Board of Directors of the Research and Innovation Foundation (then called Research Promotion Foundation), and the Cyprus Telecommunications Authority (Cyta).

 


Dr. Nele Leosk
Dr. Nele Leosk Ambassador-at-Large for Digital Affairs Ministry of Foreign Affairs, Estonia

Nele Leosk, PhD, serves as the Ambassador-at-Large for Digital Affairs at the Ministry of Foreign Affairs of Estonia, being responsible for the development and coordination of Estonia’s digital diplomacy.

Over the past twenty years, she has advised political and public sector leaders in digital governance and digital economy in more than forty countries in Central and Eastern Europe, South-Eastern Europe, Middle East, Central Asia, and Africa. Apart from government work, she has experienced the life of private sector, international and inter-governmental organisations such as the UNDP, OECD as well as academia.

As a promoter of an open and inclusive digital society, Nele is the member of the World Economic Forum’s Global Future Council on Technology Policy, GovStack lead for Estonia, Chair of the Digital Cooperation and Diplomacy Network, and member of several networks on women in tech. 

Nele holds a PhD in Political and Social Sciences from the European University Institute (EUI), Italy. She is a former Fulbright-Schuman grantee at the National Centre for Digital Government at the University of Massachusetts Amherst and at the Governance Lab at New York University, USA.

Il est Inspecteur Central du Trésor, diplômé de l’Ecole du Trésor de Noisiel en France, promotion Marie Curie 1994. Il est titulaire d’une Maîtrise en Finance Privée de l’Institut de Gestion, Université Omar BONGO à Libreville et d’un MBA en Finance de l’Université de Québec à Montréal et a été chargé de cours de gestion financière des collectivités locales à l’Institut de l’Economie des finances à Libreville.  

Monsieur Jean Pierre DOUKAGA KASSA a occupé plusieurs fonctions dans son corps de métiers :
-Trésorier de l’Assemblée Nationale
-Directeur de la dette Viagère
-Trésorier Provincial du haut-Ogooué

Enfin, avant son entrée au Gouvernement, Monsieur Jean Pierre DOUKAGA KASSA était député du 1er arrondissement de Tchibanga à l’Assemblée Nationale et Député membre de la Commission des finances au Parlement Panafricain en Afrique du Sud.

 


H.E.Mr. Ousman A. Bah
H.E. Mr. Ousman A. Bah Minister Ministry of Communications and Digital Economy, Gambia

Hon. Ousman A. Bah is the Minister of Communications and Digital Economy of the Republic of The Gambia. He was appointed in June 2022 following the policy direction to decouple the then Ministry of Information and Communication Infrastructure into two (2) stand alone Ministries of Information and Communications and Digital Economy with the latter spearheading the digital transformation agenda of the country. 
Hon. Bah comes with a wealth of academic training and more than 25 years of experience with major international companies and institutions based in the United States in the telecoms and tech related field.  His experience includes working in various executive positions with institutions such as the AT&T, Bank of America and Worldpay.  He also worked with PayU —a company in the Fintech Industry that is headquartered in San Francisco U.S. A., as a Global Relationship Executive, where he oversees up to twenty-two different countries around the globe, mostly located in some part of Europe, Latin America, South Africa, and Asia.  Furthermore, he has created and lead several start-ups in the Silicon Valley and upon his return to the Gambia.

 


Mr. Stefan Schnorr

Since December 2021, Stefan Schnorr has been a permanent state secretary at the German Federal Ministry for Digital and Transport. He is responsible for the Central Services, Budget and Shareholdings, Digital and Data Policy, Digital Connectivity as well as Aviation directorates-general.

Stefan Schnorr is a legal professional and began his career as an administrative judge in Trier, Rhineland-Palatinate. From 1994 to 2001, he worked for the Ministry of Justice of Rhineland-Palatinate in Mainz, serving as Head of Public Relations and Press Officer. In 2001, he moved to Berlin, joining the Representation of RhinelandPalatinate to the Federal Government and the European Union to become Deputy Director for Federal Affairs. From 2009 to 2010, he worked as the Head of the Representation of Lower Saxony to the Federal Government in Berlin.

