Summary of Questions' Results

Question 1/16 summary

Q1/16 met in three sessions to review 18 incoming liaison statements directed at Q1/16 were reviewed and necessary outgoing liaisons were prepared. Some important subjects related to WTSA-20 preparations and next study period were covered in Q1/16 discussions which are mainly based on the outcomes of the two ad-hoc brainstorming sessions on these subjects.

Question 5/16 summary

Question 5/16 (Artificial intelligence-enabled multimedia applications) formally started its work at this SG16 meeting. The focus of this meeting was in understanding the future steps, including the development of a standardization roadmap and the definition of a technical systematic architecture. The Question also reviewed a number of incoming liaison statements, but did not produce any outgoing LSs. The Question plans one interim meeting and contributions are invited.

Question 6/16 summary

The primary goals for Question 6/16 at this meeting of SG16 were to review the progress of Q6/16, JVET, JCT-VC, and JPEG work. It reached AAP Consent on five revised and two new Recommendations on topics related to the coding of video and still images (H.264 V13, H.265 V6, T.800 V3, T.814, T.815, T.832 V4, and T.873). Q6/16 also submitted a new supplement (H-series Supplement 19) for Approval, describing prevalent industry usage of video signal type code points. A substantial portion of the image coding work of Question 6/16 is conducted jointly with ISO/IEC JTC 1/SC 29/WG 1 (JPEG/JBIG), and a substantial portion of the video coding work of Question 6/16 is being conducted jointly with ISO/IEC JTC 1/SC 29/WG 11 (MPEG) in two joint collaborative teams known as the Joint Video Experts Team (JVET) and the Joint Collaborative Team on Video Coding (JCT-VC). Meetings of JVET and JCT-VC were held in a collocated fashion with this meeting of SG16 under its auspices. JVET is tasked with development of Versatile Video Coding (VVC), a future video coding standard with substantially improved coding efficiency relative to HEVC (H.265). A meeting of MPEG was also held in a collocated fashion during the current meeting of SG16, and a joint discussion session was held with that group and Q6/16. Q6/16 is planning to hold one Rapporteur meeting, one JVET meeting, and one JCT-VC meeting before the next SG16 meeting in October 2019 and to hold meetings of JVET and the JCT-VC in a collocated fashion with the next SG16 meeting in October 2019 under its auspices. The Question prepared four outgoing Liaison Statements.

Question 8/16 summary

Question 8/16's highlight at this meeting was the initiation of one new work item, H.ILE-PE: Reference models of ILE presentation environments. The Question also updated H.ILE-MMT "Service configuration, media transport protocols, signalling information of MMT for Immersive Live Experience systems" based on input contributions. The Question prepared six outgoing liaison statements and plans one interim meeting.

Question 11/16 summary

Question 11/16 finalized and consented the revisions of ITU-T H.230 and H.243, which are reference specifications for videoconferencing systems. Q11/16 reviewed several items in the plan for future work and agreed to discontinue some H.248 related work items. Q11/16 does not plan to hold any interim Rapporteurs meeting and no outgoing LSs were prepared.

Question 13/16 summary

Question 13/16 experts met to progress the work on seven draft Recommendations: ITU-T H.702(V2), ITU-T H.721(V3), ITU-T H.761(V4), ITU-T H.IPTV-EUIF.1, ITU-T H.IPTV-SBM, ITU-T H.IPTV-TDES.6 and ITU-T H.IPTV-TMRAPI. Work was completed on Technical Paper ITU-T HSTP.CONF-H764, which contains conformance testing specifications for H.764 implementations of the SASL ECMAScript specialization for IPTV systems. The Question agreed to start two work items: ITU-T H.764 (Rev.) and ITU-T H.IPTV-TDES.7 "IPTV Terminal device: Home gateway integrated model". The group started the discussions on the Question scope and terms of reference, in preparation for the next study period. The Question prepared four outgoing Liaison Statements. The group plans to hold an interim meeting together with other SG16 Questions, and two interim e-meetings are also planned.

Question 14/16 summary

Question 14/16 reviewed contributions submitted and completed for Consent draft revised Recommendation H.783 "Digital signage: Audience measurement services". Q14/16 decided to propose it for Consent. It also discussed preparations for WTSA-20. Q14/16 is not planning to hold any Rapporteur meetings before the next SG16 meeting, and no outgoing LSs were prepared.

Question 21/16 summary

Question 21/16 discussed 34 contributions and progressed the draft of 17 work items, readying for Consent eight draft new Recommendations. Further, the Question agreed to start three new work items. Open work items related to video surveillance were transferred to draft new Q12/16, and DLT related ones to Q22/16. The Question prepared two outgoing liaison statements and plans on holding one interim meeting.

Question 22/16 summary

Question 22/16 discussed six contributions and progressed several work items, including F.DLS, H.DLT and F.DLT-AC. The Question decided to start new work item H.DLT-DE. A DLT standardization roadmap was discussed based on two contributions. The Question also received nine incoming liaison statements and prepared two outgoing liaison statements to be sent to TSAG and ITU-T SG13, 17, 20, FG DLT and FG DPM. The Question plans no interim meeting before next SG16 meeting.

