The "Leaders TalkX: Local Voices, Global Echoes: Preserving Human Legacy, Linguistic Identity and Local Content in a Digital World" aims to highlight cultural and linguistic diversity as cornerstones of a dialogue-driven Information Society. This session gathers a multistakeholder panel to discuss the vital role of cultural identity and traditions in sustainable development.

It calls for the creation of policies that not only respect and preserve cultural heritage but also promote it within the digital landscape, as endorsed by United Nations agreements, including UNESCO's Universal Declaration on Cultural Diversity. The objective is to foster the development of cultural policies that encourage local content creation in line with the linguistic and cultural nuances of communities. 

The Leaders TalkX underscores the importance of ICTs in preserving cultural heritage and making it a dynamic part of contemporary culture. It advocates for the development of policies that support the digitization of educational, scientific, and cultural heritage, and the nurturing of local content, translation services, and digital archives. This initiative seeks to provide culturally relevant content through both traditional and digital media, and to build partnerships that encourage local and national content creation in users' native languages, thus preserving and documenting local heritage.

The panel will also shed light on the need to empower indigenous peoples to create content in their own languages and use their traditional knowledge effectively within the Information Society. It encourages the exchange of knowledge and best practices at regional levels and promotes technologies that facilitate cultural and linguistic diversity, such as translation tools and multilingual platforms.

Dr. Tawfik Jelassi
Dr. Tawfik Jelassi (UN REPRESENTATIVE) Assistant Director-General for Communication and Information United Nations Educational, Scientific and Cultural Organization (UNESCO)

Dr. Tawfik Jelassi was appointed UNESCO Assistant Director-General for Communication and Information on 1st July 2021. In this position, he is responsible for the Organization’s programmes on building inclusive knowledge societies, leading digital transformation, strategizing the role of ICT in education, and fostering freedom of expression.

Dr. Jelassi holds a Ph.D. doctorate in information systems from New York University (USA) and postgraduate diplomas from the University of Paris Dauphine (France).
Dr. Jelassi has extensive experience in higher education, scientific research, and information & communication technologies. He held academic, corporate and government leadership positions in Europe, the USA, and Tunisia.

Among others, he was Programme Director and Professor of Strategy and Technology Management at IMD Business School in Lausanne (Switzerland, 2015 – June 2021). Prior to that, he served as Minister of Higher education, Scientific Research and Information & Communication Technologies in the democratic transition government of Tunisia (2014 – 2015). Prior appointments included being Chairman of the Board of Directors of Ooredoo Telecom in Tunisia, Dean at Ecole Nationale des Ponts et Chaussées (Paris), and Professor & Chairman of the Technology Management Department at INSEAD (Fontainebleau).


H.E. Ms. Rose Pola Pricemou
H.E. Ms. Rose Pola Pricemou Minister Ministry of Posts, Telecommunications, and Digital Economy, Guinea

Ms. Rose Pola Pricemou was born in Fria, Guinea, to parents who were an engineer and a midwife. She completed her primary and secondary education in Fria, and part of her secondary studies as well, ultimately obtaining her baccalaureate in mathematical sciences from Sainte Marie High School in Conakry. As a top student in her baccalaureate, she received a scholarship from the Guinean-Tunisian cooperation to continue her studies.

She earned a master's degree in applied computer science management from the University of 7 November in Carthage, Tunisia, then continued her studies in Canada, obtaining a master's in computer research from the University of Montreal in 2008. In addition to her academic achievements, she obtained an MBA specializing in information technology management from Laval University in Quebec in 2010.

After her studies, Rose Pola Pricemou worked for 10 years in various private and governmental organizations, including the Industrielle Alliance Group in the United States. She later shifted her career towards the government sector, notably at the Canadian Ministry of Transport, Culture, Communication, and Women's Conditions in Quebec.

In 2021, she became the Minister of Information and Communication in Guinea, then successively held the positions of Minister of Commerce, Industry, and Small and Medium Enterprises in 2022, Minister of Planning and International Cooperation in November 2022, and Minister of Posts, Telecommunications, and Digital Economy in 2024.


H.E. Mr. Ousman A. Bah

Ousman A. Bah was appointed in June 2022 following the policy direction to decouple the Ministry of Information and Communication Infrastructure into two stand alone Ministries of Information and Communications and Digital Economy with the latter spearheading the digital transformation agenda of the country. 

Hon. Bah comes with a wealth of academic training and more than 25 years of experience with major international companies and institutions based in the United States in the telecoms and tech related field. His experience includes working in various executive positions with institutions such as the AT&T, Bank of America and Worldpay. He also worked with PayU —a company in the Fintech Industry that is headquartered in San Francisco U.S. A., as a Global Relationship Executive, where he oversees up to twenty-two different countries around the globe, mostly located in some part of Europe, Latin America, South Africa, and Asia. Furthermore, he has created and lead several start-ups in the Silicon Valley and upon his return to the Gambia. 