In 2010, he became Director for Information Society and Media at the Federal Ministry for Economic Affairs and Technology, where he later served as Director for Budget, Staff, Organization and Information Technology (CIO) and IT Commissioner.

He was appointed Director-General for Political Staff and Policy Planning in 2011 before being appointed Director-General for IT, Communication and Postal Policies in 2013. In 2014, he became Director for Crafts, Commercial Law and Business Promotion, Education Policy and Liberal Professions at the Federal Ministry for Economic Affairs and Energy, where he also served as Director-General for Digital and Innovation Policy from 2015 to 2021.

Eliud O. Owalo is the Cabinet Secretary, Ministry of Information, Communication and the Digital Economy in Kenya. He worked as an Economist, Management Consultant and Strategy Expert between 2001 - 2022. Until his appointment as CS, Mr. Owalo was a practicing Managing Consultant at Eliud & Associates (E&A) Management Consultants, an International Management Consultancy and Training firm. He holds a BA Degree in Economics and Business Studies from Kenyatta University, an MBA Degree in Human Resource Management from the University of Nairobi and is currently a Doctor of Philosophy (PhD) Candidate in Strategic Management at the University of Nairobi. He is a Fellow of the Institute of Human Resource Management (FIHRM); Member of the Professional Trainers’ Association of Kenya (PTAK); and a former Director/Council Member of the Kenya School of Government (KSG). His lead consultancy assignments in both the Public and Private Sectors have focused mainly on Macro and Micro-Economics; Strategic Planning; Business Planning; Organizational Re-structuring; Job Evaluation and Pay Structure Architecture; Performance Management; Management of Strategic Change; Training Needs Assessment (T.N.A.); Organizational Design/Development; Executive Search, Selection and Placement (Recruitment); Human Resource Audit; Market Research/Surveys; and Feasibility Studies.

Eglė Markevičiūtė is Vice-Minister of the Economy and Innovation of the Republic of Lithuania responsible for innovation and the digital policy. E. Markevičiūtė holds BA and MA degrees in Political Science at the Institute of International Relations and Political Science of Vilnius University. Previously she worked as a lobbyist and policy and public relations consultant. Eglė Markevičiūtė is Vice-Minister of the Economy and Innovation of the Republic of Lithuania responsible for innovation and the digital policy. E. Markevičiūtė holds BA and MA degrees in Political Science at the Institute of International Relations and Political Science of Vilnius University. Previously she worked as a lobbyist and policy and public relations consultant.

Honourable Deepak Balgobin is an elected member of the constituency No. 9 (Flacq/Bon Accueil) following the general elections held on the 7th November 2019. He is currently the Minister of Information Technology, Communication and Innovation. 
Hon. Deepak Balgobin holds an MBA from Anglia Ruskin University, UK, a BSc (Hons) Tourism and Hospitality Management at the University of Technology, Mauritius and a Diploma in Hotel Management at Shatec, Singapore. 
Prior to being Minister of ICT, he held key positions in different organisations in the public as well as the private sector including chairman of the Mauritius Housing Company (MHC), director of the National Productivity and Competitiveness Council (NPCC) and a fruitful career in Tourism and Hospitality Management as director of Human Resources both locally and abroad.   
As a young Member of Parliament, Deepak Balgobin is also a strong advocate for community awareness. Born in Mare la Chaux, he dedicates most of his time in his constituency, while being active in social and cultural activities, and he is committed to work for a better Mauritius. 
The Minister is also a sports fan, in particular football. He speaks fluently Kreol Morisien, English, French, Hindi and Bhojpuri.