Question 24/16 summary

Question 24/16 reviewed five Contributions and progressed work on F.HF-SLM, F.UI-SH, F.DLT.PHR, and F.EMO-NN. The Question also received one incoming liaison statement and subsequently prepared two outgoing liaison statements to be sent to ITU-T FG-VM and ISO/IEC JTC1/SC35 (joint with Q21/16). The next interim Rapporteur meeting will be held in Edinburgh, 5-8 August 2019. The Q24/16 experts expressed thanks to retired Associate Rapporteur, Mr Floris van Nes, for his years-long support to the standardization work on human factors in ITU.

Question 26/16 summary

Question 26/16 received 14 contributions and produced 12 documents including outgoing liaisons. Coordination of work with ISO/IEC JTC1 SC35 was discussed, in particular for visual representation audio as well as of sign language contents. Information was presented on a field test on automatic speech recognition (ASR). Q26/16 made progress on KPI on TRS, requirements on accessibility for the blind, AI for accessibility, remote captioning, and accessible IPTV. It agreed to revise Technical Paper FSTP.ACC-RCS on Remote Captioning Service. It has also progressed significantly the work on safety requirements on personal sound amplifiers (PSA), which is planned for Consent at a WP2/16 meeting on 14 June 2019. The Question plans one interim meeting and has produced two outgoing liaison statements.

Question 27/16 summary

Question 27/16 reviewed four contributions related to F.VS-AIMC and F.AUTO-TAX. Additional items discussed include results of the ITU-T FG-VM meeting, review of the Question text in preparation for WTSA-20, and agreement for collaboration with ISO/TC22/SC31/WG8 to establish a joint project team (JPT) with Q27/16 to work on a vehicle domain service (VDS) specification. Draft ToR for the JPT-VDS were drafted to be refined in joint interim meetings with WG8 experts. The baseline texts for F.VS-AIMC, F.AUTO-TAX were updated. The Question received seven incoming liaison statements and drafted five replies. Q27/16 plans two Rapporteur meetings before the next SG16 meeting: one e-meeting in 25 April and one face-to-face meeting collocated with VDS (possibly back to back with the FG-VM meeting in July 2019 in China).

Question 28/16 summary

Q28/16 received five contributions on the Continua Design Guidelines (H.810), multimedia brain informatics, and safe listening. It held a mini-workshop on brain health inviting researchers and industries from the US, Europe and Japan. The Question established an ad hoc group to develop a list of challenges for e-health services and applications in African countries. During the discussion on safe listening, WHO participated and contributed further requirements. Q28/16 agreed to propose for Consent two revised conformance specifications for the Continua Health Guidelines. The Question produced four outgoing LSs and is planning two interim meetings.

​"Visual surveillance systems and services"

Motivation

A visual surveillance system is a telecommunication system which is used to remotely capture and present multimedia to the end user via networks with ensured quality, security and reliability.
In the past decade, there has been significant development in security industry worldwide, and visual surveillance applications are becoming more and more popular in both developed and developing countries. According to a recent research report, the global visual surveillance market is expected to grow from 36.89 billion US dollars to 68.34 billion US dollars from 2018 to 2022, with a compound annual growth rate of 13.1%. The potential market is huge.
There is a growing need of interworking between visual surveillance systems for communications. For visual surveillance, cloud computing, cloud storage, edge computing, edge storage, AI, big data, and intelligent analysis are needed in addition to video acquisition, coding, transmission, distribution and storage. Visual surveillance is no longer a traditional independent service, but a whole ecosystem, highly connected to smart city and safe city construction. Standards should be used to support the development of the industry, and meet the need of rapid development. In addition, new information technologies continue to emerge, and the visual surveillance platform should be open to and capable of continuous evolution. The scope of the visual surveillance standards should be expanded to align with the market and to promote the development.
A range of standardization-related and industry initiatives have commenced across the globe examining different aspects of visual surveillance. There are various activities, including international exhibitions, and exploratory workshops. Open Network Video Interface Forum (ONVIF) was established in May 2008, aiming at providing and promoting standardized interfaces for effective interoperability of IP-based physical security products. At present, ONVIF has released two versions of core specifications, two data format specifications, six profiles and 22 service specifications. The IEC TC 79 WG12 is focusing on video surveillance system (VSS) to produce IEC standards for VSS and applications taking into account the system, component and equipment requirements, testing and integration. Many other SDOs such as ISO/IEC JTC1, 3GPP and ETSI are also developing visual surveillance standards according to their scope.
ITU-T SG16 developed various Recommendations on visual surveillance, including ITU-T F.743 series, H.626 series and H.627 series. Furthermore, many new work items are being developed in ITU-T SG16. In order to meet the strong standardization need from the industry and accommodate the existing work with ITU-T, including the enhancement and maintenance of the Recommendations and development of ongoing many work items, it is necessary to create a new Question on visual surveillance.
