This Leaders TalkX session will delve into the necessity of infusing universally held values and ethical dimensions into the digital. The discussion will focus on the collective responsibility of all stakeholders to foster an Information Society that champions the common good, safeguards privacy, and actively combats abusive and discriminatory behaviors enabled by digital technologies.

The High-Level panel of speakers will highlight the importance of awareness and education in the use of digital technologiesand discuss the implementation of laws and preventive measures to ensure a respectful, secure digital environment. The session calls upon all stakeholders from government, private sector, technical community, academia and other relevant stakeholders to work towards developing ethical dimensions of ICTs, underpinning the pursuit of a just and peaceful digital future.

Ms. Jennifer Chung
Ms. Jennifer Chung Director of Corporate Knowledge DotAsia Organisation Moderator

Jennifer Chung is the Director of Corporate Knowledge for DotAsia Organisation. She represents .Asia Registry at ICANN and is a GNSO councilor for the RySG. She headed the ICG Secretariat that oversaw the IANA stewardship transfer from the US government to the global multistakeholder community.

Ms. Chung was appointed to the IGF MAG (2018-2020), and the 2022 Expert Working Group that developed recommendations on strengthening the IGF. She heads the IGFSA Secretariat which provides support to the IGF and grants seed funding to National, Regional and Youth Initiatives. She serves in the Asia Pacific Regional IGF Secretariat and works towards amplifying Asia Pacific contributions on Internet governance.

Ms. Chung is on the ISIF .asia Selection Committee that awards grants for research and technical solutions supporting Internet development in Asia Pacific. She works on Internationalized Domain Names policies and supports efforts to achieve Universal Acceptance, a foundational requirement for a multilingual Internet

H.E. Mr. Hubert Vargas Picado
H.E. Mr. Hubert Vargas Picado Vice Minister of Telecommunications Ministry of Science, Technology and Telecommunications, Costa Rica Remote Panellist

Hubert Vargas has studied Economics and Law at the University of Costa Rica, he has a Bachelor's Degree in Commerce and International Business from the National University and a Master's Degree in Commerce and International Markets from the LEAD University.

Prior to his appointment as Vice Minister, he served as Director of the Office of the Ministry of Foreign Trade of Costa Rica, where he performed the functions of institutional articulator, point of contact for legislative affairs, management of internal teams and facilitator for the planning and execution of public policies. in coordination with PROCOMER (Costa Rica Foreign Trade Promoter).

He has also served as senior strategic sourcing manager for Alphabet at GEP Worldwide, where he coordinated projects for Google's supply chain in areas such as: construction of facilities (mainly data centers), equipment of high-tech facilities, professional services ( consulting) and finance. Additionally, he was an advisor at CATRADE Consulting Group and Cuestamoras Urbanismo, and at the beginning of his career he worked at the Trade Defense Office of the Ministry of Economy, Industry and Commerce.

As dictated by his experience, Hubert Vargas is an international business professional specialized in project management, process design, planning, regulatory affairs, regulatory compliance, market intelligence and strategy.


H.E. Mr. Grigoriy Borisenko
H.E. Mr. Grigoriy Borisenko Deputy Minister Ministry of Digital Development, Communications and Mass Media of the Russian Federation, Russian Federation

Mr. Grigoriy Borisenko is the Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation.

In 2004 he graduated from the Faculty of Computational Mathematics and Cybernetics of Moscow State University. M.V. Lomonosov, majoring in “Applied Mathematics and Computer Science”.

In 2007, he completed his postgraduate studies at the Department of Mathematical Physics, Moscow State University. M.V. Lomonosov, and in 2008 he was awarded the academic degree “Candidate of Physical and Mathematical Sciences”.

From 2008 to 2022, he held various positions in the international network of PricewaterhouseCoopers firms, progressing from an IT systems auditor to director of the artificial intelligence and data analytics practice.

On October 31, 2022, by order of the Government of the Russian Federation appointed to the position of Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation.


Dr. Kyoung Yul Bae
Dr. Kyoung Yul Bae President Korea Information Society Development Institute (KISDI), Korea (Rep. of)

Dr. Kyoung Yul BAE serves as the President of the Korea Information Society Development Institute
(KISDI) and is dedicated to advancing the field of information and communication technologies in the
republic of Korea and abroad. Dr. Bae has a rich background and expertise in the field of information
science, having earned a master's and doctoral degree in information science from the University of
Alabama and a bachelor's degree in information science from Old Dominion University.
Throughout his career, Dr. Bae has held several key positions, including Professorships at Sogang
University and Sangmyung University's Department of Computer Science, where he contributed to
research and education from 1993 to 2022. His leadership extended to serving as Vice President and
Dean of Academic Affairs of Department of Computer Science at Sangmyung University between 2006
and 2010.


In the public sector, Dr. Bae made substantial contributions as the Director of Informatization Planning
and Seoul City CIO, where he was instrumental in implementing e-Government initiatives that
positioned Seoul as a global leader in urban informatization. His industry experience is equally notable,
having held strategic information director positions at Hyundai (Halla) Heavy Industries and
contributed to automation and information policy strategies at General Motors and within the
Alabama State Government.


Ms. Ana Neves
Ms. Ana Neves Head Internet Governance Office, Fundação para a Ciência e a Tecnologia Vice-Chair, Bureau of the Commission on Science and Technology for Development (CSTD) at UNCTAD

With over 30 years of professional experience in digital world, emerging technologies, RTD and innovation public policies, Ms. Ana Neves is passionate and strategic leader who leverages digital competencies and opportunities to improve services and outcomes for diverse stakeholders. She has been very active in shaping and influencing the Internet policy evolution, while negotiating with different actors within complex governance structures.

Currently, she serves as the Vice-Chair of the Bureau of the Commission on Science and Technology for Development (CSTD) at UNCTAD, where she facilitates the dialogue and cooperation among UN member states and other stakeholders on science, technology and development issues. Ana is also  the Head of the Internet Governance Office at FCCN, the Portuguese national research and education network, where she coordinates and implements Internet governance initiatives and projects at national and international levels.

Additionally, she is a founding member of EuroDIG, the European Dialogue on Internet Governance, where she contributes to the regional and global discussions on Internet governance. Ana is driven by the mission of advancing the digital transformation and innovation for the benefit of society and the environment.
