“Launch of the GovStack Knowledge & e-Learning Hub” at the World Summit on the Information Society 2024 (WSIS+20), Opening Remarks.

Welcome to this important WSIS session as we launch of the GovStack Knowledge & e-Learning Hub!  

Knowledge exchange plays a pivotal role in fostering global collaborative efforts on emerging technologies. 

As we all know, knowledge sharing has been instrumental in facilitating societal progress throughout history.

When the UN Secretary-General launched the Roadmap for Digital Cooperation, he underscored the critical importance of collaborative efforts in leveraging digital technology for sustainable development.

It is particularly important in today's rapidly evolving digital landscape, as we collectively embark on the construction of a new era of digital infrastructure:  an era that is poised to revolutionize the lives of millions of people. 

I am therefore delighted to announce the launch of the GovStack Knowledge Hub! 

The Govstack Knowledge Hub is a fruit of a partnership between the International Telecommunication Union, the German Corporation for International Cooperation (GIZ), the Government of Estonia and DIAL.  It is part of our GovStack programme in which we encourage innovation and  sharing of good practices as we promote the reusability of different digital public goods to accelerate government services according to country needs.

The GovStack Knowledge Hub is a comprehensive repository of training and capacity-building resources on Digital Public Infrastructure design and implementation. 

It is curated by a global community of experts and practitioners, and offers a wealth of materials, including training modules, video recordings, guidance documents, and integrates with external resources.

Through this pioneering initiative, we stand ready to assist Digital Public Infrastructure – DPI - specialists and implementors in fulfilling their capacity-building needs.  

We offer a range of resources from self-paced courses to instructor-led programs, including initiatives like the Women in GovTech Challenge and GovStack Architects Training Programme. 

For us in the ITU Telecommunication Development Bureau, we are committed to implementing projects and activities that pave way for human-centric, impact-oriented digital transformation. 

I encourage you all to explore this invaluable resource, as we collectively strive to build a digital future that serves humanity's best interests! The GovStack architects training programme will open from today.  Look out for information from our GovStack Knowledge & e-Learning Hub site.

One of the key objectives for the GovStack initiative is to encourage innovation and best practice sharing. On this account, we awarded the second edition of the WSIS Digital Service Design Special Prize on Monday.  This prize recognizes governments around the world which are using DPIs and a whole-of-government approach to Citizen-Centric Digital Service Design to achieve the SDGs.  Let me take this opportunity to congratulate the National Information Technology Authority (NITA), Uganda and their project UGPass for winning this prize. 

In this session, we will showcase the best projects on digital public services designed by participants in the Women in GovTech Challenge.  

We launched the GovTech Challenge last year during the Transform Africa Summit.  You are reminded that the challenge attracted 139 women working in Digital Government Teams and Mentors from the Global GovTech Ecosystem from 59 countries.​

The best projects from the challenge and finalists of the WSIS Digital Service Design Special Prize will continue their engagement with our GovStack programme, so that we can leverage the knowledge to enrich the GovStack toolbox. 

Working in collaboration with our partners GIZ, the Government of Estonia and DIAL, The ITU Telecommunication Development Bureau remains committed to creating impact on people’s lives through empowerment of government to deliver inclusive digital services.