Secretary Ivan John E. Uy’s extensive career in public service spans over 30 years in the field of information and communications technology. He specializes in ICT and its impact on law, justice, and governmental institutions. He has years of experience leading agencies and organizations from the public and private sector, with a track record of achievements and milestones for the institutions that he directed. As Chairman of the Commission on Information and Communications Technology for the Philippine government, Secretary Uy oversaw the formulation of the Philippine Digital Strategy from 2011 to 2016. The Commission Covered national concerns on telecommunications, broadcasting, human resource development, eGovernance, postal reform, cybersecurity, data privacy, cyber services, business development, Business Process Outsourcing, and telemedicine among others. During his incumbency, the Philippines overtook India as the leading call center destination of the world. As Chief Information/Technology Officer of the Judicial Branch, he developed and managed all computerization projects of the entire Judiciary. He was the key person for ICT-enabled processes on the Judicial Reform where he introduced and implemented ICT-enabled platforms to significantly reduce corruption and inefficiency in the entire Judiciary. Appointed Secretary to the Department of Information and Communications Technology in June 2022, he has since been working towards improving Philippine e-governance, strengthening the nation’s cybersecurity initiatives to protect our citizens from cyber threats, and continuing the previous administration’s digital infrastructure buildup to provide widespread connectivity across the country.

 


Ms. Mashael Al Hammadi
Ms. Mashael Al Hammadi Acting Assistant Undersecretary of Government Information Technology Affairs Ministry of Communications and Information Technology, Qatar

Through her dedicated 20 years of hard work in the information technology (IT) and e-government sectors, Al Hammadi was distinguished with a high level of knowledge of IT strategies, business models, local culture, latest technical trends, and change in the organizational structure.
 Al Hammadi graduated from Qatar Leadership Centre (QLC) Program in 2015, and HEC-CTO Program in 2019. She has an MA in Executive Business Administration and a BA in Computer Science from the Arab Academy for Science, Technology and Maritime Transport, and she is currently studying for her PhD on the Impact of the Use of IT in Digital Government (Qatar as a Case). 
During her career, she held various leadership positions in IT departments across different government agencies, including the Ministry of Labor and the Ministry of Commerce and Industry, and accomplished several strategic projects in the country.
 Al Hammadi has also been an active board member of Qatar National Broadband Network (Qnbn), in addition to taking part in several high-profile committees, such as the e-Government Steering Committee. She is also a member of other internal ministry-level committees.

 


Ms. Maria Manuela Catrina

H.E. Maria-Manuela Catrina serves in the Romanian National Cyber Security Directorate as Deputy Director, Undersecretary of State. The National Cyber Security Directorate is the competent authority at the national level for the national civilian cyberspace, including the management of risks and cyber incidents. 

 

Ms. Maria Manuela Catrina has a background in mathematics and computer science, as well as extensive expertise in international relations and security. In the early 2000s she joined the high levels of government as Advisor for the Romanian Prime Minister, the path she continues in various positions in the Romanian Parliament and Government.

Ms. Catrina who was nominated among top 50 Women of Influence in Cyber-security in Europe is also a member in the Women4cyber Council since 2021. She is passionate about digital transformation, cyber security and promoting women in technology.

Between 2017 and 2019 as Secretary of State in the Ministry of Communications and Information Society, Ms. Catrina contributed to the complex preparations for Romania’s Presidency of the Council of the European Union. Her mandate includes broader aspects as well as more specialized areas of the Digital Agenda - such as cybersecurity, AI and robotics, also promoting women in tech. In addition to handling legislative files stemming from EU’s Digital Agenda within the Transport, Telecommunications and Energy Council, she also coordinates a number of high-level national groups tasked with ensuring the security and resilience of Romania’s IT and telecommunications infrastructure. 

She actively participates in various high-level UN specialized agencies activities, sharing and promoting the vision Romania has on information and communication technologies (ICTs).

Ms. Catrina is also the Director of the Ovidiu Sincai European School, an NGO that delivers the key political Leadership Programme in Romania for the last 16 years.

