The Knowledge Café is a dynamic and interactive space designed to facilitate collaborative discussions and the exchange of ideas among participants seated around round tables. While these discussions will address various topics, the primary objective is to share insights and perspectives to shape the trajectory of digital cooperation. With a focus on the two-decade span of the WSIS framework, this session not only celebrates its achievements but also explores its evolution in response to rapid technological advancements. Furthermore, this session will highlight the envisioning of the future of WSIS alongside the forthcoming Global Digital Cooperation (GDC) and Summit of the Future. Within this context of evolving global digital governance and collaboration, the WSIS+20 Visioning Challenge – WSIS towards the Summit of the Future/GDC and beyond Knowledge Café aims to facilitate discussion to ensure a sustainable and inclusive digital future.

Mr. Jorge Cancio
Mr. Jorge Cancio Deputy Director of International Relations Federal Office of Communications (OFCOM), Switzerland

Mr. Jorge Cancio is Deputy Director of International Relations at the Federal Office of Communications (OFCOM), Switzerland. 

As such he has strategic, managerial and coordination duties and represents Switzerland in a number of international fora, and processes related to Internet Governance, digital cooperation, data governance and artificial intelligence. In this regard, Mr. Cancio notably participates in UN, WSIS and GDC processes, UN Commission on Science and Technology for Development (CSTD), UN IGF, Council of Europe, European Union High Level Group on Internet Governance, the UN Roadmap for Digital Cooperation and follow-up work, the Geneva Internet Platform, the Swiss IGF or the Governmental Advisory Committee (GAC) to the Internet Corporation for Assigned Names and Numbers (ICANN).

Prior joining OFCOM in 2015, Mr. Cancio held different senior policy advisor positions within the Spanish Administration, in the fields of Copyright, Internet Law and Policy, including Internet intermediary liability, Open Data, Internet Governance, and Telecommunications. He holds a law degree from the Universidad Autónoma de Madrid as well as an LL.M. from the Benjamin N. Cardozo Law School, New York. Mr. Cancio is fluent in Spanish, English and German, and has a working knowledge of French.

Ms. Cynthia Lesufi
Ms. Cynthia Lesufi ITU Council Working Group WSIS& SDG Chair South African Mission to the UN Office and other International Organizations, South Africa

Cynthia Lesufi is the Minister Counsellor representing the South African Mission to the UN Office and other International Organizations. She is a law graduate with a master’s in ICT policy and regulation. 

Cynthia is the chairperson of the ITU Council Working Group WSIS & SDG. She is a seasoned policy and regulatory expert with over 15 years of experience in the Information and Communications Technology (ICT) sector.

Ms Lesufi has had the privilege of being a key member of national delegations to supra-national conferences of the Southern African Development Community (SADC), African Telecommunications Union (ATU), United Nations (UN), and International Telecommunications Union (ITU). Her active participation and leadership in the preparations of contribution documents, such as South African position papers for developing a global policy framework on emerging technologies, highlight her proactive involvement in shaping global ICT policies. She has also been a panellist for the WISIS Forum 22 session on ICT access and Affordability in Developing Countries for Digital Inclusion, further demonstrating her commitment to digital inclusion.

Mr. Konstantinos Komaitis
Dr. Konstantinos Komaitis Senior Resident Fellow, Tech and Democracy Initiative Atlantic Council

Konstantinos Komaitis is a nonresident fellow with the Democracy + Tech Initiative of the Atlantic Council’s Digital Forensic Research Lab. He is also a veteran of developing and analyzing internet policy to ensure an open and global internet. 

Komaitis has spent ten years in active policy development and strategy as a senior director at the Internet Society, where he led a series of projects, including the Internet Assigned Numbers Authority transition. Before joining the Internet Society, he spent seven years as a senior lecturer at the University of Strathclyde in Glasgow where he was researching and teaching internet policy, with particular focus on internet governance, intellectual property, trade, and cybersecurity.

Komaitis has worked for the New York Times and provided strategic advice to a variety of companies and international organizations on internet governance and public-policy issues. Komaitis is a public speaker having spoken at several events worldwide, including TedX, and has written for various outlets and organizations including Politico, the Atlantic Council, Brookings, Slate, TechDirt, EuroActiv. He holds two master’s degrees and a doctorate, and he is the author of a book on domain name regulation. He sits on the board of IP Justice, a San Francisco-based nongovernmental organization, and he also co-hosts the Internet of Humans podcast.


Mr. Deniz Suzar

Deniz Susar is a Governance and Public Administration Officer, Digital Government Branch, Division for Public Institutions and Digital Government is a Governance and Public Administration Officer at the Division for Public Institutions and Digital Government of UNDESA. Deniz’s main work areas include digital government and preparation of the biannual UNDESA flagship publication ‘United Nations E-Government Survey'. As part of his current role, he also supports the Internet Governance Forum (IGF). His main research areas include e-government, open government, citizen engagement, internet governance, artificial intelligence and other frontier technologies and open government data. Deniz holds a Master Degree on International Political Economy and Development from Fordham University, New York, United States and a Computer Engineering degree from the Bosphorus University of Istanbul, Turkiye.

Ms. Radka Sibille
Ms. Radka Sibille Digital Affairs Officer EU Delegation to the UN in Geneva

Radka Sibille works in the EU Delegation to the UN in Geneva as an advisor on digital issues in relation to multilateral and multi-stakeholder fora and processes. She is an experienced diplomat and foreign policy expert, with more than 15 years of work in international relations. Prior to this position, Radka served as Head of Economic and Development Section in the Czech Embassy in Peru, human rights expert at the EU Delegation to the UN in Geneva, and counsellor at the Czech Permanent Representation to the EU in Brussels. Radka has a Master degree from the Ecole Nationale d’Administration in Strasbourg and the University of Economics and Business in Prague.

Mr. Nigel Hickson
Mr. Nigel Hickson Head Internet Governance Policy Department for Science, Innovation and Technology, United Kingdom

Nigel graduated from City University (London) in 1980 and joined the UK Department of Trade and Industry (DTI). He worked in various roles including heading a team addressing Information Security which drafted BS 7799 a standard on Information Security which became an ISO Standard. He worked for four years for the Government of Bermuda from 2001, and from 2004 led a team in DTI working on Internet policy issues.

In 2012 he joined ICANN to head up their Europe Engagement team in Brussels. After working for the Government Engagement team in Geneva he left ICANN in 2020 and returned to the UK Government. He currently heads a team on Internet Governance in DSIT and is the UK GAC representative on ICANN.
