Best Practices and Challenges of Digital Solutions for Climate Change Adaptation and Energy Transition

This High-Level session will provide an opportunity for Mayors to present scalable best practices and challenges of digital solutions for climate change adaptation and energy transition.

 


Mr. Seizo Onoe (Opening Remarks)
Mr. Seizo Onoe (Opening Remarks) Director of the Telecommunication Standardization Bureau International Telecommunication Union (Switzerland)

Before his election as TSB Director by ITU Member States, he completed an over 30-year career with Japanese mobile operator NTT DOCOMO. In 2021, he became Executive Vice President and Chief Standardization Strategy Officer for the Nippon Telegraph and Telephone (NTT) Corporation and a Fellow of NTT DOCOMO, INC. From 2017, he served as NTT DOCOMO’s Chief Technology Architect and President of its subsidiary DOCOMO Technology. 

Between 2012 and 2017, he served as NTT DOCOMO’s Chief Technology Officer and Executive Vice President, a Member of the Board of Directors, and Managing Director of R&D Innovation Division. Earlier, he served as Senior Vice President and Managing Director of NTT DOCOMO’s R&D Strategy Department and Managing Director of the company’s Radio Network Development Department. 

As TSB Director, he heads the part of ITU responsible for the coordination of technical standards and collaborative standardization processes that enable the interconnection and interoperability of information and communication technologies (ICTs) worldwide. 

Mr Onoe is committed to facilitating open and inclusive standardization processes, along with promoting digital technologies to address global issues, building a new ecosystem that reflects evolving technologies, and strengthening cooperation and collaboration in ICT standardization worldwide. 

Known in the industry as “the father of LTE” (Long-Term Evolution), he helped upgrade the wireless broadband standard for mobile devices and networks. He now aims for global outreach to bridge standardization gaps, deliver the benefits of technology widely and speedily, and ensure meaningful and affordable broadband access for everyone. 


Amb. András Szörényi
Amb. Andràs Szörényi Senior Policy Advisor Geneva Cities Hub (Switzerland) Moderator

András Szörényi is senior policy advisor at Geneva Cities Hub where he works on issues like smart cities, digital transformation, urban health and climate change. Before that he worked in different diplomatic capacities in Brussels, covering EU affairs, Washington D.C. dealing with bilateral relations and in Geneva, working with the United Nations and other International Organizations. He has first-hand experience of negotiating in the European Union and the UN system as well as conceptualizing and implementing diplomatic initiatives on a wide variety of issues.

With a deep knowledge of international relations, he always focuses on new global developments and emerging challenges. He has a broad understanding of the engagement of non-state actors on multi-stakeholder platforms. He has been particularly interested in the increasing influence of non-state actors on the development of international relations since his Ph.D. research. Dr. Szörényi holds a DEA in Comparative Political Sciences from Sciences Po Paris and a Ph.D. in International Economics from Corvinus University, Budapest.


Ms. Jung Sook Park
Ms. Jung Sook Park 【R】 Secretary General World Smart Sustainable Cities Organization (WeGo), SOUTH KOREA Moderator

Prior to her appointment as Secretary-General of WeGO, Jung Sook Park has dedicated her career in the field of international cooperation. She served as the Korean Representative of the Global Alliance for Vaccines and Immunizations (GAVI) for ten years from 2009 to 2018, and she worked as a high-profile broadcaster as the host of morning news shows for major TV networks in Korea for over ten years from 1994 to 2004, as well as starring in “Jewel in the Palace,” one of the highest-rated TV dramas in the world. Since then, she has focused her career on education and research as a professor at Kyung Hee University and an adjunct professor of cultural diplomacy at the Institute of Foreign Affairs and National Security of the Ministry of Foreign Affairs of the Republic of Korea.