 


Hon. Paula Ingabire【R】
Hon. Paula Ingabire【R】 Minister Ministry of ICT & Innovation, Rwanda

Paula Ingabire is a Rwandan technology enthusiast, who currently serves as the Minister of ICT and Innovation in the Government of Rwanda. Prior to her appointment as Minister, she served as Head of the ICT Business Development Department at the Rwanda Development Board (RDB) where she led the implementation of National ICT programs notably eGovernment and Cyber Security; as well as the coordinator of the Kigali Innovation City Project, a flagship program of the Government designed to nurture and strengthen a Pan-African Innovation eco-system in Rwanda.  

Minister Ingabire coordinated the creation of Smart Africa, an initiative that seeks to leverage broadband infrastructure as a driver for Africa’s socio- economic growth.  

A graduate of the Massachusetts Institute of Technology’s School of Engineering & Sloan School of Management, in the System Design and Management program and holds a BS in Computer Engineering and Information Technology from the University of Rwanda; Paula was named in 2019 by Apolitical among the Top 20 of the World’s 100 most influential people in digital government. She serves on the Global Council of the World Summit Award Board of Directors, World Economic Forum Cyber Security Board, the Centre for the Fourth Industrial Revolution Global Network Advisory Board and the WEF Board of Trustees. Mustafa Y. SHEIK is the General Manager of the National Communications Authority of Somalia (NCA) since 19th November 2022. Prior to this nomination, he worked as the Deputy General Manager of the National Communications Authority of Somalia (NCA) and Member of the Board of the Directors,  Mr. Mustafa served as the Executive Director of the Somalia Network Information Centre (SONIC) - the registry operator of the Somalia .SO ccTLD - between 2018 – 2021. Mustafa worked also as a Senior Policy Advisor at the Ministry of communications and Technology between 2017-2018. With over 15 years’ experience in both private and public service management and leadership, Mustafa specialized in Internet governance, regulatory and policy analysis, privatization and competition economics. During his years of work, he participated at several specialized, workshops, meetings, forums and associations worldwide. Mr. Mustafa obtained MA in International Economics and Business from the Hochschule Furtwangen University -HFU- (Germany) and his Post-graduate Diploma in Internet Governance from the University of Malta (Malta). He graduated with a Bsc from the SIMAD University (Somalia).

His main interests and efforts is to upgrade Telecom, IT Policies, Regulations, Technical issues and Institutional development.

H.E. Chaiwut Thanakamanusorn was appointed as the Minister of Digital Economy and Society in March 2021. As the Minister of MDES, he focuses on five key policies driving towards a more inclusive, safe, resilient, efficient, and sustainable society which are 1. Developing digital infrastructures 2. Promoting e - government services and the National Digital Identification 3. Promoting 5G infrastructure 4. Building trusted digital environment and 5. Protecting people from engaging in online crimes. Prior to taking this position, he was the Executive Director of the Palang Pracharath Party. During 2009 – 2018, he served as an Executive at Gulf Energy Development Plc. H.E. Chaiwut Thanakamanusorn received his bachelor’s degree in Engineering, Chulalongkorn University, Thailand. He then pursued his first master’s degree in Economics from Chulalongkorn University and the second one in Engineering from University of Southern California, United States.

He started in 2006 his professional career as a High School teacher in his own town, Viqueque, prior to become a Lecturer at several higher national institutions, namely Institute Cristal, Dili University, UNITAL and later on at National University of TimorLeste (UNTL), where he lectured until 2016. From his little town Ossu, Viqueque, José Agustinho move to Dili where he felt in love with Ms. Merita Morais, whom he married in 2010, fathering four beloved kids, all living in Dili now. Like most young Timorese, he early became an activist against the occupation of his beloved country. After the 1999 Referendum, he joined Partido Democrata Cristão, and from 2002 to 2010 he was elected as Deputy Secretary-General of the Party.From 2011 to present he became the Secretary-General of Khunto’s Party, now member of the coalition government of Timor-Leste. Elected member of the National Parliament in 2017, and again in 2018 after the new elections, he was invited by the Prime-Minister to become the Minister of Transport and Communications, position that he committed to help transform and develop his country.