Hon. Bah has travelled extensively all over the world. His major interest since a young man has always been and remains working with technology to enrich the lives of people. Hon. Bah holds BSc. in Information Technology from the University of Phoenix, double Master’s, MSc. in Network & Systems Management and MBA. In Business Administration both from Golden Gate University in San Francisco.


Ms. Anne Marie Engtoft Meldgaard
Ms. Anne Marie Engtoft Meldgaard Tech Ambassador Ministry of Foreign Affairs, Denmark

Anne Marie Engtoft Larsen is Denmark’s Tech Ambassador with responsibility for representing the Danish Government to the global tech industry and leading Danish efforts in global technology gov-ernance. TechPlomacy is a pioneering initiative elevating technology and digitalization to a crosscut-ting foreign and security policy priority of the Danish government. Anne Marie and her team have a global mandate and a physical presence in Silicon Valley, Copenhagen and Beijing, transcending bor-ders and regions in rethinking the traditional understanding of a diplomatic representation.


Prior to her appointment, Anne Marie worked at World Economic Forum in Geneva (2017-2020) where she led the World Economic Forum's work on the Fourth Industrial Revolution and Global Public Goods. Her focus was on mobilizing technology companies, governments and civil society to collaboratively tackle the barriers that prevent emerging technology from scaling responsibly to help solve society’s biggest challenges. Before joining the World Economic Forum, Anne Marie co-founded an innovation house for student entrepreneurship; co-founded Democratic Capital; worked as political advisor in the Danish Parliament; and served on the Board of Directors of Copenhagen Business School and The Danish Consumer Council.


Anne Marie Engtoft Larsen holds a MSc in International Development from The London School of Economics and Political Science (LSE), a BSc and MSc in International Business & Politics from Copenhagen Business School and is a 2017 Global Leadership Fellow with the World Economic Forum.

Ronchi - professor at Politecnico di Milano (Engineering Faculty), Expert/advisor in eServices, Head of the JRC S2D2 (Safety, Security, Defence, Disaster Recovery and Management), Secretary of the EC-MEDICI Framework of Cooperation, delegate at UNESCO IFAP and active member of the WSIS since the establishment (2003-/).

Mr Ronchi is member of the following Boards: Member of AI&Society board (Springer Nature), Board of Directors Global Forum (France), Member Emeritus World Summit Award Board of Directors (Austria), Board of Directors European Education New Society Association (ENSA France). Member of the Keio University NoE (Japan). Member of the Advisory Board of the School of Law under the aegis of GD Goenka University (New Delhi, India).

He cooperated as organizer or programme chair in W3C, ACM, IEEE, ITU-WSIS conferences; since more than thirty-five years he organizes and manages international projects, conferences and workshops. He is the author/contributor of more than 400 papers and various books on: e-Culture, e-Government, e-Safety & Security, and e-Services.

Ms. Dana Northcott

Dana Brown Northcott is Vice President and Associate General Counsel for Amazon’s Intellectual Property team, where she leads the attorneys and legal professionals who support Amazon’s valuable brands and growing portfolio on trademark, domain name, gTLD, copyright and content protection efforts. Ms. Northcott devises Amazon’s intellectual property strategies and policies across the business globally, partnering closely with Amazon’s Marketing, Security, and Public Policy teams on brand protection, anti-counterfeiting, advertising, marketing, internet governance and litigation. She also represents Amazon on the Governing Board of Directors for the Alliance for Creativity and Entertainment.

Prior to Amazon, Ms. Northcott was Legal Counsel for Agilent Technologies, and an Attorney for Howrey LLP in Menlo Park, California, and London, England. She has a Diploma in Intellectual Property Law and Practice from the University of Bristol in England, a Juris Doctor from University of San Francisco Law School, and Bachelor of Arts degree from Stanford University. Ms. Northcott is a Distinguished Member of the United States Patent Office and Trademark Office, on the Trademark Public Advisory Committee (TPAC), a Founding Governing Board Member for the Association for Creativity and Entertainment (ACE), a Member of the Internet Corporation for Assigned Names and Numbers Intellectual Property Constituency (IPC), a Founding Board Member of the Washington State Chapter of Intellectual Property Association (WIPA), a past Board Member of the PNW Chapter of Chiefs in IP (ChIPs), and takes every opportunity to be on a ski hill with her husband and two kids.

In her role as INTA President, Ms. Northcott is Chair of the Board of Directors and Executive Committee.