She served as the honorary ambassador for Korea International Cooperation Agency (KOICA), and the City of Seoul with a mission of increasing public awareness on Korea’s leading and responsible role in the international community. As a philanthropist, she is the Founder and Executive Director of the Multicultural Network & Hope Kids Korea, an NGO that provides education and mentoring for underprivileged children in Korea. Ms. Park is a graduate of Seoul Women’s University (BA), Columbia University’s School of International and Public Affairs (MIA), and Yonsei University’s School of Public Administration (MPA) in Korea. She was a visiting scholar and studied in a doctoral program at Keio University.


Mr. Oh Shin-hwan
Mr. Oh Se-hoon Mayor Seoul Metropolitan Government (South Korea)

Oh Se-hoon nim's career is large and varied in experience. He first started as an official member of the Korean National Assembly back in the year 2000. From then, he eventually became a member of the Supreme Council in the Grand National Party,  as well as a Chair in the Youth Committee. 

In 2006 he was first elected and further sworn as the 33rd Mayor of Seoul, capital city of the Republic of Korea. In 2010 he was once again elected as a Mayor of the capital and later on he contributed as a Special professor in the Graduate School of Public Policy in Hanyang University, as well as a Chair professor in the Graduate School of Management and Technology in Korea University, two of the most prestigious and among the top ten best universities of the country. 

His experience also brought him to become a City Advisor for Lima (Peru) and Kigali (Rwanda) while working at the Korea International Cooperation Agency (KOICA), a governmental organization for Official Development Assistance (ODA) to enhance the effectiveness of South Korea's grant aid programs for developing countries. 

Lastly, Oh Se-hoon nim has once again become elected and sworn as the latest 39th Mayor of Seoul in 2022.


Ms. Raphaelle Veronica "Raphy" Ortega-David
Ms. Raphaelle Veronica "Raphy" Ortega-David Governor Provice of La Union (Philippines)

Governor Raphaelle Veronica "Rafy" Ortega-David, 25 years old, hails from the City of San Fernando, La Union. Prior to being elected as the youngest and first lady Governor of the Province of La Union, she was a licensed commercial pilot and served as the LUVWI Chapter President of the City of San Fernando. She also served as a Volunteer Emergency Technician at the PDRRMO, and a Lifeguard.

The men in Gov. Rafy's life are her husband Kevin Louie C. David and their son Valentino Manuel O. David. Gov. Rafy is the third daughter of Immediate Past Governor Francisco Emmanuel "Pacoy" R. Ortega III and former Congresswoman Vini Nola A. Ortega. During her term, she will advocate for Women Empowerment, Youth Development, and the P.U.S.O Governance Agenda through La Union PROBINSYAnihan, the call to action of Gov. Rafy for every person to unite and work together to achieve a Stronger La Union, a province worth living in.


Mr. Syenkevych Oleksandr
Mr. Syenkevych Oleksandr 【R】 Mayor City of Mykolaiv (Ukraine)

Syenkevych Oleksandr was born on February, 4, 1982 in Mykolaiv.

He has two higher educations. In 2004 he graduated from Mykolaiv State University named after Petro Mohyla, and in 2007 – from Educational-scientific complex «Institute for applied system analysis» of the National technical University of Ukraine «Kyiv polytechnical institute».

His labour activity he started on December 2002, while being a lecturer in Mykolaiv branch of the private enterprise «Computer academy «SHAG».

From June, 3, 2005 till November, 2015 he has been working in «Quadrologic» LLC. First he took up the post of engineer-programmer. From September, 2005 till December, 2006 he was personnel and communal services director. On December 2006 he became the head of «Quadrologic» LLC. He has been working as the head of this enterprise till November 2015. 

In 2014 in order to take an active part in Mykolaiv city life he founded a public organization «Golos gromady».

On November, 24, 2015 he was elected as Mykolaiv City Mayor.

Syenkevych Oleksandr is the youngest mayor of the regional centre of Ukraine. On November 22, 2020 he was elected as Mykolaiv City Mayor for the second time.