Recognized for his expertise in innovation and qualified by his rich international experience in the field of information and communication technologies, cybersecurity and cyber criminality, Dr.Ben Néji has been appointed in charge of the Ministry of Communication Technologies in Tunisia since August 2, 2021.

Ömer Fatih Sayan, PhD. was born in İstanbul in 1977. He received his Bachelor degree from the Electronics Engineering Department of İstanbul University Faculty of Engineering; Faculty of Law of Bahçeşehir University and Diplomatic Studies of Oxford University - St Antony’s School. He completed his Master’s Degree at Electrical and Electronics Engineering and Communications Engineering Department of Technical University of Munich and at Biomedical Engineering Department of İstanbul University Institute of Science and Technology. He also received his PhD on Biomedical Engineering at the İstanbul University Institute of Science and Technology.
Starting his career in İstanbul Metropolitan Municipality in 1995, Mr. Sayan worked in private companies in Turkey, Germany and USA in the fields of chip manufacturing, cell phone design and R&D after receiving his Bachelor’s Degree. He carried out studies in entrepreneurship by working under the initiative of Silicon Valley and he gave lectures on Information Law and New Trends in Informatics in many universities in Turkey and Germany. Ömer Fatih Sayan has given many lectures in conferences about research subjects and he has many articles published in scientific journals. He carried out his duty as Advisor to the Prime Minister and Chief Advisor to the Prime Minister between the years of 2007 and 2014.
He has worked as Information and Communications Technologies Authority (ICTA) Chairman from June 2015 to July 2018. He has been assigned as the Deputy Minister of the Ministry of Transport and Infrastructure on July 21, 2018.
He is married and father of three.
He speaks English, German and French.

Steve Lang has been the Deputy Assistant Secretary for International Information and Communications Policy since November 2022. Previously he served as the Minister-Counselor for Economic Affairs at U.S. Embassy Tokyo (2020-2022) and in the Bureau of Economic and Business Affairs’ Office of International Communication and Information Policy as Director of both the Office of Multilateral Affairs (2017-2018) and the Office of Bilateral and Regional Affairs (2015-2017).
From 2013 to 2015, Steve was the Political Counselor at the U.S. Embassy in Mexico City. Previously, he served as Deputy Director of the Office of Chinese and Mongolian Affairs at the Department of State (2011-2013) and as a Senior Analyst in the U.S. Trade Representative’s Office of Japan, Korea, and APEC Affairs (2010-2011). Prior tours include the U.S. Consulate-General in Guangzhou, China; the American Institute in Taiwan in Taipei; the Bureau of Western Hemisphere Affairs; the U.S. Embassy in Bangkok; and the U.S. Interests Section in Havana, Cuba.
Before joining the State Department, Steve worked as an economist for the Department of Labor and is a graduate of Georgetown University. He is married to Karin Lang and has two daughters.

Honourable Dr Jenfan Muswere assumed office as the Minister of Information Communication Technology, Postal and Courier Services in the Government of Zimbabwe in November 2019.  Before his ministerial appointment, he served as a Business and Investment Consultant, General Manager for Coal Brick Mine, General Manager for Pacstar Cement and Concrete and Head of Training, Business development and Technical for Hwange Coal Gasification Company. Honourable Muswere holds several academic and professional qualifications, chief among them ,Communication Technology and Doctorate  in Strategic Management and Business Leadership and a master’s degree in Business Administration with a major in international trade. He is a Qualified and certified Associate of the Institute of Personnel Management of Zimbabwe (IPMZ). 
His vision is  the transformation of Zimbabwe into a SMART nation through development of digital infrastructure, digital skills, ICT innovation and Industry growth.