H.E. Mr. Febrian Ruddyard Ambassador Extraordinary and Plenipotentiary, Permanent Representative Permanent Mission of the Republic of Indonesia to the United Nations Office and other international organizations in Geneva, Indonesia

Ambassador Febrian Alphyanto Ruddyard has been serving as Permanent Representative of the Republic of Indonesia to the United Nations, the World Trade Organization, and other international organizations in Geneva since December 2021.
Before his appointment in Geneva, Mr. Ruddyard served as Deputy Minister for Multilateral Cooperation at the Ministry of Foreign Affairs of the Republic of Indonesia in Jakarta from 2017 – 2021. During this period, he was appointed as the Governor of the Common Fund for Commodities (CFC), the Co-Chair of the Global Counter-Terrorism Forum (GCTF) Countering Violent Extremism Working Group (CVE WG), and Co-Chair of the Senior Official Meeting (SOM) of the Bali Process.
Ambassador Ruddyard joined the Indonesian diplomatic corps in 1990 and has a long record of working in various areas of issues and positions. Among others are Director for Middle East Affairs (2013-2014) and Director for International Security and Disarmament Affairs (2010-2013).
From 2015 to 2017, Mr. Ruddyard served as the Deputy Chief of Mission at Indonesian Embassy in Vienna. His diplomatic assignment includes the Indonesian Permanent Mission to the United Nations in New York, Indonesian Embassy in Canberra, and Riyadh. Mr. Ruddyard also served as the Coordinator of the Non-Aligned Movement (NAM) on Disarmament Affairs in New York from 2007-2010.
Ambassador Ruddyard holds a Master of Arts in International Studies from the University of Birmingham. He is married with three sons.

 


Ms. Dorothy Kisaka

Dorothy Kisaka is the Executive Director at Kampala Capital City Authority, KCCA, providing strategic leadership for Uganda’s Capital City. She has served as Senior Governance Advisor to the Prime Minister of Uganda, Deputy Head of the Prime Minister's Delivery Unit, and Administrator to the National Response Fund to COVID-19 in Commissioner at the NRM Electoral Commission

She is a family law specialist and a strong advocate for the placement of abandoned children in families.
Dorothy Kisaka is the founder of Destiny Leadership School and mentors leaders worldwide as visiting international faculty.
She is the Board Chairman for Development Associates International, DAI, member of the Board of Trustees for Haggai International, representing Africa. Dorothy Kisaka lives in Kampala Uganda with her husband and children.

Mr. Rodoplhe Barbaroux Coordinator of Sustainable Development Goals Evian (France)

Rodolphe Barbaroux is special advisor to the mayor of Evian, Josiane Lei, on sustainable development and represents her for this WSIS forum. The town of Evian, a small town of less than 10,000 inhabitants, is dynamic and attractive on the national and international scene. With reference to the 17 sustainable development goals, the Mayor wishes to stimulate and deploy all public policies through this prism. Reward of the Legion of Honor and collaborating with the french Ministry of Ecological Transition for the 2030 Agenda, Josiane Lei, in the continuity of her daily commitment, is rapporteur for the Forum of Mayors at the UN . She was also part of the 2022 French delegation for the UN High Level Political Forum in New York. Its objective is to position Evian as a territory demonstrating social and environmental added value through the involvement of all stakeholders.

Rodolphe Barbaroux est conseiller spécial du maire d'Evian, Josiane Lei, sur le développement durable et la représente pour ce forum WSIS. La ville d'Evian, petite ville de moins de 10 000 habitants, est dynamique et attractive sur la scène nationale et internationale. En référence aux 17 objectifs de développement durable, Madame le Maire souhaite stimuler et déployer toutes les politiques publiques à travers ce prisme. Récompensée de la Légion d'Honneur et collaborant avec le Ministère de la Transition Ecologique pour l'Agenda 2030, Josiane Lei, dans la continuité de son engagement quotidien, est rapporteure du Forum des Maires à l'ONU. Elle a également fait partie de la délégation française 2022 pour le Forum politique de haut niveau de l'ONU à New York. Son objectif est de positionner Evian comme un territoire démontrant une plus-value sociale et environnementale par l'implication de toutes les parties prenantes.
